US Fish and Wildlife Service Interpretive Panels, Art Elements and Site ID Sign at Willapa NWR Task Order

Statement of Work (SOW) August 16, 2023

Project Background The U.S. Fish and Wildlife Service (Service) is seeking a contractor for the design, fabrication, and installation of an interpretive project at Willapa National Wildlife Refuge (NWR, Refuge) that includes a Site ID sign, interpretive art elements, and indoor and outdoor interpretive panels.

The project location is the headquarters for Willapa National Wildlife Refuge Complex in southwest Washington. The address is 7112 67th Place, Long Beach, WA 98631.

Within 14 days after contract is awarded, Contractor shall provide a tentative schedule for implementation of the project, including a projected completion date. All aspects of the project will be completed by August 1, 2024.

This project is a critical addition for orienting visitors to Willapa National Wildlife Refuge’s public use opportunities which include wildlife watching, nature photography, hiking, hunting, boating and more. The location is the site of Willapa National Wildlife Refuge Complex’s new headquarters. A large restoration project and new lands added to the refuge allowed for expansion of public use opportunities at this site. These include expansion of the trail system, the addition of interpretive panels along a popular trail, a cartop boat launch, a picnic area, additional waterfowl hunting blinds and more.

The object for the Site ID sign is to welcome and orient visitors to this location and provide a sign that is grammable. Onsite will be a welcoming kiosk that contains information about recreational opportunities and refuge regulations. It also offers educational information about wildlife and the National Wildlife Refuge System. Over 50,000 people are anticipated to visit this location annually. Visitation is highest during peak bird migrations (Spring and Fall), tourist season (Summer), as well as during the annual birding festival and hunting season (Fall). Visitors are a combination of locals and tourists coming from nearby urban areas and other inland areas throughout the Pacific Northwest. Visitor demographics include local community members, families, and visitors from around the world.

For this statement of work, a Site ID is defined as including, but not limited to any of the following or combinations: a large double-sided sign (one side welcoming, one side encouraging return visits), structure to include artistic elements that frame the sign itself.

General Requirements The contractor shall furnish all labor, equipment, materials and supplies to complete this project unless where noted in the appendices. The purpose of this Statement of Work is to outline specifics for the project components the contractor would complete which includes:

1. (Site ID) Construct a double-sided Site ID sign including fabrication and installation. A tile mosaic featuring shorebirds has been completed and should be part of the design, all other elements are at the discretion of the contractor, but elements should be complementary to the four habitat panels. See Appendix A for images of the tile mosaic and dimensions.

2. (HQ Panels) Design, fabricate, and install two map/orientation indoor panels at roughly 36”x24” calling out highlights on the Refuge Complex. Panels would be located inside the vestibule for the Refuge HQ and be contour cut. One panel should include a larger map of Willapa NWR and the second should show the entire Refuge Complex which includes Julia Butler Hansen Refuge for the Columbian White-tailed Deer and Lewis and Clark National Wildlife Refuge. These panels for inside the headquarters must convey information that is site specific and fulfills the visitor needs which is orientation.

3. (Habitats_Panels) Design and install four interpretive panels (size 32”x62”) that represent the main habitat types at Willapa NWR. FWS will fabricate. The four artistic and illustrated (no photos) interpretive panels will be located on the back of the Kiosk and should represent these habitat types: Pacific Northwest coastal forest, estuary, freshwater, and coastal dunes. Each should also showcase a variety of plant and animal species that use these habitats on the Refuge. See Appendix C for location of panels on kiosk.

Bid Option 1 - (Kiosk Art Elements) Design, fabricate, and install artistic elements on kiosk featuring local wildlife/plants of the Refuge. These should be tactile to enhance the visitor experience. See Appendix B for sample design sketches of the kiosk that shows the gables and where the art pieces could be located. Note this is only a suggestion of an idea, the FWS is open and welcoming of all ideas for these artistic elements.

Please note and see appendices as reference for bid determination. All elements must be designed to fit in and complement existing facilities at Willapa National Wildlife Refuge. The interpretive panels must meet guidelines for kiosk structures and interpretive signage under the Architectural Barriers Act (ABA) and must be in accordance with the IDIQ contract guidelines.

