B.1. Contract Type

B.2. Statement of Work (SOW)

I. GENERAL INFORMATION

A. Introduction

Installation of a FIPS 201-2 compliant electronic access control system for the four main buildings and one wooden outbuilding at the Conte Anadromous Fish Research Laboratory (CAFRL) including replacement of glass entry doors. The automated cantilever entry gate will also have existing access controls programmed and integrated into the system. The facility manager, Marty Garcia, is the Contracting Officers Technical Representative (COTR). A site visit will be scheduled, and it is highly recommended that prospective bidders attend. Refer to section E.4., below.

B. Background

CAFRL has three types of exterior doors and one entry gate that will be included in this project, steel doors, wooden doors and glass doors with aluminum frames. The buildings will be enumerated as follows: Research Lab Building will be Building 1, Fish Passage Complex will be Building 2, Vehicle Storage Building will be Building 3, Solar Roof Building will be building 4, and Antenna Research Building will be building 5.

Appendix 1 at the end of this document contains photos and diagrams of the facility.

C. Scope

The purpose of this project is to install a FIPS 201-2, HSPD-12 compliant card access system to meet FIPS 201 requirements at the main facility and selected outbuildings. In addition, the contractor shall install the required server and certificate authentication software to ensure that the system is fully compliant with applicable federal guidelines. The system will need to interface with the Automated Logic Building Automation System (BAS) so that all functions can be accessed via the front-end computer located in building 1.

The contractor must have an authorized project manager on site to coordinate all the tasks included in this project. The COTR will not be responsible for conducting site visits for sub-contractors or scheduling and coordinating work with sub-contractors. All tasks on this project must be completed by experienced personnel consistent with the project schedule. Work must be staged in a way that the integrity of the facility’s security is not compromised at any time when it is unoccupied. Once work has begun the contractor is required to ensure that there is a full commitment from all involved parties to complete work on schedule.

II. WORK REQUIREMENTS

A. Request for Quotation (RFQ) package

i. Equipment cut sheets with narrative descriptions for each piece of furnished equipment.

ii. Documentation verifying that the products selected will meet the requirements of making the facility

FIPS 201-2 system compliant according to Government requirements, and that all products comprising the facility card access system are on the following GSA APL:

iii. Equipment technical specifications for each piece of furnished equipment.

iv. Itemized equipment list to include price, model, quantity and description of all furnished equipment.

B. Technical Requirements

i. Contractor shall coordinate equipment and proposed work with the CAFRL COTR to minimize impact of new system to existing facility network bandwidth.

ii. The Contractor shall provide all necessary software, equipment, labor, and tools required to install the equipment to meet Government FIPS 201-2 requirements for the existing doors indicated in this PWS.

Upgrades shall be performed for the following exterior doors:

1. One new double glass door in Building 1.

iii. The Contractor shall provide all necessary equipment, labor, and tools required to provide and install equipment as needed to expand the existing security system to include the following facility exterior doors:

1. Twelve (12) doors are single steel exit doors with Sargent 8100 Series mortise locksets equipped with door closers, two in building 1, four in building 2, 3 in building 3 and 3 in building 4.

2. Two (2) double steel doors with Sargent 8100 Series mortise locksets equipped with door closers, one in building 1 and one in building 2.

3. Three (3) double glass doors with aluminum frames equipped with door closers, panic bars and vertical strike locking mechanisms, all in building 1.

4. Four (4) single glass doors with aluminum frames equipped with door closers, panic bars and vertical strike locking mechanisms, two in building 1 and two in building 2.

