STATEMENT OF WORK
ELECTRONIC SUPPORT MEASURES (ESM) SYSTEM (ES-3701) SUPPORT
STATEMENT OF WORK (SOW)
1.0 INTRODUCTION
The Naval Surface Warfare Center, Dahlgren Division, (NSWCDD) H11 has a requirement for evaluation support for the ES-3701 Electronic Support Measures (ESM) system currently installed on an Outside Continental United States Overseas (OCONUS) platform deployed in the US European Command area of responsibility. The objective of this contract is to secure Original Equipment Manufacturer (OEM) subject matter expertise and support during a planned Continental United States (CONUS) maintenance availability from January to June 2022 at the Naval Weapons Station Yorktown Cheatham Annex in Virginia. The government will transport equipment to depot locations and accommodate ship visits as required to facilitate troubleshooting and identification of required repairs. The government anticipates that repairs cannot be feasibly carried out within the maintenance availability period due to the long turnaround times associated with repairing this type of equipment. To that end, the government is seeking a tear down and evaluation (TD&E) of the MX-370 to diagnose the failure and reassembly without repair.
2.0 APPLICABLE DOCUMENTS
2.1 Original Equipment Manufacturer (OEM) Specifications;
2.2 Government Furnished Equipment (GFE) List
3.0 REQUIREMENTS
3.1 Depot MX-370 Tear Down and Evaluation (TD&E)
3.1.1 Within five (5) days after contract award, the Contractor shall provide shipping instructions for US government-funded shipment of one (1) MX-370 subsystem and identified related components to the designated repair facility. Shipping instructions shall include the designation of the point of delivery/return, the unit descriptive information, and a statement regarding the presence/absence of volatile and non-volatile memory within the unit being shipped. Upon receipt of shipment, the Contractor shall inspect to confirm that the contents were intact and notify the TPOC that the shipment was received and to report any damage.
3.1.1.1 The government plans to include the F-370 Filter Assembly and the PT-100 Phase Trim Assembly within the MX-370 shipment, henceforth considered/referred to simply as a part of the MX-370, within the context of this document. Per ref 2, the interconnecting cables are not expected to be required for TD&E and may not be included within the shipment; the Contractor shall confirm or clarify this position within (5) days of award as a component of the shipping instructions.
3.1.2 The Contractor shall inspect, test, or examine the MX-370 to establish and document the as-received condition of the unit. The Contractor shall perform all work in accordance with current manufacturing specifications (including drawings) and procedures applicable to the MX-
370. If the Contractor determines that such specifications, drawings, and procedures are inappropriate upon receipt of the MX-370, then the Contractor shall red line to reflect the as-received MX-370. If the Contractor determines that engineering change orders (ECOs) or other updates to the MX-370 baseline have transpired, the Contractor shall document the same.
3.1.3 The Contractor shall provide a list of the manufacturing specifications, drawings, and procedures used to establish the as-received functional condition of the unit. The Contractor shall provide a list of red lines, ECOs, and related notations applicable to the as-received MX-
370. (CDRL A001)
3.1.4 Upon completion of the as-received baseline (3.1.2), the Contractor shall conduct a complete TD&E of the MX-370 subsystem and its subordinate assemblies. The Contractor shall specifically investigate the RF deck (P/N 1006330-01), phase digitizer (P/N 1006330-01), and other related components, with a focus on diagnosing and resolving the band 3 calibration failure observed on platform. The Contractor shall inspect or test all key components in accordance with standard procedures, identify all out-of-specification or failed assemblies and components.
The Contractor shall determine the corrective actions necessary to return the unit to full and proper working order.
3.1.5 The Contractor shall provide a report identifying the key findings and diagnostic information resulting from the TD&E, likely repair work necessary to resolve deficiencies, and other preliminary recommendations. The Contractor shall document the TD&E measurements and checks performed, identify specific results/data associated with the TD&E, and include the schematics, diagrams, and photographs necessary to detail the same (CDRL A002).
3.1.6 Upon completion of the TD&E, the Contractor shall reassemble the MX-370 subsystem to the same condition as-received for re-integration on platform. Within the scope of a non-repair reassembly, the Contractor may adjust or replace minor components (connectors, gaskets, etc.) where necessary as the result of TD&E. The Contractor shall conduct the tests and checks necessary to ensure that upon completion of reassembly the MX-370 functions as-received and is capable of reintegration on platform.
3.1.7 Upon completion of the reassembly, the Contractor shall support the delivery/return of the MX-370 to the USG at the same point as received. The Contractor shall notify the government 21 days in advance of the anticipated delivery date. The Contractor shall deliver the MX-370 no later than (NLT) June 2022 in a ready to ship state for US government funded shipment to the platform.
