This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation 140F0521Q0019 is issued as a request for quotation (RFQ). The anticipated award date is within 15 days after the close of this announcement.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 dated 03/10/21.

This requirement is being solicited as a 100% Small Business Set-Aside. The applicable North American Classification System (NAICS) code is 561720 Janitorial Services. The small business size standard is $19.5 Million.

The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation.

Prospective Contractors are highly encouraged to inspect the site prior to submitting a quote.

Contractors interested in scheduling a site visit must email Jane Lardy Nelson at jane_lardynelson@fws.gov to schedule a date and time. All site visits must be scheduled and completed no later than COB, Monday, April 26, 2021.

Scope of Work (SOW) Janitorial Services

Minnesota-Wisconsin Ecological Services Field Office 4101 American Blvd E

Bloomington, MN 55425-1665

1. INTRODUCTION AND OVERVIEW

The Contractor shall furnish all necessary personnel, supervision, transportation, materials, equipment, and supplies to provide weekly janitorial services for the Minnesota-Wisconsin Ecological Services Field Office located in Bloomington, Minnesota in accordance with the terms and conditions of this Scope of Work (SOW).

2. PERIOD OF PERFORMANCE

One (1) Base Year and Three (3) Option Years. Below dates are approximate until the actual award is executed.

Base year June 1, 2021 – May 31, 2022 Option year (1) June 1, 2022 – May 31, 2023 Option year (2) June 1, 2023 – May 31, 2024 Option year (3) June 1, 2024 – May 31, 2025

3. PROJECT DESCRIPTION AND INFORMATION

The contractor shall provide janitorial services for a two-level office building with an estimated 2,400 square feet located at 4101 American Blvd E in Bloomington, MN. The two levels consist of the following:

• Upper Level: 8 staff offices; 2 restrooms; 1 conference room; 1 general/common work area; 1 kitchen area (microwave/refrigerator/copier area); and 1 entry way/storage area.

• Lower Level: 3 staff offices; 1 kitchen area (sink/counter/refrigerator).

• The building has two separate carpeted stairwells.

Equipment Supplies and Materials: The contractor shall provide all supplies, materials, equipment, and tools required to satisfy the requirements of this SOW with the exception of the below listed Government provided supplies. Materials and equipment shall be of the type and quality used in large-scale commercial cleaning operations meeting the requirements specified herein. No chemical or cleaning compounds or combination of chemicals or compounds shall be used that will damage, weaken, or discolor surfaces, floors, floor coverings, woodwork or furniture. All cleaning products should be environmentally friendly and free from toxic and polluting chemicals when at all possible. Products not meeting this standard must be approved by the Field Office prior to their use.

The Government shall provide the following supplies:

Trash bags, toilet tissue, soap for bathroom dispensers and paper towels. These items will be stored in the Field Office storage cabinets located on the upper level.

Description of Flooring: Floors on the upper level are carpeted and bathrooms are ceramic tile.

Floors on the lower level are ceramic tile. Stairwells are carpeted.

Sweeping: The Contractor shall sweep clean or vacuum all uncarpeted floors so that no dust streaks are left, and no dust remains when dirt is picked up with a dustpan. No dirt nor dust shall be left in corners, under air/heat floor vents, under furniture, behind doors, or on stairs. Chairs, trash receptacles, and easily movable items shall be tilted and/or moved to completely sweep underneath. Any litter or other substance that has been spilled, leaked, or otherwise adhered to floor surfaces shall be removed.

Carpets and Rugs: The Contractor shall vacuum all carpets, rugs and stairwells with equipment that will remove dirt and soil without damaging or causing rapid deterioration of the carpets and rugs being serviced. Carpeted areas and rugs shall be free of all soil, spots, and debris.

Wet Mopping: The Contractor shall wet mop ceramic floors on both levels to remove dirt and stains that cannot be removed by sweeping. Floor surfaces and adjacent moldings shall be free and clean of spills, spots, streaks, swirl marks, detergent residue, or any evidence of soil, traffic marks, stains, film, debris or standing water. There shall be no splash marks or mop streaks on furniture, walls, baseboards, etc.

Frequency of Work: Cleaning will be required once per week during normal business hours.

Detailed Tasks: Cleaning tasks include but are not limited to the following:

Weekly Tasks:

Conference Room, Kitchen Areas, General Common Areas:

• Vacuum, sweep and wet mop all floor surfaces

• Dust and wipe down all surfaces, conference table and chairs, file cabinets, reception counter, to be cleaned of residue, fingerprints, and smudges.

• Clean picture window in conference room

• Waste baskets will be emptied (refer to Trash Removal section below)

• Clean all door handles and spot-dust walls, window ledges and ceiling corners removing cobwebs.

• Clean both kitchen areas, sink, counters, interior and exterior of microwave.

Staff Offices: (None of the interior offices are locked)

• Vacuum, sweep and wet mop all floor surfaces, to include areas under desks and along the walls (where accessible)

• Spot-dust all flat surfaces, desks and tables and bookcases.