5. Two builder’s grade wooden access doors in building 5.

6. One automated slide gate located at the entry to the facility.

iv. Contractor shall also provide and install, at a minimum, for each door the following hardware:

1. New card reader

2. Electric strike and correct mounting hardware for existing door and frame

3. Door contact

4. Request to exit motion sensor

v. Contractor shall provide and install electronic door strikes onto the listed exterior doors. New hardware shall be compatible with and integrated to the security system. Contractor shall provide and install hardware as needed to integrate existing doors with new hardware.

vi. Contractor will program card readers and keypads for the aluminum slide gate located at the entry to the facility and the adjacent pedestrian gate.

vii. The contractor will be responsible for loading and configuring an enrollment station to include all software and shall provide all appropriate hardware (not to include the actual computer) such as fingerprint reader, PIV card scanner, and actual card reader at the enrollment station.

viii. Contractor shall include all necessary control and expansion modules needed to add the door access points to the ICAM system. Include controller capacity for future expansion of 3 additional doors for each building.

ix. One door in each building will be furnished with a keypad and key slot compatible with the existing Sargent 8100 Series locksets. They will be keyed to accept the “Grandfather Key” provided by the

COTR.

x. Contractor shall work with the USGS IT personnel and the COTR to link the new ICAM hardware to the Federal Bridge to ensure certificate authentication is conducted.

xi. Contractor shall include all low and line voltage wiring for new building door security system hardware and programming for each door specified.

xii. Contractor shall include in price all work required to integrate new hardware and software to the

Federal Bridge. All system specifications submitted by the Contractor shall meet the minimum requirements and specifications within this SOW.

xiii. All software and hardware for the system shall be verified by the CAFRL COTR as acceptable for installation on facility computer equipment and operated on the facility network without compromising security or network operation.

xiv. All equipment connected to AC power shall be protected from surges. Equipment protection shall withstand surge test waveforms described in IEEE C62.41.1 and IEEE C62.41.2. Fuses shall not be used for surge protection.

xv. All electrical and electronic equipment in the console shall be powered from an Uninterruptible Power Supply (UPS). The UPS shall be sized to provide at least 1 hour of battery back-up in the event of primary failure. Batteries shall be sealed non-outgassing type.

xvi. The following types of wiring shall be used where applicable 22/2, 22/4, RG59 coax, RS 485, Cat 6A and 18/2 (all plenum rated wiring) where required by manufacturer’s specifications and shall be routed through the hollow wall or surfaced mounted inside the “Panduit Duct & Raceway.” Wiring shall be installed on dedicated support system using supports such as j-hooks or saddle support systems at no more than five foot (5’0”) intervals. Cable supports will be securely attached directly to building structure. Do not attach cabling or supports to ductwork, piping, grid hangers, conduit, or equipment and shall not be directly lying on top of tile.

xvii. The Contractor shall coordinate with the CAFRL COTR to ensure the new system(s) are installed and operational per USGS requirements, industry best practices for commercial buildings and national/local building codes.

xviii. Work shall be performed during regularly scheduled facility hours (7:30am-4pm; Mon. – Fri.).

However, if facility personnel will be negatively impacted by the work, after hours and weekend work may be authorized. Any work performed by the Contractor outside of normal facility hours must be coordinated with the USGS COTR at least 48 hours in advance. No work will be performed on federal holidays or on days with weather related closures.

xix. Contractor shall have on-staff technicians factory-trained in servicing installed equipment. Contractor will be capable of servicing or repairing equipment on-site within 48 hours of notification by CAFRL of requesting warranty service or repairs.

xx. Coordinate electrical and control work with the COTR to ensure any facility equipment or network communication is not interrupted or disturbed. Contractor will be responsible for any work performed as part of this contract that causes damage to existing equipment, interruption of network service or negatively impacts ongoing research.

xxi. Contractor shall provide equipment as necessary to minimize debris in and around work areas.

