The contractor shall furnish all supervision, tools, labor, materials, equipment and transportation necessary to provide a exterior wall patching as outlined in the statement of work at the Main Interior Building located at 1849 C Street, NW, Washington, DC 20240. Work includes but is not limited to refurbish the entrance doors at the C Street and E Street entrances at the MIB, to include refurbishment of the door slabs and restoration of the surface finishes.

Manufacturing with a size standard of 500 employees.
This requirement is a 100% small business set aside.
The prospective contractor must be registered in the System for Award Management under the appropriate NAICS code.
The resultant contract will be a single award firm fixed type contract. The
Government reserves the right to make award for 1 to 22 elevators based on the best interest of the Government.
As required by FAR 36.204, the magnitude is between $100,000.00 and $250,000.00 .

SECTION C – SPECIFICATIONS/DRAWINGS
C.1 STATEMENT OF WORK
A. Opening Statement
All work will be performed on equipment and related systems in the Stewart Lee Udall Department of the Interior Building (MIB). The location of the building is as follows:

1. The Contractor will furnish all necessary supervision, labor, materials, supplies, tools, and equipment to refurbish the elevator cabs in the MIB, to include refurbishment of the woodwork and restoration of the brass trim. Additionally, the Contractor will provide the same for the restoration of ornamental bronze surfaces.
2. The Contractor will be responsible for ensuring the economical and efficient completion of all work and/or services specified within this contract and ensuring that said work complies with all current applicable codes and regulations, manufacturers' recommendations, commonly-accepted trade practices and GSA P-100 design standards (e.g., Facilities Standards for the Public Buildings Service).
3. These specifications are a statement of the minimum level of work and/or services to be provided by the Contractor. They are not intended to be or should not be construed as limiting specifications or requirements. As a minimum, the Contractor will be required to take all necessary steps and measures which a prudent building owner would take to maximize the life expectancy of property and/or equipment and to ensure the safe operation of equipment for the tenants, visitors, and staff of the MIB.
4. The Contractor understands that the work and/or services covered by this contract are vital to the Government's mission, and that continuity of said work and/or services must be maintained by the Contractor with utmost proficiency and without interruption.
a. Any unforeseen deficiencies discovered during the course of this contract will be brought to the attention of the Contracting Officer’s Representative (COR), in writing, with associated costs for repairs and a timeline for completion.
5. The Contractor understands that the Government cannot and will not supervise Contractor personnel. The COR will establish priorities for work to be performed and will advise the Contractor's supervisory staff concerning same, using the procedures established elsewhere in this document.
B. Contractor Performance, Appearance, and Conduct
1. The Contractor will take all steps necessary to maintain a line of communication between the Contractor and the Government so as to afford optimum services by the Contractor under the terms of this contract. Throughout the effective period of this contract, the Government will maintain its authority to determine work priorities.
2. The Contractor's employees will maintain a neat, professional appearance that is commensurate with the tasks being performed in the national headquarters for the Department of the Interior.
3. The Contractor will ensure that its employees receive all necessary training to ensure work is accomplished in a manner that complies fully with applicable industry and safety standards, regulations and codes, and does not pose a threat to the safety and/or welfare of either the Contractor's employees or the occupants of the MIB.

