Section B: Description of the Supplies/Services Required

This requirement is for continuing services including all aspects of emergency communication from the onset of a 911 call, the interrogation of the caller using a computer aided dispatch software, dispatching appropriate resources, providing information to responding crews, and supporting the incident commander as needed. The service must be available on a continuous basis 24 hours a day, seven days a week. The expected base period of performance is 1 January 2021 - 31 December 2021 plus one option period from 1 January 2022 - 31 December 2022.

Section C: Justification for Soliciting from a Single Source or Brand Name

The 10th Civil Engineer Squadron (10 CES) proposes emergency incident call taking and dispatch services be purchased from the El Paso County Sheriff's Office (EPSO) dispatch center, 2739 E. Las Vegas St., Colorado Springs, CO on a fixed price, sole source basis.

The EPSO is in a unique position to provide these services for the United States Air Force Academy (USAFA). EPSO exercises concurrent jurisdiction under a memorandum of agreement (MOA) between USAFA and EPSO. The EPSO also maintains a very effective cooperative presence on USAFA. EPSO provides Sheriff's Deputies in concert with Security Forces during special events and have extensive experience coordinating emergency response requirements with USAFA units. EPSO and USAFA, among many other interoperability efficiencies, provide resources to one another in times of need.

EPSO receives all cellular phone traffic originating on USAFA and provides a level of efficiency that no other agency can provide. EPSO uses, at no additional cost, the same version of dispatch software that is currently in use at USAFA. Using any other version of the dispatch software would require additional investment for USAFA. In addition, EPSO provides the same services for all other fire service agencies that surround USAFA which necessarily enhances interoperability between all local agencies during a large incident. There are other dispatch centers in the region that provide similar services (within their jurisdiction), but none of them have an active MOA with USAFA which prevents them from providing emergency services within USAFA's jurisdiction. The communication infrastructure at USAFA prevents any other dispatch centers from performing this work without routing the calls through EPSO, all of which would create a significant cost increase. The existing call and communications routing at EPSO makes it the most suitable for providing call taking, dispatch, and incident support for USAFA. EPSO's ability to provide real-time data to the USAFA's responding apparatus enhances the USAFA's ability to deliver emergency services. The existing telecommunication routing makes EPSO the best fit for this service without the investments required to route the traffic elsewhere.

In addition to higher costs if another agency performs this work, there is additional time added to the dispatch process when an agency besides EPSO provides the services. The added time for routing calls through another agency, then to EPSO, correspondingly increases response time and greatly increases risk of adverse events during situations that threaten bodily harm, property, or life.

Section D: Efforts to Obtain Competition

The Contract Specialist discussed the services in detail with requirements officials and determined no other sources to be practicable. Requirements officials report that Air Force Space Force (including Peterson AFB, Schriever AFB and Cheyenne Mountain Complex) and the US Army's Fort Carson are located in the local area, but they use internal staffing to provide dispatch services only for the areas under their purview.

USAFA ended internal staffing for this requirement in Fiscal Year 2013. Requirement officials also report the City of Colorado Springs is known to have a dispatch services center. However, this is not a possible source because the City of Colorado Springs does not exercise concurrent jurisdiction with USAFA.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Requirements personnel will continue to survey the market in periodic meetings with regional emergency response teams. The physical layout and the existing process for performing this service in El Paso County provide no other options for a comparable degree of dispatch efficiency from any other agency besides EPSO.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
