MEMORANDUM
Date: February 03, 2017 Solicitation #: SIS400-17-Q-0127 Installation & maintenance of alarm systems Subject: Questions and answers – Pre-quotation conference
The following are the questions and answers that were raised during the pre-quotation conference that took place on January 31, 2017 at the U.S. Consulate General – Jerusalem:
Q1: Do you need curtain motion sensor? If yes, is it required for outdoor or indoor?
A1: No, curtain motion sensor is not required.
Q2: What is the warranty and/or service period required?
A2: All furnished and installed equipment shall include manufacturer’s warranty that needs to be provided in the proposal. Contractor must provide maintenance service/troubleshooting as a result of faulty or inappropriate installation of all installed equipment throughout the duration of the contract.
Q3: What is the response time for emergency maintenance service?
A3: Contractor must respond within 24 hours.
Q4: Should the main panel have a talking system feature?
A4: It is not a requirement.
Q5: What should the programming setup language be for the system?
A5: All programming should be in English language.
Q6: Is partial payment allowed?
A6: Partial payments are allowed after receiving and inspecting installed equipment.
Q7: Is local VAT applicable to all line items (Hardware and service/installation and de-installation)?
A7: Yes.
Q8: How should the equipment be installed/attached to the walls?
A8: When dealing with door/window frames, a strong double-sided tape should be used.
When dealing with walls, screws and nails are ok.
Q9: Can we propose options for brand names in our quotation?
A9: No, bidders shall propose one system that meets the requirements and specifications detailed in the statement of work and Exhibit A. Contractor shall stick to the line items listed in the pricing table and in Exhibit D.
Q10: What type of GSM sim card should be provided?
A10: Sim card is no longer required by the contractor. The Government will furnish active GSM sim cards. The solicitation is amended accordingly.
Q11: Should there be pet immune motion sensors?
A11: No, but the system should support partitions.
Q12: Should the secondary panel support 2 way communications?
A12: 2 Way communications is not a requirement of the secondary panel.
