Prospective Offerors Subject: Solicitation number SKS700-15-Q-0009, Janitorial Services Enclosed is a Request for Quotations (RFQ) for janitorial services. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.
The submission of offer may be made by hand delivery, postal mail, or electronic means. If the offer is submitted in an electronic commerce method, it is important to make sure the submission is made in specific size and format. When the offer is submitted in electronic commerce means, please make sure the document file is prepared in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files of size less than 30MB.
The Embassy intends to conduct a pre-quotation conference on January 28, 2015, 10:00 A.M. Korea Standard Time at the General Services Office (GSO) conference room at #10, Namyoung-dong, Yongsan-gu, Seoul, Korea. Please note that the site visit will follow right after the pre-quotation conference on the same day.
If you intend to participate in the pre-quotation conference, please contact Mr. Cho, Yeong Yeon (Tel. 82-2-397-4679, Fax: 82-2-397-4744) to make necessary arrangement for access no later than 5:00 P.M. on January 26, 2015, Korea Standard Time.
Offerors are requested to limit the number of participants to two persons per company. Please be sure to bring the solicitation document with you to the conference. No extra copies will be available at the conference.
Any questions concerning the solicitation should be submitted in writing by 5:00 P.M. on January 26, 2015, Korea Standard Time via email to BoudreauDR@state.gov or fax to 82-2-397-4744 or by letter to the address listed in block 9 on SF 1449.
The Embassy intends to award a contract to the responsible offeror submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
Quotations are due by 5:00 P.M. on February 12, 2015, Korea Standard Time. No quotation will be accepted after this time.

1.0
PRICES AND PERIOD OF PERFORMANCE
The Contractor shall perform janitorial work, including furnishing all labor, material, equipment and services, for the U.S. Embassy Seoul, Korea. The price listed below shall include all labor, materials, insurance (see FAR 52.228-4 and 52.228-5), overhead, and profit. The Government will pay the Contractor the fixed price per month for standard services that have been satisfactorily performed.
Offers and Payment in U.S. dollars: U.S. firms are eligible to be paid in U.S. dollars. U.S. firms desiring to be paid in U.S. dollars should submit their offers in U.S. dollars. A U.S. firm is defined as a company which operates as a corporation incorporated under the laws of a state within the United States.
Foreign firms: Any firm, which is not a U.S. firm, is a foreign firm. Any firm that does not meet the above definition of U.S. firm shall submit its prices and receive payment in local currency.
After contract award and submission of acceptable insurance certificates, the Contracting Officer shall issue a Notice to Proceed. The Notice to Proceed will establish a date (a minimum of ten (10) days from start date listed in Notice to Proceed unless the Contractor agrees to an earlier date) on which performance shall start.
The performance period of this contract is from the start date in the Notice to Proceed and continuing for 12 months, with four (4), one-year options to renew. The initial period of performance includes any transition period authorized under the contract.
1.1 VALUE ADDED TAX (VAT)
Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or Invoices because the U.S. Embassy has a tax exemption certificate from the host government.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1.0
SCOPE OF WORK
The purpose of this fixed price contract is to obtain janitorial services for real property owned or managed by the U.S. Government at U.S. Embassy Seoul, Korea. The Contractor shall perform janitorial services in all designated spaces including, but not limited to halls, offices, restrooms, work areas, entrance ways, lobbies, storage areas, elevators, cafeteria, kitchens and stairways in the Chancery. Also included are the Embassy Annex Compound, Ambassador’s Residence (CMR), Deputy Chief of Mission’s residence (DCR), Embassy Community Center and guard booths for Embassy properties. The contract will be for a one year period from the start date in the Notice to Proceed, with 4 one-year options.
The Contractor shall furnish all managerial, administrative, and direct labor personnel that are necessary to accomplish the work in this contract. Contractor employees shall be on site only for contractual duties and not for other business purposes.
1.1 General Instructions
The Contractor shall prepare general instructions for the work force. The Contractor shall provide drafts to the Contracting Officer's Representative (COR) for review within thirty days after contract award. The COR must approve these general instructions before issuance.
