STATEMENT OF WORK

Replace Gates at Fort Point (PMIS# 326548)

Replace Gates at GOGA (PMIS# 326580)

Section J - Att No. 002

1.0 Background

1.1 The National Park Service, Golden Gate National Recreation Area (GOGA) has multiple locations in the park where staff can close the areas/parking lot with service gates. Twenty (20) locations at GOGA and 2 Locations at FOPO have metal gates which have fallen into disrepair, become corroded and delaminated and require replacement. Two electronic arm barrier gates are malfunctioning and requires replacement at GOGA. The metal gates have become a safety hazard and require replacement to protect park visitors and resources in times of high visitation, during designated closures, special events, and to allow emergency vehicle access when needed.

2.0 Scope of Work

2.1 General Information The contractor must provide all necessary personnel, equipment, tools, materials, supervision, and other items necessary to remove existing gates and fabricate and install metal gates in twenty-two locations. Refer to Attachments FOPO – Gate List and GOGA

– Gate List for list of gates to be replaced and for gate locations in maps (Attachments 003 and 004).

2.2 Description: The scope of work includes the removal of existing gates including hazardous materials abatement and disposal, fabrication and installation single arm and double arm gates in twenty locations within GOGA, replacement of two double arm metal gates at FOPO and replacement of two electronic barrier arm gates at GOGA. Metal Gates will have two catch posts, one to lock post to secure the gate in open position and the other stop post to secure/lock in closed position. Both gates shall have a standard metal chain welded to gate and the ability to be lockable in place, catch posts will be able to be secured with a padlock. Refer to DWG-1 and DWG-2 for fabrication and installation details (Attachments No. 005 and 006).

2.3 Emergencies and Safety In the event of an emergency, the contractor must contact US Park Police Emergency dispatch immediately (1-415-561-5656) and the Contracting Officer as soon as possible. Outside of an emergency, any hazardous or unsafe conditions must be reported to the Contracting Officer as soon as possible. All hazardous or unsafe conditions shall be red tagged immediately to ensure a safe environment for park staff and visitors. A follow up report to the Contracting Officer shall be made within 24 hours.

3.0 Tasks

3.1 All post holes shall be dug by hand at location of existing posts. Vacuum Extraction of Soil is also permissible.

A. The contractor must verify location of water lines, water mains, irrigation lines and high voltage utility lines prior to digging.

B. The East beach entrance gate shall be anchored on the east side of the driveway to avoid the main water line located on the west side of driveway and the East Beach exit gate shall be anchored on the west side of the exit to avoid the high-voltage utility line.

3.2 Fabricate from A500 Grade C Pipe and install metal gates at entrance road and exit road per DWG-1 and DWG 2 (Attachments 005 and 006) for gate fabrication and FOPO – Gate List and GOGA – Gate List for Gate locations (Attachments 003 and 004). Contractor is responsible for field verification of existing conditions based on DWG-1 and DWG-1 (Attachment No. 005 and 006).

A. The gate arm shall extend across the approaching lane or lanes of traffic to effectively block motor vehicle and/or pedestrian travel as appropriate.

B. When gate arms are in the vertical position or rotated to an open position, the closest part of the gate arm and support shall have a lateral offset of at least 2 feet from the face of the curb or the edge of the traveled way.

C. When gate arms that are located in the median or on an island are in the horizontal position or rotated to a closed position, the closest part of the counterweight or its supports shall have a lateral offset of at least 2 feet from the face of the curb or the edge of the traveled way of the open roadway on the opposite side of the median or island.

D. Gates must swing open with the direction of traffic flow.

E. Gate arms are to rotate open in the downstream direction only. When the gate is open, gates must be properly pointed and able to be secured in the downstream direction.

1. When a gate that is rotated in a horizontal plane is in the position where it is parallel to traffic (indicating that the roadway is open), the outer end of the gate arm should be rotated to the downstream direction (from the perspective of traffic in the lane adjacent to the gate support) to prevent spearing if the gate is struck by an errant vehicle.

F. Ensure swing arm gates are properly secured when in either the open or closed position. Install catch post to secure gate open and another to secure gate closed.

G. Install stop posts in a manner that allows gates to be locked in the open position.

H. Gates must be fully reflectorized on both sides. Gates must vertical stripes alternately red and white at 16-inch intervals measured horizontally as illustrated below. Gate Posts must be reflectorized per DWG-1 and DWG-2 (Attachment No. 005 and 006).

1. Where gate arms are used to block off ramps into reversible lanes or to redirect approaching traffic, the red and white striping may be angled such that the stripes slope downward at an angle of 45 degrees toward the side of the gate arm on which traffic is to pass.

I. Fabricate and Install gates with respect to applicable standards and recommendations of Section 2B.68 Gates in the Manual on Uniform Traffic Control Device (MUTCD).

J. Gates are to be fabricated from 3 Fabricate from A500 Grade C Pipe . Pipes for the gate hinge posts on DWG-1 and DWG-2 are .432 wall thickness (schedule 80 pipe), the gate arm assemblies and hinge posts are .322 (schedule 40 pipe), and that the signs are 1/4" steel which is to be and powder coated.

