Section B: Description of the Supplies/Services Required
The camera will be used to support student research in hypersonics, turbulent combustion, and ballistics testing of next generation aircraft armor. AFIT currently has high speed cameras but they operate at reduced frames which limits the research relevance. The ability to acquire high data rate is becoming increasingly more important as new technology enters the existing markets. The high speed camera will increase the frame rate about 100 fold compared to the cameras in use now resulting in better research capabilities. The estimate value of the product is (estimate cost above would not change from the default ).
Section C: Justification for Soliciting from a Single Source or Brand Name
A single source is required for this contract due tonly one company being able to meet the requirements. A Sources Sought was posted and two companies responded, however only one, Hadland Imaging, was able to meet all the requirements. The manufacturer of the product has also confirmed Hadland Imaging as their sole provider of the product.
Section D: Efforts to Obtain Competition
Through Market Research two companies were identified. A BetaSAM was also posted up until Octorber 9 and no additional companies responded to the request. Specialised Imaging was unable to meet requirements for number frames per second and was also unable to provide a device compatible with existing equipment at AFIT. The customer has indicated that many strides have been made in the marketplace with the quality of cameras, therefore, should another requirement arise for these specifications, market research will be conducted to see if other brands would meet the Government's need.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research will be continual and if If this High Speed Camera is needed again, government will conduct research to see if additional cameras can meet the necessary requirements for this item.
