Section C- Descriptions/Specifications/Statement of Work

1. Background

The U.S. Department of State’s Foreign Service Institute is the bureau of record responsible for providing train-ing opportunities in support of the Agency’s mission. While FSI supplies substantial coursework through its classroom offerings, it is impossible to meet the training needs of a worldwide population on-demand. There-fore, FSI seeks to augment its classroom training with general online content and supplemental learning re-sources delivered via the internet.

Under the HR LOB overseeing HRD, FSI has been designated as the preferred eLearning content provider for agencies requiring training content for the foreign affairs community. USAID is one such federal agency mak-ing use of these services in their solicitation for commercially-produced online training products.

2. Assumptions

The Contractor products shall be able to provide commercially available courseware, material, training cur-ricula, agency custom online courses, portal access, and support services in accordance with this solicitation.

*Products developed under this contract shall be property of the U.S. Government in accordance with the Rights in Data Clause, 52.227-14

3. Scope

The principal goal is to extend FSI’s and USAID’s reach by providing general online content which is to be used both within already-established training curricula as well as a supplement to each agency’s custom online courses, in order to reach its extensive audience.

4. Objectives

The primary objective is to provide contractor services and deliverables through the provision of general online content courseware (required), an external portal with supplemental learning materials (required), and a set of virtual texts (required and optional components) delivered via FSI and USAID’s in-house learning management systems. Such content offers training and study opportunities to employees whom, for financial and logistical reasons, may not be able to avail themselves of residential training at the Institute. In addition, it supports the provision of both industry-standard IT certifications as well as professional certifications (see scection C. 7 and C.8).

5. Content and Product Requirement

FSI is in search of a training vendor to provide the following:

• off-the-shelf online training content,

• an external portal with supplemental learning materials,

• a library of virtual texts

The off-the-shelf online training content should be a fairly extensive course collection, include interactive com-ponents (e.g. knowledge-checks), and cover a breadth of topics (including, but not limited to): accounting, ad-ministrative skills, communication, customer service, economics, environmental, finance, health, information technology (desktop and systems), leadership, management, safety, et al. The courses must run seamlessly on FSI’s established learning management system. To that end, the course content should be SCORMed and 508-compliant.

The external portal should include a range of learning materials (e.g. videos, audio clips, books, etc.) to supple-ment the course collection. It must also allow FSI administrative control to manage users and content.

The library of virtual texts should support IT systems run by USAID (e.g., Microsoft Office 2010 Suite (e.g., Access, Excel, PowerPoint, Office, Outlook, Project, Visio), Adobe Connect, Security+, Exchange, Server et al). It must also run seamlessly on USAID’s learning management system.

All of these products should also be mobile ready and compatible with both PC and Mac systems.

6. Optional Addition of Licenses

Under this contract, FSI may opt to purchase additional licenses to access the library of virtual texts for FSI’s use. The text library should support the same range of IT systems outlined insection C.

5. Additional licenses must also run seamlessly on FSI’s learning management system and be mobile ready and compatible with both PC and Mac systems. Training vendors should consider including related offers in its pro-posal with the understanding FSI may or may not choose to exercise this option.

7. Professional IT Certifications

The contractor must be able to provide IT training and resources which will support the following industry-standard certification exams:

* CompTIA Exam N10-006 Network+ 2015

* CompTIA Exam SY0-401 Security+ 2014

* CompTIA Exam 220-901 A+ Essentials 2015

8. Professional Certifications

The contractor must be able to provide training to support the following professional certification exams:

9. Technical Direction

The evaluation will be submitted via CPARS and become available via the PPIRS. The evaluation will be considered in determining if an option year will be exercised. The per-formance metrics, by which the Contractor Company will be evaluated, including the Contractor Company’s adherence to PWS requirements, are included below.

5.1 Performance Metrics--CPARS Evaluation Ratings and Definitions

Exceptional:

Performance meets contractual requirements and exceeds many to the Government’s benefit. The contractual performance of the ele-ment or sub-element being evaluated was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.
