About this file

This document includes a single source justification and notice of intent to award a sole source contract. The Department of Veterans Affairs intends to award a firm-fixed-price contract to Jeol USA, Inc. for electron microscope service. The service is necessary to support ongoing research at the Portland VA Medical Center and includes preventative maintenance, emergency repair, technical support, and original equipment manufacturer replacement parts for a JEM-1400 Electron Microscope. The justification cites that Jeol USA, Inc. is the microscope manufacturer and sole authorized provider for all required service and parts. The contract would have a base year for $XX,XXX and include four option years exercisable at the agency's discretion. The notice anticipates award by February 8, 2024.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

In accordance with FAR 13.106-1(b) this will be single sourced to the large business manufacturer, Jeol USA Inc. The Portland VAMC currently has a JEM-1400 Electron Microscope and requires maintenance service, technical support, and replacement parts. 4. Description of market research conducted and results or statement why it was not conducted:

Government wide data bases of contracts were searched. No existing government contract covers the maintenance service for Jeol products. Vetcert was checked, but no SDVOSB or VOSB may perform this service as it is proprietary to Jeol and Jeol has confirmed that they have no authorized providers. FPDS was searched to establish price reasonableness and revealed contracts 36C24622P1932, 36C24E23P0035, VA26014P1523, and VA24316P1600, supporting price reasonableness. In particular the same microscope was priced at for one year service under contract 36C24622P1932, and is quoted at as part of the base year of the proposed contract. Contract 36C24E23P0035, the prior contract for this requirement, was awarded as a one year service contract on 03/01/2023 for . Modification 36C24E23P0035 P00001 was later awarded adding , bringing the total contract value for the one year service to

. The Base year for the current requirement is priced at , and the subsequent option years will be evaluated for price reasonable prior to the exercise thereof.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