1.2 Uniforms The Contractor shall provide uniforms for all Contractor employees required to perform the Services as specified in Attachment 1, Contractor Furnished Property.
1.3 Safety
The contractor shall provide proper and approved personal protective equipment (PPE) to their employees for their safety and protection while performing their routine cleaning operations. PPE may be defined as rubber boots, safety glasses, protective gloves, and special equipment needed in the performance of this contract.
1.3.1 Chemical supplies. The contractor shall only use cleaning chemicals that are approved by the COR and products that promote a non-hazardous, healthy, and safe environment. All chemical products must be accompanied by the Manufactures Safety Data Sheet (MSDS) and a file must be maintained at all storage sights. All product containers such as bulk or individual spray bottles must be clearly marked for contents.
1.4 Duties and Responsibilities
1.4.1 Certain areas listed in Section 1, paragraph 3.0 require an escort and can only be entered during scheduled times. The General Instructions shall emphasize security requirements so that accidental security violations do not occur.
1.4.2.
Contractor shall schedule routine cleaning requirements to ensure that these are done in the order and time frame that are most efficient and have the least impact on normal operations. They are to be performed on a daily basis.
1.4.3.
Contractor shall schedule periodic cleaning requirements so that it causes minimal disruption to the normal operation of the facility. The COR shall determine the schedules presented which meet the needs of the individual facility.
1.5 Types of Services
Standard Services shall include the following work:
1.5.1 Daily Cleaning Requirements shall consist of:
1.5.1.1 Vacuuming or sweeping all floor areas including damp mopping of areas such as tile, linoleum, marble floors, staircases and public areas. Floors shall be free of dust, mud, sand, footprints, liquid spills, and other debris. Chairs, trash receptacles, and easily moveable items shall be tilted or moved to clean underneath. The frequency may be higher than once per day when it is rainy or snowy. When completed, the floor and halls shall have a uniform appearance with no streaks, smears, swirl marks, detergent residue, or any evidence of remaining dirt or standing water.
1.5.1.2 Dusting and cleaning all furniture including desks, chairs, credenzas, computer tables, telephone tables, bookshelves with or without glass doors, coat racks, umbrella stands, pictures, maps, telephones, computers and monitor screens, lamps, baseboards, chair rails, decorative wall molding, ledges and any horizontal surfaces and other common things found in an office environment. All furniture shall be free of dust, dirt, sticky surfaces and areas.
1.5.1.3 Vacuuming all rugs and carpets, runners, and carpet protectors so that they are free from dust, dirt, mud, etc. The contractor shall use a heavy-duty commercial type vacuum cleaner, high efficiency particulate absorbing (HEPA) filter to ensure adequate cleaning. For occupied office areas, the Contractor shall use a vacuum cleaner that does not produce noise that exceeds 70 decibels. When completed, the area shall be free of all litter, lint, loose soil and debris. Any chairs, trash receptacles, and easily moveable items shall be moved to vacuum underneath, and then replaced in the original position. Heavy furniture such as desks, bookshelves, tables, couches and credenzas will not be moved during vacuuming or sweeping operations. The Contractor shall report to the COR immediately if an occupant denies or prevents vacuuming operations in their office space.
1.5.1.4 Thorough cleaning of toilets, bathrooms, mirrors, and shower facilities, using suitable non-abrasive cleaners and disinfectants. All surfaces shall be free of grime, soap scum, mold, smudges, and odors. The Contractor shall refill paper towels, toilet paper, and soap in all bathrooms and ensure sufficient stock is readily available. The Contractor shall check those areas used by personnel visiting the Chancery and Embassy Annex Compound several times daily to ensure that the facilities are always clean and neat. Paper towels, toilet paper, soap, and bathroom supplies shall be of a type approved by the COR before being used. Soiled rags or cloths and other cleaning devices used for toilets, bathrooms, mirrors and shower facilities shall not be used for general cleaning in other areas of the buildings.