Contractor shall clean surfaces or equipment impacted by construction work and remove any debris created by the demolition and/or installation from this project. All debris will be removed by the end of each workday and placed in the on-site facility dumpsters. Recyclable materials will be separated and placed in recycling dumpster.

xxii. Barriers and signage will be used to prevent lab personnel from entering areas where work is being performed that may present tripping or slipping hazards, overhead work that could cause injury from falling objects or any other occupational hazards.

xxiii. Contractors will notify the COTR prior to entry into other areas of the facility not directly related to this project scope. Entry into offices, mechanical/electrical spaces and or laboratories without permission is prohibited.

xxiv. Any issues affecting project completion or delivery dates will be communicated to the COTR as soon as practical but no later than 24 hours.

xxv. The installing contractor shall submit the following design information and drawings for approval prior to starting installation work on this project:

1. Shop Drawings: Submit shop drawings showing proposed product components and locations for all components.

2. Operation, installation, and maintenance manuals including wiring diagrams.

3. Information on system software indicating operating systems and hardware data.

C. Project Completion Documentation:

i. The Contractor shall furnish, at a minimum, two (2) complete sets of O&M manuals with a table of contents in a hard case three (3) ring binder. These manuals at a minimum will include programming guides, configuration manuals, and user guides. Manuals will include electronic versions of all documents, as well as any viewing, management, or configuration software on removable storage devices. A separate disk shall be provided with system software and back- up/recovery procedures.

O&M manuals shall be delivered to the USGS COTR at the project site. The O&M manuals shall contain all of the necessary information to operate, test and maintain the installed system(s), including any pertinent drawings, schematics, photographs, tables and charts.

ii. The manuals shall follow the format below in style and sequence:

1. Covers - Shall be of durable synthetic stock with the following information printed on the front cover:

a. Project Title.

b. Facility Name and Address.

c. Purchase Order Number.

d. Date of Publication.

e. Prepared by information.

2. Title page – The title page shall reference the same information as the Cover Page.

3. Table of Contents – Shall list by page number and section, all important sections and subsections included in the manual.

4. General Section – shall contain an overall description of the system, including types of equipment installed and system operation.

5. Technical Section – Shall contain the detailed information of the equipment included in the system(s). Section shall include:

a. System operation.

b. Installation.

c. Bill of Materials (for each piece of equipment), to include manufacturers names, model numbers, serial numbers and dates of manufacture.

6. Operation Section – Shall contain recommended procedures and instructions for operation of each device and system, procedures for testing devices and instructions for any preventive maintenance procedures.

7. CD’s manuals, back up CD’s and equipment manuals.

8. Warranty Information.

9. Manufacturers help desk contact information.

10. Contractor emergency contact information.

11. The Contractor shall provide two (2) complete sets of hard copy ‘size C’ as-built drawings with device types, quantities, and locations; to include legend and scale. As-built drawings shall be provided on CD with O&M manuals.

D. Final Inspection and Acceptance Criteria

i. Upon successful completion of the installation and prior to the Final Acceptance Test, the Contractor shall test the systems to ensure that all devices are correctly installed and fully operational. A minimum of two (2) copies of all pre-test results shall be furnished to the COTR for review prior to Final Inspection & Acceptance Testing. Proper documentation of the test shall show date, time and results.

ii. The Contractor shall notify the COTR in writing to request a Final Inspection and Acceptance Test. All aspects of the system shall have been tested by the Contractor and found to be fully operational and ready for final testing prior to the Contractor requesting the inspection and test.

iii. The Contractor shall submit a proposed testing plan prior to scheduling of the final acceptance test.

The plan shall include methods and provisions for validating all functions. The contractor shall provide all test equipment and technicians to assist in the Final Acceptance Test.

iv. At a minimum, the Final Acceptance Test shall consist of the following:

1. The operation of each system and related equipment shall be demonstrated by the contractor.

2. All systems shall be inspected for operation, placement, conformance, identification, installation and code compliance.

3. All systems shall be tested for performance, operation, function, and descriptions.

4. All software and firmware programming shall be reviewed, tested and inspected.

5. All Redline drawings shall be present during the onsite physical inspection phase.

6. Any systems integration or interconnections shall be reviewed, tested and inspected.

7. All systems or devices that provide any notification output shall have additional testing for response time, audibility, output message, clarity and related instructions.

v. In the event further adjustment is required, or defective equipment is to be repaired or replaced, tests shall be suspended. The contractor shall have personnel available at the job site for adjustments and repairs during the Final Acceptance Testing.