3.3 All 20 galvanized metal swing gates shall be powder coated and finished premium exterior gloss white. Galvanized metal shall be properly prepped using Society for Protective

Coatings (SSPC) SP-1 grade solvent to remove all dirt and oil so paint will have proper adhesion. SSPC SP-1 Solvent method of solvent cleaning is intended to remove “all visible oil, grease, soil, drawing and cutting compounds, and all other soluble contaminants from steel surfaces.

A. Metal Surfaces:

1. Non-Ferrous Metals and Zinc-Coated (Galvanized) Steel

a. Powder-Coated Epoxy, 2-3 mils B. Powder Coating Systems

1. Fluoropolymer hyper durable powder coating designed to meet AAMA 2605 for Galvanized Metal, 2-3 mils

2. Anti-gassing Primer – Cardinal H304-Gr312

3. Color: High Gloss white finish

3.4 All 20 posts for swing gate located per attachment No. (005 and 006) shall be filled with concrete.

3.5 Furnish and Install two new Barrier arm units with the following salient characteristics A. Barrier Arm Gate characteristics must include:

1. Operator Speed 2.5 seconds to open or close

2. Power 120V / 220V applications

3. Accessory Power 24VDC 500 MA with Battery Backup for Accessory

B. Construction:

1. 1/2 HP Equivalent Continuous-Duty 24VDC/ 800 RPM

2. Chassis: . Powdercoated 1/4" Aluminum Alloy

3. Cover: MA – Plastic MAT – Aluminum.

C. Each barrier arm gate is to include:

1. Rewire to existing power, including:

2. Install built in Battery Backup

3. Aluminum Chasis – Factory standard white paint finish

4. 10’ strait arm

5. Include red green traffic control LED lights on top of Cabinet

6. Install new linear AK-11 hard wired key pad

7. Saw cut, wire and seal one new ground loop per lane

8. Remove and dispose of all old materials

D. Salient Characteristics:

1. Rust proof T-6 aluminum Chassis

2. Magnetic limit sensors with no moving parts

3. Break away arm

4. Motor: ½ HP equivalent Continuous Duty 24VDC/800RPM

5. Powdercoated ¼” aluminum alloy Chassis

6. Aluminum Cover

7. Gear reduction 60:1 reducer In synthetic oil bath

8. Operator Speed 2.5 Seconds to open or close

9. Selectable auto open 15 seconds after power failure

10. Battery backup providing operation during power outages. Must automatically reset to normal when power is restored.

a. Battery backup must provide up to 900 full cycles

11. Auxiliary Outlet E. Contractor is to provide complete rewire to existing power and provide all conduit and wiring of new controls as required. Contractor is responsible for field measurements verifying all existing site utilities.

3.6 Locations where pavement, concrete, curbs, or sidewalks will need to have 36” diameter holes cut in them and excavated.

A. It is -bidding contractors’ responsibility to repair all the asphalt and concrete where all of these excavations occur.

3.7 Signage

A. 18”x18” for the No Parking sign B. 48”x30” for the Road Closed sign C. Tow away zone sign is to be 18’x18” D. All signage must be present on single hung and double hung gates

3.8 Storage of material and gates is subject to approval by the Contacting Officer’s Representative A. Contractor will coordinate with the COR to locate and stage an approved areal for storage B. Delivery, Storage and Handling: Transport, handle, and store all gates as recommended by manufacturer. If gates become damaged before or during installation, it shall be repaired as recommended by the manufacturer or replaced as required by the COR at the Contractor’s expense, before proceeding further. Deliver, store, and handle other materials as required to prevent damage and theft.

C. For exterior storage Contractor is responsible for security of all materials. Store products subject to damage by the elements in weathertight enclosures. Store fabricated products above the ground, on blocking or skids; prevent soiling or staining. Cover products subject to damage or deterioration with impervious sheet coverings, provide adequate ventilation to avoid condensation. Store material in accordance with manufacture’s instructions, with seals and labels accessible for inspection.

3.9 Clear area and remove all excess dirt from work site after completion.

4.0 Delivery

4.1 Inspections and installation of the gate installation shall be conducted during the business hours of 7:00 AM to 5:00 PM Monday through Friday, excluding Federal Holidays. No loud noises before 8:00 AM due to adjacent residential areas. Contractor may arrive at 7:00 AM but cannot start swinging a hammer until 8:00 AM. No weekend work or Holiday work is allowed unless a 48-hour notice is given and approved by the CO.

4.2 The following plans shall be provided to the Contracting Officer prior to the commencement of work.

A. Project Schedule- submit a complete schedule outlining lead time for fabrication and installation for the 20 swing gates and 2 mechanical arm gates.

B. Materials: provide cut sheets for all materials

5.0 Place of Performance

5.1 Entrance gates be placed according to the gate locations outlined in Attachments FOPO – Gate List and GOGA – Gate List for Gate for Gate Locations (Attachment 003 and 004).

6.0 Performance

6.1 Warranty documents shall be provided to the COR upon completion of work.

7.0 Government-Furnished Property

7.1 There will be no Government-furnished property for the Contractor’s use.
