QUESTIONS/ANSWERS
1. What is the scope of the forensic training that is required for this opportunity?
Answer: The training is preferred, but not required. Training would include user training for up to 7 individuals.
2. The solicitation states that the Training is “On-site Digital Forensics training course”. Please clarify if the training can be provided remotely. If not, please provide exact physical location of the training.
Answer: The training is preferred, but not required. Yes, training may be provided remotely.
3. Your requested Forensic Recovery of Evidence Device (FRED) – FRED Sr (Dual Xeon) Configuration (F3130) and training (B1100) or equal. May I offer other solution that have better similar functionalities?
Answer: Yes, reference FAR Clause 52.211-6 Brand Name or Equal (Aug 1999).
4. According to the subject solicitation #SINLEC17Q0006, in the SCOPE of work, second sentence it states “Packaging and preservation shall be In Accordance With (IAW) best commercial practices to enable shipment to final destination in “Guatemala” to the address specified (e.g. see below), without repacking or incurring damage during shipment and handling. Below that paragraph in CLIN002 International Shipping and Handling – Address states the following:

5. Bid should be submitted only in electronic form?
Answer: Yes, in electronic form via email by the solicitation closing date.
6. Can you please tell us if U.S. Government is exempt of custom duties and tax during import of equipment in Kosovo. Or the custom duties and tax should be calculated?
Answer: Based on Article 33, paragraph 1, subparagraph 1.3.1. of Republic of Kosovo Law Nr. 05/L- 037 on Value Added Tax, dated 01 September 2015, the U.S. Embassy Pristina is exempt from VAT both on importation of goods and domestic purchase of goods and services.
7. When does the Government expect to make the award?
Answer: It’s the Government’s intent to make an award within a reasonable timeframe after the solicitation closing date.
8. What is the expected timeframe of the delivery?
Answer: Delivery date is ninety (90) days from date of contract award.
9. Would the Government consider this opportunity to be set-aside as a WOSB?
Answer: This requirement is set-aside for 100% Small Business. Women Owned Small Business (WOSB) concerns are encouraged to participate and submit a quote.