1.5.1.5 Emptying all wastepaper baskets, ashtrays and washing or wiping them clean with a damp cloth, replacing plastic wastepaper basket linings and returning items where they were located. The interior and exterior of all wastepaper baskets must be kept clean and free of spillage and debris. The existing liner may be reused if it has not been soiled. Upon completion of this operation, all wastebaskets shall be free from all foreign material. Foreign material includes coffee grounds, paper, soda, etc. The contractor is not responsible for removal of biohazard waste from the Medical Unit at the Chancery.
1.5.1.6 Cleaning of glasses, cups, and coffee services in conference facilities and in the Ambassador's office area. The Contractor shall clean the items in hot soapy water and rinse, dry and polish so that a presentable appearance is maintained.
1.5.1.7 Removing any grease marks or fingerprints from walls, doors, door frames, radiators, windows and window frames, glass desk protectors, reception booths and partitions. This cleaning shall be done using an environmentally preferred product as a window cleaner and lint free cloth or paper towels. Use proper and approved cleaners on painted surfaces.
1.5.1.8 Removing trash to designated area as directed by the COR, and keeping the trash area organized, clean, and in a sanitary condition.
1.5.1.9 Sweeping debris from walkways and driveways and cleaning them with water hose spray during appropriate climatic and water use conditions.
1.5.1.10 Clean a minimum of twice per day, the exterior designated smoking areas of debris and empty ash tray receptacles.
1.5.1.11 Check all water cooler and replace empty water bottles. Coordinate with the COR for replacing water bottles in controlled areas. Workers who change potable water bottles in controlled area must follow specific instructions provided in Attachment 3. Portable water bottles are provided by U.S. Embassy Seoul.
1.5.1.12 Removing trash and sweeping off the sidewalks along the Chancery perimeter wall where visa applicants wait.
1.5.1.13 Clean the covered sidewalk areas outside the perimeter wall where visa applicants are transacting business at the sidewalk teller windows or waiting to enter the Chancery.
1.5.1.14 Standard Cleaning for the Chancery cafeteria kitchen and dining room area using materials and supplies approved by the COR for food service locations.
1.5.2 Periodic Cleaning Requirements shall consist of:
1.5.2.1 Polishing all brass surfaces including door and window handles, plaques.
1.5.2.2 Dusting tops of tall furniture, tops of picture frames and areas not covered in daily dusting.
1.5.2.3 Spot cleaning baseboards and walls.
1.5.2.4 Spot waxing and polishing floors as needed.
1.5.2.5 Shampooing (small area spot clean; as needed) carpets.
1.5.2.6 Dusting window sills and blinds.
1.5.2.7 Cleaning shutters as required.
1.5.2.8 Sweeping and washing terraces and balconies to remove all accumulated dirt and debris.
1.5.2.9 Spray cleaning, sealing and buffing all vinyl floors.
1.5.2.10 Dusting venetian blinds.
1.5.2.11 Cleaning surveillance detection camera protective covers.
1.5.2.12 Remove construction and maintenance debris from buildings when directed, which includes boxes, crates, pallets, waste, and new construction materials, old equipment, and other materials too large for the waste paper baskets. This does not include large items removed as normal waste.
1.5.3 Monthly Cleaning Requirements shall consist of:
1.5.3.1 Cleaning major appliances inside and out including vacuuming dust from around motor areas, fan coil units, floor mounted AC units, copy machines, and shredders.
1.5.3.2 Wiping window blinds with a damp cloth to ensure that all smudges are removed.
1.5.3.3 Cleaning inside window glass and sash of smudges and accumulated dirt.
1.5.3.4 Moving all furniture and vacuuming or polishing the floor under the furniture as appropriate.
1.5.3.5 Moving all furniture and sweeping, waxing, and buffing all vinyl floors.
1.5.3.6 Shampoo the furniture in the Chancery lobby.
1.5.3.7 Clean all ceiling diffusers, grilles, and air return grilles with a damp cloth.
1.5.3.8 High pressure wash all benches, sidewalk covers, and the sidewalk area along the perimeter wall where visa applicants wait for entry into the Chancery from Spring thru Fall and sweep out the area during Winter season. This includes the concrete area and the faces of the building and walls in front of the public entrance. Report any damages or graffiti markings in this area to the COR immediately.
