PERFORMANCE WORK STATEMENT FOR
UNITED STATES AIR FORCE ACADEMY (USAFA)
911 Dispatch Services
7 September 2020
The requirement is for a Communications Center to provide enhanced 911 dispatching and other emergency communication coverage for the Air Force Academy (AFA) Fire & Emergency Services Flight twenty-four hours a day, seven days a week. A call for service is the initiation of a request for assistance from the AFA Fire & Emergency Services Flight. Calls for service (CFS) would be created to notify the AFA that there has been a request for their assistance on a law, fire, medical, or any other rescue, disaster, or other emergency.
Administrative CFS includes activities such as emergency button activations, paging, and requests for reports. The service provider shall provide call taking and dispatch services to the AFA Fire & Emergency Services in compliance with National Fire Protection Association 1221 (NFPA 1221), Standard for the Installation, Maintenance, and Use of Emergency Services Communications Systems requirements. The Communications Center will answer emergency and administrative calls related to CFS within the timelines set forth in NFPA 1221 and ensure the computer aided dispatch (CAD) software is populated with the correct information.
If the incident is emergent, the service provider will send an Alpha page first, then tone and announce all initial messages twice. The AFA Alpha pagers will contain one group page for fire and one group page for rescue (medical). The Communications Center will dispatch the required resources on the El Paso County Sheriff’s Office EPSO-Red talkgroup of the 800 MHz Trunked Radio System, which is operated by the Pikes Peak Regional Communications Network (PPRCN). All on-scene communications will occur on the licensed AFA 400 MHz radio channels or other authorized talkgroups and will be monitored by the incident commander.
Nothing in this Agreement, whether stated within it or incorporated within it by reference, shall be construed to work a breach of this Agreement because of any technical failure of the PPRCN.

The AFA's response plan will be entered and stored in the CAD for the purpose of being used in the determination of assignment for dispatch of AFA assets for fire department responses. CFS will be handled within the published standard operating procedures. Fire department radio transmissions will be made on the 800 MHz radio system within the PPRCN in "clear speech" upon dispatch of the call and updates for scene, clearing and returning to quarters. The Communications Center will use the call signs in the Century System, as defined in the El Paso County Fire Dispatch Radio System 2012 Policies and Procedures, for incidents handled by the AFA and mutual aid or large incidents.
All law enforcement related responses would be created in the CAD system and reported to the Security Forces Desk at the AFA. The call taker will maintain contact with all law enforcement, fire and medical calls as dictated by the situation and record all information pertinent to the CFS following the published standard operating procedures. The Communications Center personnel shall make telephonic notification to the AFA Law Enforcement Desk. All law enforcement responses will be handled by the 10th Security Forces Squadron at the AFA. The Law Enforcement Desk personnel must have access to the CAD browser which will provide all information related to the call in real time. The AFA will ensure that only persons who are certified to use the NCIC and/or CCIC system are allowed to access the CAD browser. Such personnel will report browser outages to the Communications Center immediately, for corrective action as appropriate.
The service provider must be a member of the El Paso-Teller Enhanced 911 Authority and serve as an existing Public Safety Answering Point to ensure efficient inter-jurisdictional communications for large incidents or incidents that share a common border. The Communications Center should be accredited by the Commission on Accreditation of Law Enforcement Agencies (CALEA) and the National Academy of Emergency Dispatch (NAED) as well as a training program certified by the Association of Public Safety Communications Officials (APCO).
The quality of service provided and the performance against NFPA 1221 criteria will be monitored and addressed by the AFA Fire & Emergency Services representative at least monthly with the Communications Center Manager to assess the service provided and address any relevant communication issues. The performance will be assessed monthly to coincide with our existing program. In accordance with NFPA 1221, calls must be processed (time from call receipt to dispatch of apparatus) within 60 seconds or less 80% of the time.