3.2 ES-3701 On-Site Technical Support
3.2.1 Upon completion of 3.1.7, the Contractor shall assist government and platform personnel with the reinstallation of the MX-370, returning the ES-3701 system to best-possible working order. The Contractor shall inspect, test, groom, and calibrate all assemblies, subsystems, and components down to the lowest level field replaceable unit in order to ensure the system is functioning as well as possible. The Contractor shall isolate and investigate any faults, take corrective actions as indicated, and/or determine if items are in need of replacement or factory repair. The Contractor shall identify and correct noted deficiencies if those deficiencies can be safely and reasonably corrected on platform.
3.2.2 The Contractor shall initiate plans and identify personnel and resources as early as possible in advance of the on-site visit. The Contractor shall coordinate with the Technical Point of Contact (TPOC) to establish and confirm the platform location and work schedule, as platform availability is subject to change.
3.2.3 The Contractor shall coordinate all personnel and material movements with the Technical Point of Contact (TPOC) at least 45 working days in advance of the planned on-site visit.
3.2.4 The Contractor shall ensure that all personnel providing on-site support are properly vetted and cleared for access up to SECRET information.
3.2.5 The Contractor shall ensure that all personnel providing on-site support are capable of providing proof of covid-19 vaccination, if required, upon arrival/check-in at the platform.
3.2.6 The Contractor shall coordinate all shipments of tools and consumables with the TPOC;
the use of potentially hazardous materials must be identified, handled, and stored in accordance with applicable procedures and safeguards.
3.2.7 The Contractor shall provide deployed personnel with remote support (email or telephone, available on-call) as needed to fully troubleshoot or resolve potential on-site issues.
3.2.8 The Contractor shall provide an on-site technical report that shall contain the as-found and as-delivered ES-3701 system condition, a summary of all work performed, key findings and preliminary recommendations with respect to the maintenance, repair, and life-cycle support of the ES-3701. The Contractor shall describe the technical measurements and checks conducted on the system, corrective actions taken, and any deficiencies or recommendations noted. The Contractor shall provide schematics, photos, or other documents where necessary to provide or communicate key information (CDRL A003).
3.3 Comprehensive Report and Recommendations
3.3.1 Upon completion of above work, the Contractor shall conduct a comprehensive review of the depot and platform support efforts performed under this contract. The Contractor shall refine preliminary observations and recommendations to develop a detailed summary of observations, findings, and specific recommendations pertaining to the life-cycle support of the MX-370 in specific and the ES-3701 in general (CDRL A001-A003).
3.3.2 The Contractor shall provide a Comprehensive Maintenance Summary Report (CDRL A004).
4.0 DATA DELIVERABLES
4.1 The Contractor shall provide data IAW CDRL A001;
4.2 The Contractor shall data IAW CDRL A002;
4.3 The Contractor shall data IAW CDRL A003; and
4.4 The Contractor shall data IAW CDRL A004.
5.0 GOVERNMENT FURNISHED EQUIPMENT (GFE)
The initial shipment of the attached identified GFE to the OEM is expected to occur at the beginning of the platform availability in January 2022.
6.0 SECURITY
6.1 All personnel providing direct on-site support to this effort will require a SECRET clearance. The Contractor will have access to information and compartments with a SECRET classification. All deliverables associated with this contract are unclassified unless otherwise specified. Access to classified spaces and material shall be in accordance with the attached DD
Form 254. The Department of Defense Contract Security Classification Specification (DD Form
254) provides the security classification requirements for this contract. The Contractor shall obtain facility and personnel security clearances as required by the Department of Industrial Security Program prior to starting to work on tasks requiring clearances. Access to classified spaces and material shall be in accordance with the NISPOM and the NSWCDD Command Security Manual. All data generated under this contract shall be classified in accordance with the guidance in the NISPOM and the NSWCDD Command Security Manual.
6.2 Facility Clearance: The Contractor shall possess and maintain a SECRET facility clearance as verified within the Industrial Security Facility Database.
6.3 Physical Security: No safeguarding of classified material is authorized at the Contractor facility. Safeguarding will only be required at the actual performance site which will be identified in individual calls and the site listed in Block 13 on the DD254. Actual performance site’s security regulations and guidelines will apply.
6.4 Electronic Spillages (ES) are unacceptable and pose a risk to national security. An electronic spillage is defined as classified data placed on an information system (IS), media or hardcopy document possessing insufficient security controls to protect the data at the required classification level, thus posing a risk to national security (e.g., sensitive compartmented information (SCI) onto collateral, Secret onto Unclassified, etc.). The Contractor’s performance as it relates to ES will be evaluated by the Government. ES reflects on the overall security posture of NSWCDD and a lack of attention to detail with regard to the handling of classified information of IS security discipline and will be reflected in the Contractor's performance rating.