vi. The Final Acceptance Test shall be performed concurrent for all systems and shall be completed during a single site visit.

vii. After the Final Acceptance Test, Contractor shall train facility maintenance and IT staff on proper system operation procedures, paying special attention to the remote door access application operational procedures.

viii. Training: At the completion of the project, the contractor shall provide full training on the PACS systems to include administration of the system, registration of users, operating procedures and administration. The contractor shall also supply under training and warranty general on-going training support for 1 year to address system issues, debugging, and telephone support/training to answer general questions and design related issues.

ix. Acceptance by the Government will be given only after the satisfactory completion of the installation of the system, training, receipt of submittals, all testing data and any other requirements within the SOW. Project acceptance can be issued only by the project COTR.

E. Warranty Work and Service

i. The Contractor shall guarantee that all installed parts; components, systems and workmanship meet the specifications set forth in this SOW. Additionally, the Contractor shall warranty all Contractor supplied components, workmanship and/or systems for a (minimum) period of 12 months from the date of Government acceptance.

ii. Should any Contractor supplied part, component, workmanship or system, fail within the warranty period, the Contractor shall immediately replace or repair that part, component, or system within 48 hours at no further cost to the Government. If the Contractor is unable to start and/or finish the repair or replacement, the Contractor shall be liable for all costs incurred by the Government to correct the issue(s).

iii. The Contractor shall not be responsible for the repair or replacement of any part, component, or system that fails due to fire, flood, riots and vandalism or because of the misuse of equipment by Government employees.

D. Special Considerations

i. The contractor shall comply with agency personal identification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Personnel and Management (OMB) guidance M-05-24 and Federal Information Processing Standard Publication (FIPS PUB) Number 201-2. Refer to section B.5. for more detail.

ii. The Contractor shall account for all forms of Government-provided identification issued to the to the Contractor employees in connection with performance under this contract. The contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government:

1. When no longer needed for Contract performance

2. Upon completion of the Contractor employee’s employment

3. Upon contract completion or termination.

iii. Contractor will have at least one (1) vetted employee at the CAFRL facility either performing work or in a direct supervisory role as part of this contract while on-site installation work as part of this project is being performed by the contractor.

B.3. Unscheduled Closures – Fixed Price (March 2003)

(a) The USGS facility where contractor employees are working may occasionally be closed temporarily and federal employees dismissed, such as for inclement weather, holiday early closings, power outages, or other emergencies.

In these cases, the Contracting Officer or COR will advise the contractor whether any of the contractor's activities on Government facilities are considered critical and require continued performance. In most cases, the Contractor will be required to dismiss employees at Government facilities who are performing noncritical tasks after federal employees are dismissed.

(b) If the unscheduled closure causes an increase in the cost of contract performance or if any contract term or condition is affected by the closure, the Contractor may request an adjustment pursuant to Clause FAR 52.242-17 Government Delay of Work.

(c) Contractor performance at locations that are not affected by the unscheduled closure will not be subject to this clause.

B.4. 52.000S-5079 Technical Liaison - Technical Direction (OCTOBER 1997)

(a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL)/COTR as identified below. As used herein, "technical direction" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment, and does not supersede or modify any article or clause of this contract.

(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government. Only a warranted Contracting Officer is authorized to obligate funds on this or any other contract action.

(c) The contractor shall immediately notify the Contracting Officer in writing if the Technical Liaison has taken an action (or fails to take action) or issues direction (written or oral) that the contractor considers exceeding the above limitations.

B.5. GS1440 Wage Determination Incorporation

In the performance of this contract, the contractor shall comply with the requirements of U.S. Department of Labor Wage Determination 2015-4079, Rev 14 dated 12/21/2020. The wage determination is incorporated and made a part of this order.

B.6. 1452.228-70 Liability Insurance (JUL 1996)

(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:

$100,000 each person

$500,000 each occurrence

$100,000 property damage

(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.

C.1. DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Internet Payment Platform (IPP) (September 2011)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice [CO to edit and include the documentation required under this contract]:

The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer.