1.5.4 Quarterly Cleaning Requirements by scheduled appointment with the COR for Chancery, Embassy Annex Compound, Embassy Community Center and 3 Guard Booths in Yongsan Embassy Housing (YEH) shall consist of:
1.5.4.1 Removing and washing window blinds.
1.5.4.2 Cleaning and sanitizing the trash holding area.
1.5.4.3 Dusting and wiping light fixtures and chandeliers. When completed, the light fixtures shall be free from bugs, dirt, grime, dust, and marks.
1.5.5 Quarterly Cleaning Requirements by scheduled appointment with the COR for CMR and DCR shall consist of:
1.5.5.1 Shampooing carpets and area rugs in the Ambassador's residence.
1.5.5.2 Window cleaning of inside surfaces.
1.5.6 Semi-Annual Cleaning Requirements shall consist of:
1.5.6.1 Stripping wax coats, spot checking sealer coats, and completely reapplying wax coats.
1.5.6.2 Washing the outsides of the windows. When completed the windows shall be free of smudges, lint, or streaks from the surfaces.
1.5.6.3 Cleaning all chandeliers and light fixtures using appropriate methods to restore the original luster to the fixtures. This will include ensuring that all crystal reflectors are individually washed.
1.5.7 Annual Cleaning Requirements shall consist of:
1.5.7.1 Stripping wax coats and seal coats to the bare floor surface; cleaning the bare surface, and reapplying a seal coat.
1.5.7.2 Cleaning gutters, down spouts, and drain grates of all collected debris.
1.5.8 Miscellaneous Cleaning Requirements 1.5.8.1 Remove spilled water from carpets and floors resulting from pipe leaks or overflows using a wet vacuum.
1.5.8.2 Remove snow from entrances to various buildings, exterior stairwells, sidewalks, and paths normally used by Embassy employees. Apply snow melt products approved by the COR.
2.0
MANAGEMENT AND SUPERVISION
2.1 The Contractor shall designate a project manager who shall be responsible for on-site supervision of the Contractor's workforce at all times. This project manager shall be the focal point for the Contractor and shall be the point of contact with U.S. Government personnel. The project manager shall have sufficient knowledge of the local language(s) to be able to perform the work required by the contract. The project manager shall have level 3 (Foreign Service) in speaking in Korean and Level 2 in speaking in English. See Attachment 2 for Korean and English skill level required for project manager. The project manager shall have supervision as his or her sole function.
2.2 The Contractor shall maintain schedules. The schedules shall take into consideration the hours that the staff can effectively perform their services without placing a burden on the security personnel of the Post. For those items other than routine daily services, the Contractor shall provide the COR with a detailed plan as to the personnel to be used and the time frame to perform the service.
2.3 The Contractor shall be responsible for quality control. The Contractor shall perform inspection visits to the work site on a regular basis. The Contractor shall coordinate these visits with the COR. These visits shall be surprise inspections to those working on the contract. The Contractor agrees to respond to any and all reported deficiencies immediately.
2.4 The Contractor shall control overtime through efficient use of the work force. Individual work schedules shall not exceed 40 hours per week to preclude overtime being part of the standard services provided under the contract.
3.0

PERSONNEL
4.1 General. The Contractor shall maintain discipline at the site and shall take all reasonable precautions to prevent any unlawful, riotous or disorderly conduct by Contractor employees at the site. The Contractor shall preserve peace and protect persons and property on site. The Government reserves the right to direct the Contractor to remove an employee from the worksite for failure to comply with the standards of conduct. The Contractor shall immediately replace such an employee to maintain continuity of services at no additional costs to the Government.
4.2 Standard of Conduct.
4.2.1 Uniforms and Personal Equipment. The Contractor's employees shall wear clean, neat and complete uniforms when on duty. All employees shall wear uniforms approved by the Contracting Officer's Representative (COR).
4.2.2 Neglect of duties shall not be condoned. The Contractor shall enforce no sleeping while on duty, unreasonable delays or failures to carry out assigned tasks, not conducting personal affairs during duty hours, or refusing to render assistance or cooperation in upholding the integrity of the worksite security.