Project Purpose, and Overall Messages and Themes The proposed contract includes the design, fabrication and installation of the Site ID sign, interpretive panel design and installation, and design, fabricate and install artistic elements on the existing kiosk.

The Contractor, while working with the Service staff, shall request and use provided materials to reference and understand themes, messages, text, graphic layout, maps, and illustrations.

Performed by the Contractor Post –Award Meeting Coordinate and facilitate the initial post-award meeting and all subsequent review meetings with the Service. It is the responsibility of the Contractor to write up the meeting notes summarizing the discussions and accomplishments from each meeting, including decisions, and action items from the Service review. This should be accomplished and provided to the COR within one (1) calendar week after the meeting.

Project Schedule The contractor shall produce a detailed, complete project schedule listing all required submittals and their review times. The project schedule shall include interpretive text development, map development, art development, submittal timelines, production schedule, any required installations, and closeout submittals.

The contractor shall submit a preliminary project schedule to the COR for review and approval ten (10) working days prior to the post award meeting. The contractor shall update the approved schedule and resubmit to the COR five (5) working days prior to every project status meeting for the life of the project.

Design Requirements The Contractor will design, fabrication and installation of the Site ID sign, interpretive panel design and installation, and design, fabricate and install artistic elements on the existing kiosk at Willapa National Wildlife Refuge. The contractor will complete the following steps:

Interpretive Theme and Text Development The interpretive themes, messages, and text will be developed by the contractor while working closely with the COR and Service staff. As needed for the development of the panels, Service staff will provide local knowledge, biological and some historical information to the Contractor.

In addition, the Contractor will also be responsible for researching historical and natural history information. The text should be concisely written, reader friendly, use active and expressive language, and be technically and biologically accurate. The text and artwork should work together to create a unified interpretive message for each panel.

Graphics and Layout

• The Contractor will develop illustrated graphics for four habitat panels for the Kiosk; 2 orientation/map panels for inside the Refuge Headquarters (HQ Panels and the design and layout of the artistic elements for the Kiosk (Kiosk Art Elements). This includes providing and locating graphic elements, illustrating and selecting photographs. Any relevant public domain Service images will be made available to the Contractor. The final layout will combine text and graphic elements into a dynamic and engaging visual presentation. The Contractor will provide the detailed final design files and associated files to the COR.

Kiosk Habitat Panels and Artistic Elements Design and Fabrication

• The Kiosk includes space for 14 interpretive panels (10 of which already exist) and is designed in a way that allows the interpretive panels to be easily changed as needed by refuge staff. Vandal resistant hardware must be used to attach the habitat panels to the kiosk.

• The Contractor shall refer to the stamped engineering designs for the Kiosk included in Appendix A as a reference for size and location.

• Provide the artistic element design files and related references to the COR. Provide final fabrication-ready artwork for all panels, including illustrations. Contractor to provide final design work in high resolution digital format (including high resolution scans of all illustrations) ready for output to fabricator.

Site ID Structure Design and Fabrication

• The Site ID sign base is partially complete. See file 100422 ID structural.pdf for details.

Completed products are a concrete footer/base (note in Appendix B this will need height adjustment) for the sign and the tile mosaic.

• Contractor should design the full Site ID sign incorporating the tile mosaic which is ~ 75”x30”

• The design should be photographable/grammable and available for visitors to approach.

• Provide the final Site ID design files and related references to the COR. If using, provide final fabrication-ready artwork for the back of the sign. Contractor to provide final design work in high resolution digital format ready for output to fabricator.

Interpretive Panel Design and Files

• Interpretive panels, at minimum, should be made of a substrate that is UV stable and of an all-weather material.

• Production shall include 12-color high-density printing technology.

• Kiosk Habitat panels shall have an edge treatment to prevent delamination.

• Where required, Kiosk Habitat panels shall have threaded inserts with accompanying vandal resistant security bolts.

• A 7-year minimum product guarantee.

