Statement of Work

Background. INL is partnering with the Ministry of Internal Affairs of Ukraine to develop, vet, train, and equip a new tactical police division known as "KORD." MOI is seeking assistance in procuring and installing items for an obstacle course to be used for the selection and training of police officers. The obstacle course is a set of challenging physical obstacles an individual officer must navigate through while being timed during the basic training.

The obstacles include running, climbing, jumping, crawling, and balancing elements with the aim of testing speed and endurance. The obstacle course will assist in the assessment of potential officers and will serve as an invaluable training tool that will be utilized to build confidence, teamwork, strength and agility. The obstacle course will also be utilized for officers' re-certification training which will be conducted annually .

Work to be done. The vendor will provide and install the obstacle course equ ipment described below. In particular, the following tasks should be executed:

1. Preparation of land for obstacle bars installation, total area of 7500 m2 (500 m x 15 m), 200mm deep. (The obstacle course will be installed at a police academy location - NAVSU - on a pre determined piece of land that is somewhat wooded and needs to be cleared as part of installation).

2. Production and installation of 13 different obstacles that will range in size, scope, and complexity. Some obstacles are more complex than others, but all have a specific purpose in creating an effective and challenging course.

3. Production and installation of vertical bars made of steel when applicable.

4. Production and installation of horizontal bars made of wood .

5. Provision of floor cover under obstacles made of wood chips to create a soft surface and to preserve the ground underneath obstacles.

6. Transportation of man power and materials/obstacles to/from the installation site.

Procurement and installation shall be complete within 30 days of the award of contract.