4.2.3 Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words, actions, or fighting shall not be condoned. Also included is participation in disruptive activities, which interfere with normal and efficient Government operations.
4.2.4 Intoxicants and Narcotics. The Contractor shall not allow its employees while on duty to possess, sell, consume, or otherwise be under the influence of intoxicants, drugs or substances that produce similar effects.
4.2.5 Criminal Actions. Contractor employees may be subject to criminal actions as allowed by law in certain circumstances. These include but are not limited to the following actions:
· falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records or concealment of material facts by willful omission from official documents or records;
· unauthorized use of Government property, theft, vandalism, or immoral conduct;
· unethical or improper use of official authority or credentials;
· security violations; or,
· organizing or participating in gambling in any form while on Government property.
4.2.6 Key Control. The Contractor shall receive, secure, issue and account for any keys issued for access to buildings, offices, equipment, gates, etc., for the purposes of this contract. The Contractor shall not duplicate keys without the COR's approval. Where it is determined that the Contractor or its agents have duplicated a key without permission of the COR, the Contractor shall remove the individual(s) responsible from this contract. If the Contractor has lost any such keys, the Contractor shall immediately notify the COR. In either event, the Contractor shall reimburse the Government for the cost of rekeying that portion of the system.
4.3.
Notice to the Government of Labor Disputes
The Contractor shall inform the COR of any actual or potential labor dispute that is delaying or threatening to delay the timely performance of this contract.
4.4.
Personnel Security
4.4.1 After award of the contract, the Contractor shall provide the following list of data on each employee who will be working under the contract. The Contractor shall include a list of workers and supervisors assigned to this project. The Government will run background checks on these individuals. It is anticipated that security checks will take fourteen days to perform. For each individual the list shall include:
· Full Name
· Place and Date of Birth
· Current Address
· Identification number
4.4.2 The Government shall issue identity cards to Contractor personnel, after they are approved. Contractor personnel shall display identity card(s) on the uniform at all times while providing services under this contract. These identity cards are the property of the US Government. The Contractor is responsible for their return at the end of the contract, when an employee leaves Contractor service, or at the request of the Government. The Government reserves the right to deny access to U.S.-owned and U.S.-operated facilities to any individual.
5.0.
MATERIALS AND EQUIPMENT
The Contractor shall provide all necessary janitorial supplies and equipment, including mops, brooms, dust rags, detergents, cleaners, etc. to perform the work identified in this contract.
6.0
INSURANCE
6.1 Amount of Insurance. The Contractor is required to provide whatever insurance is legally necessary. The Contractor shall, at its own expense, provide and maintain during the entire performance period the following insurance amounts:

$50,000 6.3 The types and amounts of insurance are the minimums required. The Contractor shall obtain any other types of insurance required by local law or that are ordinarily or customarily obtained in the location of the work. The limit of such insurance shall be as provided by law or sufficient to meet normal and customary claims.
6.4 For those Contractor employees assigned to this contract who are either United States citizens or direct hire in the United States or its possessions, the Contractor shall provide workers’ compensation insurance in accordance with FAR 52.228-3.
6.5 The Contractor agrees that the Government shall not be responsible for personal injuries or for damages to:
a) any property of the Contractor,
b) its officers,
c) agents,
d) servants,
e) employees, or
f) any other person
g) arising from an incident to the Contractor's performance of this contract. The Contractor shall hold harmless and indemnify the Government from any and all claims arising, except in the instance of gross negligence on the part of the Government.
6.6 The Contractor shall obtain adequate insurance for damage to, or theft of, materials and equipment in insurance coverage for lose in transit to the site or in storage on or off the site.
6.7 Government as Additional Insured. The general liability policy required of the Contractor shall name "the United States of America, acting by and through the Department of State", as an additional insured with respect to operations performed under this contract.
6.8 Time for Submission of Evidence of Insurance. The Contractor shall provide evidence of the insurance required under this contract within ten (10) calendar days after contract award. The Government may rescind or terminate the contract if the Contractor fails to timely submit insurance certificates identified above.
7.0.