In the event that a Contractor is determined to be responsible for an ES, all direct and indirect costs incurred by the Government for ES remediation will be charged to the Contractor.
6.5 NSWCDD Security will continue to be responsible for the corrective action plan in accordance with the security guidance reflected on the DOD Contract Security Classification Specification - DD254. NSWCDD Security will identify the Contractor facility and contract number associated with all electronic spillages during the investigation that involve Contractor support. NSWCDD Security will notify the Contracts Division with the Contractor facility name and contract number, incident specifics and associated costs for clean up. The Contracting Officer will be responsible to work with the Contractor Facility to capture the costs incurred during the spillage clean up. The Contractor is also responsible for taking Information Security Awareness training annually, via their Facility Security Officer (FSO), as part of the mandatory training requirements. If a spillage occurs, additional training will be required to prevent recurrence.
6.6 Non-government and/or personally owned portable electronic devices (PEDs) are prohibited in all NSWCDD buildings with the exception of personally owned cell phones, which are authorized for use in spaces up to and including Controlled Access Areas. The Contractor shall ensure the onsite personnel remain compliant with this PED policy. NSWCDD instruction defines PEDs as the following: any electronic device designed to be easily transported, with the capability to store, record, receive or transmit text, images, video, or audio data in any format via any transmission medium. PED’s include pagers, laptops, radios, compact discs and cassette players/recorders. In addition, this includes removable storage media such as flash memory, memory sticks, multimedia cards and secure digital cards, micro-drive modules, ZIP drives, ZIP disks, CD-RWs, DVD-RWs, MP3 players, iPADs, digital picture frames, electronic book readers, kindle, nook, cameras, external hard dish drives, and floppy diskettes. Upon arrival at the actual performance site, the Contractor shall declare and stow PEDs in accordance with local procedures.
6.6.1 Personal Wearable Fitness Devices (PWFDs) marketed primarily as fitness or sleep devices are allowed in all Navy spaces where collateral non-Sensitive Compartmented Information (SCI), classified information is processed, stored, or discussed up to and including secret. User must ensure PWFD is compliant with all requirements in NAVADMIN 216/15, Cyber Hygiene Authorization to use Personal Wearable Fitness Devices (e.g., FitBit, Jawbone UP, etc.) in Navy Spaces, dated 14 September 2015 and register PWFD in the NSWCDD Fitness Device Tracker. PEDS are not authorized in all of H10 spaces in order to meet additional security requirements. The Contractor shall verify with the government customer prior to entering any H10 spaces with PEDs. Upon arrival at the actual performance site, the Contractor shall declare and stow PWFDs in accordance with local procedures.
6.6.2 PED’s belonging to an external organization and necessary for job performance shall not be connected to any platform networks or infrastructure without prior approval from the onsite program office and platform security representatives.
6.6.3 Personally owned hardware or software shall not be connected or introduced to any NSWCDD or platform hardware, network or information system infrastructure.
6.7 All Contractors (including SubContractors) shall supplement their current security practices by requiring any personnel involved in executing this agreement to complete Government-sponsored and administered Operations Security (OPSEC) training. In addition, all Contractors should be aware of the Critical Information List (CIL) for the department they are supporting as well as the OPSEC plan for NSWCDD. The TPOC shall contact their Department Training Coordinator to schedule key employees to attend the Government-sponsored OPSEC training. The Contractor must immediately notify the Government upon the discovery of any nonconformance with the OPSEC Plan.
7.0 TRAVEL
The Contractor will be required to travel in performance of this contract. The personnel traveling shall be limited to the minimum required to accomplish work requirements; work plans and personnel shall be coordinated with the TPOC. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The government anticipates that one (1) trip, made by up to two (2) persons, for up to five (5 days) will be required to complete this tasking at the physical job site.

(a) For other than firm fixed priced contract line item numbers (CLINs), the Contractor agrees to segregate costs incurred under this contract/task order (TO), as applicable, at the lowest level of performance, either at the sub line item number (SLIN) or CLIN level, rather than at the total contract/TO level, and to submit invoices reflecting costs incurred at that level. Supporting documentation in Wide Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by technical instruction (TI), SLIN, or CLIN level. For other than firm fixed price subcontracts, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal.
Subcontractors may email encryption code information directly to the Contracting Officer and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the Contracting Officer and COR; or other method as agreed to by the Contracting Officer.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and Contracting Officer on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and Contracting Officer email notification as required herein.