Installation and Shipping

• Any materials for the Kiosk, Site ID sign, etc. shall be shipped to Refuge using the most expeditious and least expensive method to Willapa National Wildlife Refuge Complex, 7112 67th Place, Long Beach, WA 98631 with packing and handling included in shipping costs.

• If shipped to the Service, include a description of receiving capabilities, such as: The Service’s receiving facility is not within one hour of a major airport, but has forklift capabilities to offload from a delivery truck. Allow for a 48 hour minimum notice to Refuge prior to delivery to ensure availability of staff presence for offloading.

Review & Approval:

• A minimum of 30/60/90 review and approval of each panel’s text and graphic layout, prior to a final version, must be provided by the Contractor to the COR for review by Service staff.

• A final 8"x 10" color laminate sample for color matching and image resolution will be provided by the Contractor to the COR for approval before production.

The Contractor, in addition, shall:

• Deliver signed releases, licenses, and/or agreements for all talents and other existing works created pursuant to the Task Order.

• Acquire, per Government requirements, unlimited worldwide rights for all original elements first produced by the Contractor.

• Attend and participate in all appropriate meetings for coordination of the Site ID sign with the building design with the General Contractor for the building and their subcontractors and the Service.

• If installation is part of the contract, it shall be projected and scheduled. The CO or COR will be present during the installation to review progress and work, and to discuss solutions to any installation problems that may occur.

• Provide As-Built drawings for actual installed Site ID sign.

• Provide an itemized cost estimate for each element including costs for design, artwork, illustrations, fabrication, and installation. List separately.

• Contractor to review site access for construction equipment for interpretive kiosk and site id sign.

Installation Installation Guidelines The Contractor shall furnish all materials and labor to the site at 7112 67th Place, Long Beach, WA 98631.

The Contractor shall:

• Install the Site ID sign, art elements, habitat panels and HQ panels on-site. The installation and completion of each shall be projected and scheduled. The CO or COR will be present during the installation to review progress and work, and to discuss solutions to any installation problems that may occur.

• Provide As-Built drawings for actual installed Site ID Sign.

• Return to the Service all materials used as reference and/or to create the artwork for the interpretive panels and exhibits. All original artwork becomes the property of the Service at project completion. All photographs and other reference material shall also be returned to the Service or the original owner.

• The Contractor shall provide their own mechanized equipment, power tools, and equipment to construct and install the Site ID Sign, art elements and interpretive panels.

• The Contractor is responsible for removal of all waste materials generated during the installation from the site and shall arrange for proper disposal of this material.

• In accordance with FAR Clause 52.237-2, the contractor shall be responsible for repairing any damage incurred within the work area.

Installation Schedule The contractor shall coordinate and confirm dates with the Project Manager and COR for shipment, delivery, storage, and installation of the Kiosk artistic elements and associated interpretive panels at the Service’s site.

Status Reports The contractor shall provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand. Contractor shall schedule periodic video calls to discuss project progress in addition to monthly status report.

Quality Control The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the task order specifications and that all modifications are implemented. The IDIQ Contractor’s Project Manager shall provide routine inspections of in-house and subcontracted work to ensure it meets task order specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the

COR/CO.

Government-Furnished Property If government-furnished material is provided during the project, the contractor shall receive, inspect, and inventory all government-furnished materials and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify the COR/CO via email within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The Project Manager shall notify the COR/CO via email as soon as possible, but no later than three

(3) business days, if government- furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this task order. Following acceptance of all work by the government, the contractor shall return to the COR/CO all government-furnished property.

Items Provided by the Service

• Scientific references for wildlife, habitat, and/or landscape illustrations, as needed.

• Existing public domain US Fish and Wildlife Service photographs, for possible use in the project.

• Existing electronic map files and/or references for map development.

• See each Appendix for all other materials provided by the Service. These include but are not limited to rendered images of the kiosk that is being built, completed mosaic for the Site ID sign.

SITE ID Sign

The Contractor Shall:

1. Design, fabricate and install a Site ID Sign including incorporation of a completed tile mosaic.

2. There is an existing concrete footing available, and design and construction should increase the height of the Site ID sign by 12”. Specifically, the space between the footing and the location where the sign elements are connected needs to be increased by 12”.