4. The Contractor will provide its employees with all necessary personal protective equipment (e.g., safety glasses, gloves, safety shoes, proper hearing protection, etc.) needed to perform and meet the requirements of this agreement.
5. The Contractor will ensure its employees arrive with proper identification in order to gain access to the MIB.
6. The Contractor will be accountable for its assigned spaces, supplies, parts, and materials that are the property of the Government, and will be responsible for any and all damage to or loss of same. The Contractor is responsible for maintaining all assigned space in a clean and orderly fashion.
7. As directed by the COR, the Contractor will take all necessary action to minimize periods when equipment is out of service. Such action may include rescheduling planned work or the temporary use of additional Contractor personnel on site to meet workload demands.
C. Elevator Cab Renovation Scope of Work
Ornamental Woodwork. In addition to repairing damage, provide general cleaning and refurbishing treatment to the existing wood paneling within the elevator cabs at twenty-two (22) elevators. It is not the intent of the Department, currently, to replace or replicate any damaged wood elements within the cab interiors.
A. Elevator Cab Refinish. The damage in the twenty (20) elevator cabs, identified as Cabs 1-20, is significant enough to warrant complete refinishing of the wood surfaces. That work will be conducted as follows:
1. Protect all adjoining areas throughout the refurbishment process.
2. All wood surfaces will be thoroughly stripped of the existing finish.
3. After existing finish has been stripped, all wood surfaces will be cleaned.
a. Recessed areas will be thoroughly cleaned with special attention given to the detail of the craftsmanship.
4. Areas of damage consisting of scratches and/or minor gouges will be prepared and filled using a wood repair material that is color-matched to the surrounding surfaces.
5. The wood finish color will be obtained by the application of hand-rubbed stain to even and best match the existing finish color.
6. Once the color match is achieved, a sanding sealer will be applied with all sanding conducted prior to the application of the final finish.
7. All wood surfaces will receive an architecturally approved coating to protect the wood and provide a uniform finish.
B. Elevator Cab Touch-Up. Due to their use and more recent refurbishment attention, the two (2) Penthouse elevator cabs, identified as Cabs 27 and 28, only require touch-up of minor damage to the wood surfaces. That work will be conducted as follows:
1. All interior cab wood wall surfaces will be thoroughly cleaned.
a. A wood cleaning agent designed to remove surface contaminants and debris should be used.
2. Areas of damage consisting of scratches and/or minor gouges will be prepared and filled using a wood repair material that is color-matched to the surrounding surfaces.
a. Minimize damage to the greatest extent possible, to include blending imperfections into the surrounding surfaces.
3. After the surfaces have dried, a wood polish will be applied to the interior wood surfaces to hydrate the existing panels and provide a consistent and visually appealing result.
Ornamental Bronze. The ornamental bronze surfaces throughout the main hallway corridors and the bronze elevator floor sill and threshold surfaces currently feature the original satin and cast bronze finishes, respectively, but are showing varying signs of deterioration and discoloration. These surfaces include: (1) elevator exterior faces on the 1st and 2nd
Document Title: Elevator Cab Refurbishment Page 8 of 33 floors, (2) interior elevator cabs, (3) floor sills and threshold plates, (4) elevator call plates and directional indicators, (5) ornamental grilles, (6) wall panels, (7) escalator cladding, and (8) the post office letter box chute. Provide general cleaning and restorative treatment to these surfaces, bringing them to a standard condition. Address the elevator cabs and exterior faces, specifically, as follows:
A. Ornamental Bronze Restoration. The bronze surfaces in the twenty (20) elevator cabs, identified as Cabs 1-20, is significant enough to warrant complete refinishing of the wood surfaces. That work will be conducted as follows:
1. All existing coatings will be removed from the metal surfaces. The lone exception will be the color-coated areas of the elevator call plates as these areas will be covered squarely to protect the red and black infill while refinishing the remainder of the bronze plate.
2. Once the existing coatings have been removed, the ornamental bronze will be cleaned by hand to brighten the finish to the desired and originally intended bright satin appearance.
B. Exterior Elevator Face Restoration. The exterior elevator faces have cast bronze inserts within a satin-finished bronze frame. That work will be conducted as follows:
1. All surfaces will be thoroughly cleaned to remove surface contaminants and buildup.
2. Touch up with traditional dark brown color, as needed, to provide a consistent finish.
3. Once the surfaces have been cleaned of contaminants and polished, apply a protective lacquer coating using modified air techniques to ensure a consistent finish free of runs and contamination.
D. General Notes
1. Contractor qualifications for this scope of work is limited to firms, companies, and/or principals specializing in said work with not less than 5 years of documented, successful experience.
2. All pricing will include a standard one-year warranty for materials and workmanship.
3. Normal working hours are 6:00 a.m. until 6:00 p.m. each Government workday, except for holidays recognized by the Federal Government. This work will be performed during the after-hours and weekend time periods.
4. Parking is generally not provided. With reasonable notice to the COR, a good faith effort to secure parking in the underground garage will be conducted. The Loading Dock, after coordination with the COR, can be used for the loading and unloading of materials, supplies, tools, and equipment essential to the scope of work only.
5. Upon request, the Contractor will provide, in legible form, all Material Safety Data Sheets (MSDS) for all paints, polishes, and finishes used as part of the work scope.
G. Contractor Personnel: The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel, as well as subcontractor efforts used in performance of this effort. The contractor shall provide necessary and sufficient personnel to accomplish all the services within the time frames specified in this contract. Contractor personnel shall be trained, qualified, and certified under the requirements specified in this contract, and be given full knowledge of the requirements of this contract before starting work. The contractor will provide staff for emergency support whenever deemed necessary by the COR. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained in the statement of work. Resumes submitted for employees assigned to perform under this statement of work shall contain documented experience directly applicable to the functions to be performed. Further, these prior work experiences shall be specific and of sufficient variety and duration that the employee is able to effectively and efficiently perform the functions assigned.

