Question/Answers

Q1. Section 3.2.1 should the Program Manager be positioned at the facility in Accra full time for the duration of the contract? If yes, what does INL consider an acceptable rotation or R&R schedule for the PM? Will INL or Embassy Accra provide accommodation and life support for contractor staff or should the contractor include these costs in their firm fixed price quotation?

Reference 3.2 revised Key Personnel of Solicitation. The contractor shall propose a Program Manager and reasonable labor skill mix/categories and hours to correspond with the work to be accomplished.

Q2. If the prime contractor’s staffing plan includes using a fully licensed Ghanaian subcontractor, does the prime contractor need a license to do business “with” the host country?

Yes, reference 1.2 of Solicitation.

Q3. The RFQ in section 3.15.2.4 lists a Deputy Program Manager, is there a DPM on this project?

No. See revised 3.15.2.4 of Solicitation. The contractor shall propose reasonable labor skill mix/categories and hours to correspond with the work to be accomplished.

Q4. The past performance specifically requests past performance within the past 36 months with the “government.” Is that a typo, or an actual requirement?

This is an actual requirement for 36 months, or 3 year experience with the U.S. Government. Past Performance not within the required timeframe will be considered not relevant experience.

Q5. Section 3.1 is the contractor responsible for managing and paying for catered meals during training sessions. Yes. Is the contractor responsible for janitorial services? Yes. Is the contractor responsible for providing any translation services? No. If translation is required, please provide languages, frequency and whether written, oral or simultaneous interpretation is required? No

Q6. Section 3.1 we understand from SF1449 that the contractor should include $150,000 to cover “supplies” and that these supplies include: office classroom equipment, office furniture, cafeteria appliances, computers and laptops. If catered meals, janitorial and translation are required, should we assume that these costs should be factored into our FFP labor and facility operations support pricing?

Q7. Section 3.3 what is the estimated number of Technical Evaluations, Staff Studies, Fact Sheets, Audits and Congressional Inquiries that the contractor may be required to deliver during each year of the contract?

Approximately 10 - 12.

Q8. Section 3.4 is perimeter and building security required 24-7? How many guard shacks and towers are on the property?

Q9. Section 3.9 of the RFP refers to training materials, manual and works. Is the contractor responsible for developing any training materials for this contract?

No

Q10. Given that FAR 14.202-1 states that a “reasonable time for prospective bidders to prepare and submit bids shall be allowed in all invitations” would INL consider granting an extension to the due date?

Due, to the urgency of contract award, the Government has extended the Solicitation to 10:00 am Eastern Standard Time, Thursday 04-JUNE-2015.

Q11. In Section 2.3.1, the RFP states that the contractor shall negotiate to extend the current lease of the current facility. Will INL provide a plug figure for the lease to include in the budget?

No, a plug-in figure will not be provided for the lease, this is the responsibility of the contactor.

Q12. Is the furniture and equipment noted in sections 3.1 (page 4 and 5) and listed in the tables labeled ‘GFP’ (end of rfp, pages unmarked) currently a part of the training center inventory? Yes. If the answer to this is ‘Yes’, will this equipment convey to a new contractor, if selected, or should offerors include these items in their budget?

The items listed in the GFP List will be furnished to the contractor.

Q13. Is the Program Manager required to devote 100% of his or her time to this position?

The contractor shall meet the requirements of the revised Solicitation.

Q15. Please provide an estimate concerning how many multi-week training programs there may be annually?

25 - 30 week-long courses per calendar year.
