This is a Request for Quotes (RFQ) issued by the U.S. Fish and Wildlife Service (FWS) for the procurement of one fire-dump trailer for delivery to Joint Base Elmendorf-Richardson (JBER) in Alaska. The solicitation number is 140FS3246Q0174, issued on September 3, 2026, with an offer due date of September 14, 2026 at 2:00 PM EDT. The North American Industry Classification System (NAICS) code is 336999 (All Other Transportation Equipment Manufacturing) with a business size standard of 1,000 employees. Technical evaluation will assess the contractor's management approach, past performance based on submission of a technical past performance survey covering two recent contracts within the past three years, and key personnel qualifications demonstrating at least five years of relevant experience. Offerors must submit responses in two parts: Part I containing the price proposal with unit and extended prices, and Part II containing technical narrative (limited to 10 pages), past performance documentation, and personnel/subcontractor information (limited to 10 pages). Payment will be made electronically through the Department of Treasury's Invoice Processing Platform (IPP), and invoices must include standard commercial line item information. The contract incorporates FAR clauses 52.212-4 and 52.212-5 for commercial products and services, with standard government terms including inspection/acceptance rights, termination for convenience, and warranty provisions.