H. Security Requirements
a. Personnel Security
Any information made available in any format will be used only for the purpose of carrying out the provisions of this contract. Information contained in such material will not be divulged or made known in any manner to any person except as may be necessary in the performance of this contract. The contractor will obtain the CO's approval before releasing any information, regardless of media.
The contractor will ensure that its employees observe and comply with all DOI security policies.
If an employee is fired or leaves the contract or company under adverse conditions, the contractor will notify the CO immediately before the employee is removed. If the removal is unplanned, the contractor will notify the CO immediately after dismissing the employee to allow the Government to terminate all access to the building and to all DOI systems and accounts.
b. Physical Security
The contractor is responsible for safeguarding all government property provided for contractor use. At the end of normal duty hours and/or after normal duty hours, all government facilities, equipment and materials must be secured.
The Contractor shall be responsible to ensure their employees comply with industry standard and CRA-ES security policy (e.g., sign-in). Where access is designated through gates or doors which are normally locked, the gates or doors shall be kept locked, except when personnel are passing through. The Contractor shall ensure its personnel remain in specific work areas while on the jobsite.

(a) The Contracting Officer is the only individual authorized to enter into or terminate this order, modify any term or condition of this order, waive any requirement of this order, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any order, order modification, or notice of intent that changes or may change this order;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any order matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;

(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this order, the Contractor assumes all prices, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause.
A failure of the parties to agree upon the nature of a direction, or upon the order action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this order.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

H.1. Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (Apr 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury’s Invoice Processing Platform System (IPP).
“Payment request” means any request for order financing payment or invoice payment by the Vendor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the order, or the clause 52.212-4 Order Terms and Conditions – Commercial Items included in commercial item orders. The IPP website address is: https://www.ipp.gov.
Under this order, the following documents are required to be submitted as an attachment to the IPP invoice:
One copy of invoice that includes the contract number, completion date, date of invoice, invoice number, contractor name, POC, contract information to include e-mail.
The Vendor must use the IPP website to register, access, and use IPP for submitting requests for payment. The Vendor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the order award date, but nor more that 3 – 5 business days of the order award date. Vendor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Vendor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Vendor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

I.3. 52.225-9 Buy American – Construction Materials (May 2014)
(a) Definitions. As used in this clause-
“Commercially available off-the-shelf (COTS) item”-
(1) Means any item of supply (including construction material) that is-
(i) A commercial item (as defined in paragraph (1) of the definition at FAR 2.101);
(ii) Sold in substantial quantities in the commercial marketplace; and
(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and
(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.
“Construction material” means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.
“Cost of components means”-
(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or
(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the construction material.
“Domestic construction material” means-
(1) An unmanufactured construction material mined or produced in the United States;
(2) A construction material manufactured in the United States, if-
(i) The cost of its components mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components. Components of foreign origin of the same class or kind for which nonavailability determinations have been made are treated as domestic; or
(ii) The construction material is a COTS item.
“Foreign construction material” means a construction material other than a domestic construction material.

