TEAR DOWN AND EVALUATION (TD&E) AND ON-SITE TECHNICAL SUPPORT

OF THE

ELECTRONIC SUPPORT MEASURES (ESM) SYSTEM (ES-3701)

STATEMENT OF WORK (SOW)

1.0 INTRODUCTION

Naval Surface Warfare Center, Dahlgren Division, (NSWCDD) H11 has a requirement for evaluation support for the ES-3701

Electronic Support Measures (ESM) system currently installed on an Outside Continental United States Overseas (OCONUS) platform deployed in the US European Command area of responsibility.

The objective of this contract is to secure Original Equipment

Manufacturer (OEM) subject matter expertise and support during a planned Continental United States (CONUS) maintenance availability from January to June 2022 at the Naval Weapons

Station Yorktown Cheatham Annex in Virginia. The government will transport equipment to depot locations and accommodate ship visits as required to facilitate troubleshooting and identification of required repairs. The initial shipment of equipment to the

OEM is expected to occur at the beginning of the platform availability, in January 2022.

The government anticipates that repairs cannot be feasibly carried out within the maintenance availability period due to the long turnaround times associated with repairing this type of equipment. To that end, the government is seeking a tear down and evaluation (TD&E) of the MX-370 to diagnose the failure and reassembly without repair.

2.0 APPLICABLE DOCUMENTS

Original Equipment Manufacturer (OEM) Specifications

Shipping instructions shall include the designation of the point of delivery/return, the unit descriptive information, and a statement regarding the presence/absence of volatile and non-volatile memory within the unit being shipped. Upon receipt of shipment, the contractor shall inspect to confirm that the contents were intact and notify the TPOC that the shipment was received and to report any damage.

3.1.1.1 The government plans to include the F-370 Filter

Assembly and the PT-100 Phase Trim Assembly within the MX-370 shipment, henceforth considered/referred to simply as a part of the MX-370, within the context of this document. Per ref 2, the interconnecting cables are not expected to be required for TD&E and may not be included within the shipment; the contractor shall confirm or clarify this position within (5) days of award as a component of the shipping instructions.

3.1.2 The contractor shall inspect, test, or examine the MX-370 to establish and document the as-received condition of the unit.

The contractor shall perform all work in accordance with current manufacturing specifications (including drawings) and procedures applicable to the MX-370. If the contractor determines that such specifications, drawings, and procedures are inappropriate upon receipt of the MX-370, then the contractor shall red line to reflect the as-received MX-370. If the contractor determines that engineering change orders (ECOs) or other updates to the

MX-370 baseline have transpired, the contractor shall document the same.

3.1.3 Within 15 days of completing the as-received baseline
