The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular.

General:

The U.S. Fish and Wildlife Service (Service) is seeking a contractor for the design, fabrication, and installation of an interpretive project at Willapa National Wildlife Refuge (NWR, Refuge) that includes a Site ID sign, interpretive art elements, and indoor and outdoor interpretive panels.

The project location is the headquarters for Willapa National Wildlife Refuge Complex in southwest Washington. The address is 7112 67th Place, Long Beach, WA 98631.

Scope:

The contractor shall furnish all labor, equipment, materials and supplies to complete this project unless where noted in the appendices.

The purpose of this Statement of Work is to outline specifics for the project components the contractor would complete which includes:

1. (Site ID) Construct a double-sided Site ID sign including fabrication and installation. A tile mosaic featuring shorebirds has been completed and should be part of the design, all other elements are at the discretion of the contractor, but elements should be complementary to the four habitat panels. See Appendix A for images of the tile mosaic and dimensions.

2. (HQ Panels) Design, fabricate, and install two map/orientation indoor panels at roughly 36”x24” calling out highlights on the Refuge Complex. Panels would be located inside the vestibule for the Refuge HQ and be contour cut. One panel should include a larger map of Willapa NWR and the second should show the entire Refuge Complex which includes Julia Butler Hansen Refuge for the Columbian White-tailed Deer and Lewis and Clark National Wildlife Refuge. These panels for inside the headquarters must convey information that is site specific and fulfills the visitor needs which is orientation.

3. (Habitats_Panels) Design and install four interpretive panels (size 32”x62”) that represent the main habitat types at Willapa NWR. FWS will fabricate. The four artistic and illustrated (no photos) interpretive panels will be located on the back of the Kiosk and should represent these habitat types: Pacific Northwest coastal forest, estuary, freshwater, and coastal dunes. Each should also showcase a variety of plant and animal species that use these habitats on the Refuge.

See Appendix C for location of panels on kiosk.

Bid Option 1 - (Kiosk Art Elements) Design, fabricate, and install artistic elements on kiosk featuring local wildlife/plants of the Refuge. These should be tactile to enhance the visitor experience. See Appendix B for sample design sketches of the kiosk that shows the gables and where the art pieces could be located. Note this is only a suggestion of an idea, the FWS is open and welcoming of all ideas for these artistic elements.

Please note and see appendices as reference for bid determination. All elements must be designed to fit in and complement existing facilities at Willapa National Wildlife Refuge. The interpretive panels must meet guidelines for kiosk structures and interpretive signage under the Architectural Barriers Act (ABA) and must be in accordance with the IDIQ contract guidelines.

Project Purpose, and Overall Messages and Themes The proposed contract includes the design, fabrication and installation of the Site ID sign, interpretive panel design and installation, and design, fabricate and install artistic elements on the existing kiosk.

The Contractor, while working with the Service staff, shall request and use provided materials to reference and understand themes, messages, text, graphic layout, maps, and illustrations.

Instructions All responsible small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract.

The basis of award is the Best Value. The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.

Technical Acceptability: The vendor must have successfully completed two similar projects in terms of price, complexity, and scope.

Contractor must submit documentation of applicable technical acceptability with their quote.

Your proposal package must contain these items to be evaluated and return before the response date and time ends.

EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

This solicitation is conducted under simplified acquisition procedures and will result in the award of Firm Fixed-Price Construction Purchase Order in accordance with the provisions herein this section.

The basis of award will be the best value to the Government considering:

1) Technical Capability – provide your companies technical experience/capability to meet the project needs as stated in the Statement of Work. Evaluation factors would be acceptable or unacceptable.

2) Past Performance - provide past projects that are similar as stated in the Statement of Work.

(At least 2 or 4 examples with company name, phone & address, POC name, and $ amount of project). Evaluation factors would be acceptable or unacceptable.

3) Price – price will not be evaluated. Will be used for price analysis and determine if price is balanced or unbalanced.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
