SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106- 1(b)(1))

(Req 140802-26-0427)

1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.

2. Description of supplies or services required to meet agency needs (including the estimated value).

Procure replacement Metrex Regulating Valves for HVAC Plant operation on NOAA Ship PISCES. The existing valves have met their service life and are showing signs of deterioration. The HVAC Plants are designed with Metrex Water Regulating Valves Model MDFPMT-3120-FL-3W and requires direct replacement with same valve.

3. Identification of the single source or the brand name to be solicited.

Metrex Valve Corp.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs: Metrex valves were uniquely designed for use in the PISCES HVAC system to properly regulate sea water flow through the HVAC plants. In the installed configuration, the existing HVAC plants require this valve for system operation.

Failure to maintain HVAC operation immediately impacts ship habitability and food storage on the ship.

Direct replacement valves are required to prevent significant and costly ship modifications and habitability impacts that would adversely delay the ship sailing schedule. Other regulating valves are available, but would require significant system re-design, re-piping of ship systems, and incur significant mission delay. Metrex valve MDFPT-3120-FL-3W is required for simple valve replacement with no mission delays.

Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. Replacement valves must be a direct replacement with no system modification. Metrex valve MDFPT-3120-FL-3W can simply be changed out with no mission delays.

System was designed around this Metrex valve. Use of any other regulating valve will require engineering review and system modification to suit new operating conditions that will negatively impact the mission.

5. Market Research.

PISCES was designed and outfitted with Carrier Marine HVAC Plants using a Metrex water regulating valve. Although other brand name regulating valves may be procured, significant engineering review by the OEM and NOAA would be required prior to installation and approval for use with a Carrier HVAC plant. Additionally, Metrex Water Regulating valves may be procured through multiple vendors nationwide providing a wide range of competition to source & procure new Metrex valves.
