This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, Klamath, OR has a requirement for Tree Thinning located at Bear Valley NWR. The anticipated performance period is from 5/2/2022 to 11/30/2023.

This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2022-04. The NAICS code is 115310 and the small business size standard is $8,000,000.

Instructions All responsible small business sources may submit a quote, which shall be considered by the agency.

Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA), see technical acceptability requirement below. The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1.

Technical Acceptability: The contractor must submit a quote that complies with all aspects of the Statement of Work (SOW).

Please submit your quotation (showing unit and total price) on company letterhead or the enclosed SF- 1449 form with DUNS No. and point of contact phone number and e-mail address. Additionally, if your company holds a GSA contract that would apply to this requirement, please provide the contract number.

STATEMENT OF WORK

Hazardous Fuels Reduction in Bear Valley NWR

January 28, 2022

GENERAL:

The U.S. Fish and Wildlife Service, Klamath Basin NWR Complex, 4009 Hill Rd., Tulelake, CA, 96134, has a need for hazardous fuels reduction in portions of the Bear Valley National Wildlife Refuge near Keno, Oregon. The Cedar Trails subdivision is located on the slopes of Pearson Butte to the north and east of Bear Valley NWR. This community has many permanent residences, and is surrounded by private, state, and federally owned forested lands. The Klamath County Community Wildfire Protection Plan (2016) and the Keno Community Wildfire Protection Plan (2006) identify lands in and adjacent to Cedar Trails and Bear Valley NWR as Wildland-Urban Interface (WUI). These CWPP’s identify Cedar Trails as an area of high risk for wildfire danger and recommend reducing current fuel loading.

Over the past 20 years, the U.S. Fish and Wildlife Service has implemented treatments to reduce hazardous fuel loading and restore the beneficial effects of fire to the ecosystem within Bear Valley NWR. A mechanical fuels reduction treatment on refuge lands adjacent to Cedar Trails will create a strategic fuel break near property boundaries, reduce the potential for crown driven wildfire, and reduce the overall likelihood of undesirable fire behavior.

DESCRIPTION OF THE WORK:

Treatment will consist of small tree thinning and/or removal, pruning, and mowing/mastication of brush on approximately 200 acres within a 1240-acre project area (see Map 1). Hazardous fuels reduction will be accomplished by hand operated chainsaws and ground based mechanical equipment including but not limited to rubber tired or tracked skidders, excavators, and skid steers with mastication or mowing implements.

The proposed treatment will result in a reduction of ladder fuel and hazardous fuel loading. The understory will be open with isolated pockets of residual brush. Leave trees will be limbed to a height that prevents ground fire from spreading into the canopy. The prescription will include specific items such as:

Areas of Mixed Conifer

• Limb leave trees to a height of 6’ or greater

• Remove brush and areas of dense fuel loading (jackpots) that will act as ladder fuels

• Remove conifers <8” dbh

• Where all trees are <8” dbh, leave the largest healthiest trees spaced 15’-25’apart

• No overstory (dominant/co-dominant) trees will be removed

• No downed material >16” in diameter will be mowed, masticated

Areas of Juniper

• Remove 90-100% of juniper

• Felled trees may be left on site

PLACE/DELIVERY AND PERIOD OF PERFORMANCE:

The contractor shall visit Bear Valley NWR (see Map 2) and meet with the Refuge staff to refine project objectives and implementation scope and to identify any potential issues prior to project implementation. The contractor will not begin work until given approval by the Prescribed Fire and Fuels Specialist.

The anticipated period of performance shall be May 2nd, 2022 through November 30th 2023.

Project area is usually accessible mid-March through November. Drier years may allow for access outside this time frame. Work may be permitted during favorable ground conditions regardless of time of year unless wildlife Limited Operating Periods (LOPs) or Industrial Fire Precaution Levels (IFPLs) prohibit acceptable working conditions.

INSPECTION AND ACCEPTANCE:

Evaluation and acceptance will be determined by the Prescribed Fire and Fuels Specialist and/or designated refuge staff.

The contractor shall take special care to protect government property, cultural resources, and sensitive natural resources during the execution of the work.

GOVERNMENT FURNISHED EQUIPMENT OR MATERIAL/INFORMATION:

The government will not furnish any equipment to complete the work. The Prescribed Fire and Fuels Specialist Leader or his designated representative will provide guidance, maps of the project area, and access to the work site as required.

AVAILABILTY:

Normal duty hours are Monday – Friday 7:00 a.m. – 5:30 p.m. In the event of an emergency the contractor shall provide contact information.

Non-duty hours include weeknights, weekends, and government holidays.

Site visits prior to proposal submittal should be coordinated with the technical POC on the final contract.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. USFWS R7 Environmentally Preferable and Energy-Efficient Products and Services Policy

Whenever cost effective, the contractor should provide products and/or services that are energy efficient, promote water conservation and are bio-based. The use of nonhazardous and recovered materials is encouraged.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)

Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform System (IPP).

“Payment request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

1. Invoice billed according to contract line items and rates.

2. If final payment is billed, the last invoice shall state “FINAL”

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contract (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 – 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