LAWS AND REGULATIONS
7.1 Without additional expense to the Government, the Contractor shall comply with all laws, codes, ordinances, and regulations required to perform this work. In the event of a conflict among the contract and requirements of local law, the Contractor shall promptly advise the Contracting Officer of the conflict and of the Contractor's proposed course of action for resolution by the Contracting Officer.
7.2 The Contractor shall comply with all local labor laws, regulations, customs and practices pertaining to labor, safety, and similar matters, to the extent that such compliance is not inconsistent with the requirements of this contract.
8.0
TRANSITION PLAN
Within fourteen days after contract award, the Contracting Officer may request that the Contractor develop a plan for preparing the Contractor to assume all responsibilities for janitorial services. The plan shall establish the projected period for completion of all clearances of Contractor personnel, and the projected start date for performance of all services required under this contract. The plan shall assign priority to the selection of all supervisors to be used under the contract.

10.0
QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

Services.

1.0 thru 9.0 All required services are performed and no more than one (1) customer complaint is received per month.
10.1 SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.
10.2 STANDARD. The performance standard is that the Government receives no more than one (1) customer complaint per month. The COR shall notify the Contracting Officer of the complaint in writing so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212-4, Contract Terms and Conditions-Commercial Items), if any of the services exceed the standard.
10.3
PROCEDURES.
a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
b) The COR will complete appropriate documentation to record the complaint.
c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.
d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.
e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.
g) The COR will consider complaints as resolved unless notified otherwise by the complainant.
h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.

The contractor shall provide all equipment, materials, supplies, and clothing required to perform Standard Services as specified in this contract. Such items include, but are not limited to uniforms, personal protective equipment (PPE), tools, cleaning supplies, equipment and any other operational or administrative items required for performance of the duties and requirements of this contract. The contractor shall maintain sufficient parts and spare equipment for all Contractor-furnished materials to ensure uninterrupted.

In addition, the Contractor shall provide following non-chemical products containing the maximum feasible amount of recovered materials:
(1) Bathroom tissue - The bathroom tissue must contain 100% recovered materials with 20% post-consumer content.
(2) Toilet Seat Covers - Toilet seat covers must contain 100% recovered materials with 40% post-consumer content.
(3) Paper Towels - The paper towels must contain 100% recovered materials with 40% post-consumer content.
(4) General Purpose industrial wipes - The general purpose industrial wipes must contain 100% recovered materials with 40% post-consumer content.
(5) Plastic trash bags - Plastic trash bags must contain at least 25% post-consumer content.
Information on environmentally preferable products (EPP) is available on the Internet at http://www.epa.gov/opptintr/epp.htm.
All non-chemical products (paper, plastic, etc.) should conform to the Environmental Protection Agency (EPA) Comprehensive Procurement Guide (CPG) if the products are CPG-designated items. CPG information is available on the Internet at http://www.epa.gov/cpg.
Contractors may propose more than one product within a product category and/or propose a product or products addressing more than one product category.
Once this list of products has been approved by the Contracting Officer, the Contractor is responsible for using only those approved cleaning chemical products in the building. If for some reason the product is found later to be ineffective, the Contractor would otherwise like to propose an alternative product, or the Contracting Officer would like to propose a more environmentally-preferable product, either the Contractor or Contracting Officer may propose for consideration an “equal” product. If the parties agree to the replacement product, the contract will be modified.

PROCEDURES FOR CHANGING DRINKING WATER COOLER BOTTLES
The contractor shall change water bottles in coolers to maintain drinking water supplies. If coolers are not accessible the contractor shall place new bottles outside the inaccessible space for occupants to change. The contractor shall remove any empty water bottles outside inaccessible spaces.
1. The contractor shall wipe dust off of bottle tops before placing them upside down on the cooler.
2. The contractor shall wipe dust off of tops of coolers in areas where drinking water and drinking water bottles contact the cooler.
3. Bottles shall be wiped with a new paper towel moistened by drinking water.
4. Contract personnel shall wear clean rubber or vinyl gloves when wiping tops of replacement water bottles.
5. Contract personnel changing drinking water bottles shall be in health suitable for food service personnel and use procedures to safeguard drinking water cleanliness. See Section 1.5.1.11.
