C.1 Performance Work Statement

U.S. Department of State Foreign Service Institute (FSI)

Leadership and Management School (LMS) Executive Development Division (EDD)

Leadership Training Assessment, Audit, and Benchmarking Performance Work Statement

Background

Secretary of State Kerry envisioned the 2015 Quadrennial Diplomacy and Development Review (QDDR) as “the blueprint for the next generation of American diplomacy.” Investing in an agile, skilled workforce is one of the three overarching pillars of the QDDR. Two of the strategic directives under the workforce pillar are central to the work of FSI’s Leadership and Management School. First, the QDDR called for enhancing and reshaping leadership training through classroom training, coaching … and virtual learning plat-forms... Second, it called for increasing leadership accountability and to elevate the practice of leadership at all levels in part by mak-ing continuous feedback a priority throughout an employee’s career.

FSI developed an Action Plan for Leadership Training in response to Secretary Kerry’s call for plans to help implement the QDDR goals. The Leadership Training Action Plan consists of four objectives, two of which are key foundations for this statement of work.

The first objective outlines steps that LMS will take to overhaul the leadership training continuum. Objective #1 states:

LMS will assess, enhance, and reshape mandatory leadership training and the broader leadership training continuum from the early stages of an employee’s career on up through the senior levels to develop effective leaders and foster a culture of leadership throughout the Department.

Objective #4 states:

FSI will expand virtual and blended leadership training to precede and follow classroom-based learning, including distance learning, DVC options, and other virtual tools. FSI will integrate this new leadership learning model into the reshaped leadership development continuum outlined in Objective 1.

Objectives 2 and 3 focus on increasing the availability of professionally certified coaches and ensuring that resilience is a core com-ponent of the new leadership development program.

In order to begin the process of reshaping leadership training and the broader leadership and management training continuum, LMS seeks outside expertise to:

(1) develop a comprehensive leadership training needs assessment,

(2) conduct an audit of leadership and management training in existing FSI courses, and

(3) conduct a benchmarking study of leadership development programs and leadership and management training continuum in use by other federal agencies and in the private sector.

These three products will serve as a foundation for LMS to move forward with identifying options for overhauling its existing leader-ship training and development continuum and more fully incorporating continuous and blended learning elements, online modules, coaching, and other mechanisms to best meet the training needs of the Department. The results of this research will inform the reshap-ing of a new Leadership Development Continuum. This contract work will complement in-house work already under way on with the leadership development continuum, including aligning and sequencing core content throughout existing courses at the mid- and seni-or-levels.

Additional Background on Department of State, Foreign Service Institute, Leadership and Management School

The work of FSI’s Leadership and Management School (LMS) – catalyzing and growing a culture of leadership within the Depart-ment and providing needs-based leadership and crisis management training to prepare Department personnel to face global leadership challenges through their careers – provides the essential foundation for a successful American foreign policy.

The Secretary of State has mandated leadership training from mid through senior grade levels to ensure that employees have the ne-cessary training for increasing levels of responsibility. Through its three divisions, Executive Development, Leadership Training, and Crisis Management Training, LMS is responsible for providing this training and more. Through the activities of these divisions, LMS offers leadership and management training courses and services, intended to develop the leadership abilities of employees from entry level through senior ranks, and provide tailored organizational and other leadership development services to bureaus, offices, and mis-sions to help them function effectively.

A comprehensive assessment and reshaping of leadership training and development services are necessary to realize the FSI Forward vision and fulfill FSI’s commitment implement the strategic directives outlined by Secretary Kerry’s QDDR implementation plan. Ul-timately, a more robust and continuous leadership development continuum will help to develop more effective leaders at all levels and strengthen the State Department and its ability to advance U.S. foreign policy interests.

Contractor Requirements

FSI will rely on outside, expert contractors to conduct three sets of analytical inquiries that will be individually summarized as well as incorporated into a single written product that ties the three pieces together and highlights overall implications for LMS plans to devel-op a new leadership development continuum. The three analytical inquiries include:

1. Leadership Training Needs Assessment

2. Audit of Leadership and Management Training in Existing FSI Courses

3. Benchmarking Study of Leadership Development Programs and Leadership and Management Training Con-tinuum

Leadership Training Needs Assessment – Contractor will conduct and publish a comprehensive leadership and management training needs assessment for the Department’s workforce. This assessment will draw from multiple sources of information:

• Existing internal surveys, assessments, focus group reports, and related material

• Existing competencies, precepts, principles that are required for specific categories of employees

• Internal subject matter expert opinion (e.g., trainers, administrators, and HR officials)

• Clients/students that FSI serve (including via focus groups or similar methods)

• Other categories of stakeholders as determined by the contractor in consultation with LMS staff

The design and implementation of the needs assessment will be led by the contractor, but must incorporate regular consultation with, and feedback from, leading LMS staff members. A written report, as well as an in-person presentation and discussion of the findings, is required upon completion.

Audit of FSI Courses – Contractor will audit FSI courses to assess consistency in the implementation of leadership and management principles and suitability given the findings of the Leadership Needs Assessment. The audit should include:

• Courses and course modules across FSI that address leadership, management, crisis leadership, and resilience

• Courses and modules in LMS as well as other schools/divisions of FSI

• Online courses (FSI produced)

• Some degree of assessment of other leadership and management training by other bureaus

The audit should begin while the training needs assessment is underway, but the final analysis and written report should not be com-pleted until after the training needs assessment is completed (or near completion) so that the audit findings can incorporate those into the assessment. The design and implementation of the audit will be led by the contractor, but must incorporate regular consultation with, and feedback from, leading LMS staff members. A written report as well as an in-person presentation and discussion of the findings is required upon completion.

Benchmarking Study – Contractor will conduct a benchmarking study of leadership development and training programs used else-where in the federal government and in the for-profit and non-profit sectors to identify best practices and potential application by the Department. It is recommended that the benchmarking study include a total of 7 to 10 organizations, including, for example, 3 federal government agencies, 3 for-profit companies, and 2 to 3 non-profit or intergovernmental organizations. The benchmarking study should include first person research and interviews with representatives from the respective organizations. The study should also ad-dress core questions, including:

• Stated goal of program and numbers of employees affected

• How long it has been in place and level of senior level support

• Extent and ways in which online, virtual, and blended learning approaches are used

• Metrics used for evaluation and overall impact of programs on the organization and its workforce

• Actual or estimated costs of programs

• Best practices for designing and implementing

• Potential applicability to DOS/FSI

The Benchmarking study should include an analysis of each of the individual organizations as well as an analysis of the collective set of organizations and their approaches. The design and implementation of the benchmarking study will be led by the contractor, but must incorporate regular consultation with, and feedback from, leading LMS staff members. The summary analysis should incorporate some examination of key factors across all of the organizations that helped to contribute to or impeded success and address lessons learned writ large. A written report as well as an in-person presentation and discussion of the findings is required upon completion.

Synthesis Analysis and Implications The three sets of inquiries above will serve as the foundation for the final report and in-person presentation of findings. The final component of the overall scope of work is to examine the three research products collectively and identify the implications of the find-ings for the State Department’s needs and options for LMS as it undertakes initial steps toward overhauling the broader leadership training and development continuum. For example, the final analysis section should discuss what training needs are insufficiently be-ing met based on the needs assessment and how they can be better met through the existing training or through best practices identi-fied in the benchmarking study or otherwise.

***Additional in-person meetings will be required at FSI throughout the duration of the contract. These meetings will be at the ex-pense of the contractor.***