“United States” means the 50 States, the District of Columbia, and outlying areas.
(b) Domestic preference.
(1) This clause implements 41 U.S.C.chapter 83, Buy American, by providing a preference for domestic construction material. In accordance with 41 U.S.C. 1907, the component test of the Buy American statute is waived for construction material that is a COTS item. (See FAR 12.505(a)(2)). The Contractor shall use only domestic construction material in performing this contract, except as provided in paragraphs (b)(2) and (b)(3) of this clause.
(2) This requirement does not apply to information technology that is a commercial item or to the construction materials or components listed by the Government as follows: none
(3) The Contracting Officer may add other foreign construction material to the list in paragraph (b)(2) of this clause if the Government determines that-
(i) The cost of domestic construction material would be unreasonable. The cost of a particular domestic construction material subject to the requirements of the Buy American statute is unreasonable when the cost of such material exceeds the cost of foreign material by more than 6 percent;
(ii) The application of the restriction of the Buy American statute to a particular construction material would be impracticable or inconsistent with the public interest; or
(iii) The construction material is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities of a satisfactory quality.
(c) Request for determination of inapplicability of the Buy American statute.
(1) (i) Any Contractor request to use foreign construction material in accordance with paragraph (b)(3) of this clause shall include adequate information for Government evaluation of the request, including-
(A) A description of the foreign and domestic construction materials;
(B) Unit of measure;
(C) Quantity;
(D) Price;
(E) Time of delivery or availability;
(F) Location of the construction project;
(G) Name and address of the proposed supplier; and
(H) A detailed justification of the reason for use of foreign construction materials cited in accordance with paragraph (b)(3) of this clause.
(ii) A request based on unreasonable cost shall include a reasonable survey of the market and a completed price comparison table in the format in paragraph (d) of this clause.

(iii) The price of construction material shall include all delivery costs to the construction site and any applicable duty (whether or not a duty-free certificate may be issued).
(iv) Any Contractor request for a determination submitted after contract award shall explain why the Contractor could not reasonably foresee the need for such determination and could not have requested the determination before contract award. If the Contractor does not submit a satisfactory explanation, the Contracting Officer need not make a determination.
(2) If the Government determines after contract award that an exception to the Buy American statute applies and the Contracting Officer and the Contractor negotiate adequate consideration, the Contracting Officer will modify the contract to allow use of the foreign construction material. However, when the basis for the exception is the unreasonable price of a domestic construction material, adequate consideration is not less than the differential established in paragraph (b)(3)(i) of this clause.
(3) Unless the Government determines that an exception to the Buy American statute applies, use of foreign construction material is noncompliant with the Buy American statute.
(d) Data. To permit evaluation of requests under paragraph (c) of this clause based on unreasonable cost, the Contractor shall include the following information and any applicable supporting data based on the survey of suppliers:

L.3. 52.225-10 Notice of Buy American Requirement-Construction Materials (May 2014).
(a) Definitions. "Commercially available off-the-shelf (COTS) item," "construction material," "domestic construction material," and "foreign construction material," as used in this provision, are defined in the clause of this solicitation entitled "Buy American-Construction Materials" (Federal Acquisition Regulation (FAR) clause 52.225-9).
(b) Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.

(c) Evaluation of offers.
(1) The Government will evaluate an offer requesting exception to the requirements of the Buy American statute, based on claimed unreasonable cost of domestic construction material, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph (b)(3)(i) of the clause at FAR 52.225-9.
(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.
(d) Alternate offers.
(1) When an offer includes foreign construction material not listed by the Government in this solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.
(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of the clause at FAR 52.225-9 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.
(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material. An offer based on use of the foreign construction material for which an exception was requested-
(i) Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding; or
(ii) May be accepted if revised during negotiations.

I.4 1452.203-70 Restrictions on Endorsements – Department of the Interior (Jul 1996)
The Contractor shall not refer to contracts awarded by the Department of the Interior in commercial advertising, as defined in FAR 31.205-1, in a manner which states or implies that the product or service provided is approved or endorsed by the Government, or is considered by the Government to be superior to other products or services. This restriction is intended to avoid the appearance of preference by the Government toward any product or service. The Contractor may request the Contracting Officer to make a determination as to the propriety of promotional material.