• Waste baskets will be emptied (refer to Trash Removal section below)

Bathrooms:

The bathrooms contain a variety of surface types and will be cleaned using an appropriate cleanser/disinfectant according to what they are. All fixtures, including toilet bowls, urinals, sinks, mirrors, dispensers, walls, and waste receptacles shall be free of stains, clean and bright;

there shall be no dust, spots, stains, rust, mold, excess moisture, or odors.

• Clean and wipe down mirrors

• Clean and disinfect inside and outside of toilets

• Clean and disinfect bathroom sink fixtures and surfaces to remove grime, fingerprints, smudges, soap residue, and dust.

• Sweep and wet mop bathroom floors

• Replace paper products in the FSresponding paper holders (toilet paper and paper towels dispenser) as needed.

• Waste baskets will be emptied (refer to Trash Removal section below)

Trash Removal: All trash receptacles are to be emptied each visit and new bags (appropriate type for each container) will be placed inside the empty trash receptacles each time a bag is removed. Half-full bags may be combined with others to reduce the overall amount of plastic going to the landfill. Filled trash bags will be deposited immediately after completion of duties in in the trash bin, marked trash only, located by the office parking lot.

Recycle Removal: All recycle receptacles are to be emptied each visit and deposited in the recycle bin, marked recycle only, located by the office parking lot.

Work Schedule: The Contractor shall clean the facility once per week on Friday only. Work shall be completed during normal business hours, preferably between the hours of 9:00AM and

11:00AM.

Whenever scheduled services fall on a federal holiday, the services will be performed on the previous or following working day. In no event will the Contractor change the work schedule without the prior consent of the Contracting Officer (CO) or Field Supervisor (FS).

Federal Legal Holidays: New Year’s Day, Martin Luther King's Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day.

When a holiday falls on Saturday or Sunday, it is observed on the adjacent Friday or Monday, respectively. In addition to the holidays listed above, the contractor agrees to observe leave days or closures designated by Federal Statute, Executive Order, or Presidential Proclamation.

4. COMPLIANCE REQUIREMENTS

Accident Reporting: The Contractor shall maintain an accurate record of all accidents and shall report to the CO or FS all accidents resulting in death, trauma, or occupational disease. All accidents must be reported within twenty-four (24) hours of their occurrence.

Contractor Representative: The Contractor shall designate in writing to the CO and FS, prior to beginning work, a representative who will be in charge of the work and be available at all times when work is being performed.

Damage Reporting: In all instances where Government property or equipment is damaged, a full report of the fact and extent of such damage will be submitted in writing to the CO and FS within twenty-four (24) hours.

Fire Prevention: The contractor and its employees are to be familiar with the method of turning on a Fire Alarm. The contractor and its employees shall be cognizant of and shall observe all requirements for handling and storage of combustible supplies and materials, and for daily disposal of combustible waste and trash.

Maintenance Standards: All work shall be accomplished in such a manner as to ensure a clean and safe environment and shall conform to the requirements of the Occupational Safety and Health Administration (OSHA) and with the standard practices of janitorial services. The quality of the workmanship, including all materials, will comply with applicable Federal specifications.

Personnel: The Contractor and Contractor’s employees shall be capable and experienced in janitorial work to perform the services under this contract. The Contractor shall designate in writing to the CO and FS, prior to beginning work, a roster/list of all personnel that will perform the duties of this contract. Subsequent changes to the roster shall be submitted to the CO and FS, in writing, at least 48-hours prior to any change. The CO and FS shall be notified immediately whenever changes are made to personnel.

The CO may require dismissal from the workplace of Contractor employees who the CO or FS deems incompetent, insubordinate, objectionable, or whose continued employment is deemed contrary to the public interest.

Pre-performance Conference Call: Prior to commencing work, the Contractor shall schedule a conference call with the CO and/or the FS, at a time mutually agreeable to discuss and develop a mutual understanding relative to scheduling and administration of the work required by this contract.

Performance Evaluations: The FS will require either a meeting or a phone call with the Contractor on a quarterly basis to ensure services are being completed adequately. The purpose of these meetings will be to resolve identified problems, to schedule required work, to establish or adjust priorities, and to evaluate Contractor performance for payment purposes.

Quality Assurance - Government: Any inspection by the Government shall be conducted in a manner consistent with commercial practice. The Government may conduct quality assurance for its benefit and has the right to refuse acceptance of nonconforming services. Quality issues with services tendered for acceptance or rejected by the Government shall be resolved in accordance with clause 52.212-4(a) Inspection/Acceptance.

The Government shall give the Contractor written notice of deficiencies whenever required services are not performed or the quality of work does not conform to the specifications of this contract. This written notice shall be served prior to withholding any payment. Repeated instances of "non-performance" or "unsatisfactory" work will be ground for termination or default of this contract.

Safety Requirements: Contractor must perform this contract in a safe manner, observing any necessary safety precautions. The contractor shall promptly correct any condition which, in the opinion of the CO or FS, endangers the safety of personnel and/or property during the performance of this contract. Failure to observe this requirement shall result in contract termination, with the Contractor liable for any such damages that may occur. The Contractor is obligated to perform a thorough inspection each working day of all areas to assure that all necessary safeguards relative to safety and fire hazards are being taken.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1: Relevant Past Performance (Past Experience and References Questionnaire must be completed)

Factor 2: Price

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
