CDC Internet solicitation SKE50017R0006 questions from contractors

The following are the written questions that were received by March 13th, 2017, before the pre-proposal conference to be held on March 14th, 2017 and additional questions received after the pre-proposal

Question 1 Kindly clarify on the “Channel State Inspection” requirement

Answer for question 1 This is the means of determining the qualitative and quantitative properties of the links: both instantaneously and statistically (over a period of time)

Question 2 Does CDC require a USA Internet Point-of-Presence (POP) with US Internet IP addresses?

Answer for question 2 No. The addresses should be local (KE)

Question 3 The associated diagram indicates a requirement for CDC to syslogs, will CDC provide their own syslog server?

Answer for question 3 Yes

Question 4 Is the Round trip time of 100ms to the Internet to a specific Internet host/IP address/ NOC or is to the CDC NOC in the USA?

Answer for question 4 This is the round trip time to a host in North America

Question 7 Is the bandwidth exactly what you need throughout all the sites?

Yes, There is a small clarification on page 10 in the table for Internet Service, Nairobi HQ which was written as “One (1) dedicated Internet channel at minimum 20,480 Kbps (10Mbps)” which should read 20,480 Kbps (20Mbps).

Question 9

Kindly clarify the below:

In some sites only MPLS is required while in some sites both Internet and MPLS is required, in terms of routers to be provided at each site where both Internet and MPLS are required, does the contractor have to provide separate equipment for each service or they can be logically run in the same equipment?

Answer for question 9

They can run on the same equipment. Please note the following:

1. The two main sites will have the following connections to the service provider’s router:-

a. Two firewalls – one for internet, the other for MPLS, each of whose traffic will need to be routed separately

b. syslog monitoring host

c. a layer 3 device connecting the independent IP telephony network A single router at a main site would thus need a minimum of six physical ethernet interfaces.

2. The smaller sites will have

a. The MPLS firewall

b. The IP telephony network device

3. Routing of traffic from the smaller sites to the internet will be done by CDC. No traffic from the smaller sites should be routed to the internet directly without passing through the appropriate main site.

4. The ISP’s routers should have specifications suited to handle all the anticipated traffic – therefore it is important to specify the precise model of router, not just the series, when quoting and describing the solution.

5. The topology envisioned for a single-router implementation is illustrated in the following network diagram.

6. A table showing the approximate numbers of users – as well as a summary of the CDC devices at each site is also provided below.
