This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, Los Banos, CA has a requirement for Janitorial Services located at FWS SAN LUIS NWR COMPLEX, 7376 South Wolfsen Rd, LOS BANOS CA 93635. The anticipated performance period is from 8/1/2022-7/31/2023. The performance period includes a one-year Base period and 4 one-year option periods (if exercised).

This Request for Quotation (RFQ) is a set aside for SMALL DISADVANTAGED BUSINESSES and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2022-06. The NAICS code is 561720 and the small business size standard is $19.5m.

Instructions All responsible disadvantaged small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the Tradeoff Method, where Technical Approach and Past Performance are approximately equal to Price. Award will be made to a responsible source pursuant to FAR subpart 9.1. Options will be evaluated in accordance with FAR provision 52.212-2 – Evaluation -- Commercial Items.

STATEMENT OF WORK

San Luis NWRC Visitor Center/Headquarters Janitorial Services

1. GENERAL:

The U.S. Fish and Wildlife Service, San Luis NWR Complex, 7376 South Wolfsen Road, Los Banos, CA 93635 has a requirement for performance-based janitorial services from June 15, 2022 to June 14, 2023.

This contract will contain line items for four option years.

The Contractor is responsible for planning, scheduling, coordinating and assuring performance and effective completion of all work under this contract. The staff consists of between 25 – 50 employees and the Refuge receives over 100,000 visitors annually.

2. SCOPE:

2.1 Contractor will be responsible for janitorial services at the San Luis National Wildlife Refuge Visitor Center and Headquarters (approx. 16,000 S/F) located at 7376 South Wolfsen Road, Los Banos, CA 93635. The janitorial services will be required 5 days per week, between the hours of 6 a.m. – 6 p.m. (Monday – Friday). The contractor will adhere to the LEED Green Cleaning Policy (attached) established by the Complex on February 9, 2012. All work shall comply with the requirements of the Occupational Safety and Health Administration (OSHA).

2.2. Task/Deliverables Standard (Attachment 1).

2.3 The contractor may be on an as-needed basis for the following buildings; San Luis, Merced, and

San Joaquin River NWR Maintenance Shops and San Luis NWR Bunkhouse.

2.4 Set-aside for Small Business and History of Past Performance.

3. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:

Los Banos, Merced and Vernalis, CA. June 15, 2022 to June 14, 2023, with 4 option years.

4. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:

The government will be responsible for the purchase of supplies with notification from the contractor when necessary items need to be ordered. The contractor shall provide all management, tools, equipment, and labor necessary to ensure janitorial services are performed at the San Luis NWR Complex Visitor Center and Headquarters and other buildings on an as-needed basis.

5. AVAILABILITY:

Normal duty hours are Monday thru Friday 8:00 a.m. – 4:30 p.m. In the event of emergencies, the contractor shall provide contact information.

• Use cleaning equipment meeting the sustainability criteria outlined in IEQ Credit 3.4: Green Cleaning- Sustainable Cleaning Equipment.

A vacuum cleaner certified by the Carpet and Rug Institute "Green Label" Testing Program for vacuum cleaners will be purchased. Only a vacuum cleaner that operates with a sound level of less than 70dBA will be used.

Green Cleaning-Custodial Effectiveness Assessment- IEO Credit 3.2:

The intent of this effort is to reduce the exposure of building occupants and maintenance personnel to potentially hazardous chemical, biological and particulate contaminants, which adversely affect air quality, human health, building finishes, building systems and the environment, by implementing, managing and auditing cleaning procedures and processes.

• Conduct an audit in accordance with APPA Leadership in Educational Facilities' (APPA) "Custodial Staffing Guidelines" to determine the appearance level of the facility. The facility must score 3 or less.

Refuge Manager Kim Forrest and Administrative Officer Tracey Germino will inspect all rooms in the building ( except the locked and restricted Law Enforcement Evidence Room) to evaluate the effectiveness of the cleaning program on a quarterly basis. The team will identify areas that fall below the owner's expected standard and make improvements to the cleaning program accordingly.

Purchase Sustainable Cleaning Products & Materials-IEO Credit 3. 3:

The intent of this effort is to reduce the environmental impacts of cleaning products, disposable janitorial paper products, and trash bags.

Facilities should implement sustainable purchasing for cleaning materials and products, disposable janitorial paper products and trash bags. Cleaning product and material purchases include items used by in-house staff or outsourced cleaning service providers.

One point is awarded if 3 0% of the total annual purchases of these products (based on cost) meet at least one of the following criteria:

v The cleaning products meet one or more of the following standards for the appropriate category:

o Green Seal GS-37, for general purpose, bathroom, glass and carpet cleaners used for institutional and industrial purposes.

o Environmental Choice CCD-110, for cleaning and degreasing compounds.

o Environmental Choice CCD-146, for hard surface cleaners.

o Environmental Choice CCD-148, for carpet and upholstery care.

The cleaning products used in the building are restricted to Green Seal GS-37 products. Currently, that includes:

2. Polish: An application used to produce a surface gloss and preserve surfaces.

4. Sealed: A stain-free application that adheres to, and protects, the surface to which it is applied.

5. Maintain: To take necessary steps so that surfaces are preserved at an existing state.

6. Hand Carpet Spotting: A carpet cleaning process utilizing a trigger spray bottle with an approved solution (reference “Green Cleaning Policy”) coupled with an agitating absorbent clothe to remove small areas of dirt, grime, soil, and foreign matter from the carpets.

7. Carpet Spotting Requiring Extraction: A carpet cleaning process for stains too large to hand spot that utilizes equipment with a hot water infusion wand and a water pickup vacuum to extract all the water infusion and visible traces of dirt, grime, soil, and foreign matter from the carpets.

8. Carpet Extraction: A carpet cleaning process utilizing equipment with a hot water infusion wand and water pickup vacuum to extract all the water and visible traces of dirt, grime, soil, and foreign matter from the carpets.

9. Carpet Shampooing: A carpet cleaning process utilizing detergent and rotary shampooing equipment to remove all visible traces of dirt, grime, soil, and foreign matter from the carpets.

10. Green Cleaning: A planned and organized approach to cleaning that is designed to protect the occupants’ and workers’ health, while at the same time reducing the impact on our environment. Green Cleaning affects all aspects of cleaning to include: stewardship; communication; the selection of cleaning chemicals, janitorial equipment, paper, and supplies; plus the procedures and methods in which the cleaning is accomplished, pollution prevention strategies, and other opportunities that when used reduce the impact when compared to traditional cleaning procedures and practices.

11. Environmentally Preferable: Means products or services that have a reduced effect on human health and the environment when compared with competing products or services that serve the same purpose.

12. Stewardship: The shared responsibility for supervising the cleaning quality of a building by using methods, processes, and practices that will protect the property, tenants, and visitors.

EXHIBIT 4: INCIDENTAL REQUIREMENTS

1. Turn off necessary lights.

2. Report hazardous conditions and items in need of repair to the Contracting Officer

Representative (COR).

3. Report fires to appropriate resource for rapid response (Determined by COR).

4. Lock rooms in secured areas after cleaning.

5. Turn in lost and found articles to COR.

6. Assign sufficient staff to be responsive to deficiencies or complaints related to cleaning.

7. Notify the COR when a suspicious person is seen on the premises.

8. Report all accidents to the COR immediately.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
