Questions and Answers Aerial Data Collection System

SINLEC16Q0005

Special Operations Solutions, LLC (SOS) respectfully requests government response and clarification to the following questions with regard to the RFQ for Aerial Data Collection System, Training and O&M, INL-Bogota, Colombian Navy, Solicitation # SINLEC16Q0005:

1. What altitude and speed will the system typically be operated?

The Aerial Data Collections system will typically operate in dependence on the weather and topography, it can perform from 1000 ft. to 15,000 ft. in unpressurised airplane.

The speed can be from 90 Km/hr. to 300 Km/hr.

2. Is there a camera hole in the Cessna (opening in the fuselage)? If yes, where is it and how large is it?

Our Cessna does not have any hole.

3. How far does the roll out electro mechanical Arm have to extend?

On the Cessna Grand Caravan it was extended by 40cm.

4. Is a schematic of the Cessna available for review by potential responders?

The schematic of the Cessna can be delivered

5. Is simultaneous EO/IR acquisition required (housed in the same optical bench) or are the EO and IR sensors supposed to be interchangeable?

No requirement for simultaneous acquisition of the EO with the IR but this benefit a delivery of fully registered mosaic by RGB and Thermal for high accuracy. The sensor are installed and there is no need to interchange them as the system carry three sensors simultaneously.

6. Are the focal lengths defined in the SOW required or is a longer focal length acceptable?

A longer focal length is not acceptable as it will require to fly in much higher altitudes which a limitation in cloudy situation.

7. What is the intended use of the IR imagery?

The IR (LWIR) is intent to identify plants/ trees and shrubs after spraying to validate the condition and effectiveness of the spray, another intention is map at NIGHT for hidden targets under nets and for detection of boats at sea at night time.

8. Is MWIR (3.6 – 4.9 m) acceptable or does – 14

m) as defined in the SOW?

MWIR is not acceptable.

9. The SOW mentions a stabilized mount, is the mount required if accurate geospatial products can be created without one?

The stabilized mount is required as without stabilization the scanning and mapping acquisition is very sensitive to flight turbulence and winds deflecting the aerial platform and impact the mapping accuracy and effectiveness.

10. What is the expected overall accuracy of the RGB and IR orthomosaics?

Expected overall accuracy is up to 3 pixels.

11. Is real-time geo-referencing of frame data required? If yes, what accuracy is expected?

There is no requirement for real time geo-referencing as handling 80MP sensors in real time is not possible on the aerial platform.

12. Are there any GSD requirements?

The system can map from 3 cm GSD to 40 cm in the RGB and from 10 cm to 50 cm in the IR.

13. Is a roll-out arm required if the proposed system can obtain imagery from the camera hole?

It is intended for the flexibility and redundancy when the hold equipped airplane is not available.

14. Is there a drawing of the door opening for the camera extension system? Can that be provided?

No drawing is available for the door opening as it is standard door and the roll out extension is installed on the standard floor rails.

15. Item 3.11. “Sensor must be installed on floor rails, so that through an extender the sensor can be free to extend and collect images. Is there a specific door modification and camera extension system that is being requested or is to be provided at the contractor discretion? Will this need to be an STC?

There is no modification to the door and no need for the STC. For specific airplane there will be 337 certification.
