SAMO – Vault Toilet Pumping and Portable Toilet Rental Services SOW

Part 1: General Information

A. Introduction

The purpose of this SOW is to perform Vault Toilet Pumping and Portable Toilet Services at the Santa Monica Mountains National Recreation Area (SMMNRA). This service will include periodic (See schedule in Scope) twelve (12) 500-gallon vault tanks pumping services at six

(6) site locations as well as portable toilet rentals, including service with once-a-week cleaning at four (4) site locations. Maps and park information may be found at www.nps.gov/samo.

B. Background

The Santa Monica Mountains National Recreation Area is the largest urban National Park in the country, encompassing more than 150,000 acres of mountains and coastline in Ventura and Los Angeles counties. A unit of the National Park Service, it comprises a seamless network of local, state, and federal parks interwoven with private lands and communities.

C. Scope

The overall contractual purpose is to provide periodic vault toilet pumping services at said locations, as well as Portable Toilet rentals, cleaning services and hand sanitizer. The contractor shall provide all labor, materials, transportation, equipment, and expertise.

The contractor is responsible for supplying all portable units including maintenance or replacement, as needed at no additional cost to the government. The park will pay for a monthly damage waiver.

Vault pumping tanks are (12) 500 gal tanks at six (6) site locations. Portable toilet units are at four (4) site locations. The contractor is responsible to bring own water to breakdown solids and add water to tanks when serviced.

The contractor shall provide SMMNRA with a weekly portable toilet cleaning schedule and periodic vault pumping schedule. No deviation of this schedule will be allowed without verbal or written consent by the Contracting Officer (CO).

The terms of the contract will be for one base year with four option years.

Part 2: Work Requirements

A. Technical Requirements

The contractors must be licensed to provide pumping and disposal services by the State of

California. All work shall be completed in accordance with current Federal and State

Regulations.

The contractor shall immediately notify the Contracting Officer (CO) of any ambiguities, inconsistencies, and errors discovered in the specification or between contracting documents and existing conditions.

The Contractor shall provide to the CO a list of all Sub-Contractors, if any, prior to the commencement of work.

Contractor shall take every precaution to prevent damage to government and personal property. Should any damage result, the contractor shall complete repairs or replacement to the satisfaction of the CO, at no cost to the government.

All service work is subject to the Service Contract Act (SCA) wage determination.

All work shall be done in a timely safe, clean, and professional manner. The contractor will supply all labor, equipment, tools, and material necessary to complete the job.

All work described shall be accomplished in accordance with the provisions of the NPS contract and the Scope of Work. Any additional work required resulting in additional costs shall be carried out only when authorized in writing by the CO.

B. Deliverables

The contractor shall provide a written safety plan at or before the pre-construction conference.

The contractor shall provide a written schedule within 5 days after award.

The contractor shall provide NPS with a total quantity of waste disposed of annually.

The contractor shall perform the above-mentioned Vault Pumping and Portable Toilet

Rental and services.

Part 3: Supporting Information

A. Security and Safety

The contractor shall comply with all OSHA federal regulations (29 CFR 1910) and California state regulations governing the safety of workers performing the type of work described in the contract.

At or before the pre-construction conference, the Contractor shall submit for approval of the Contracting Officer a written safety plan demonstrating compliance with all applicable federal and state safety regulations. It is the Contractors responsibility to require all those working on or visiting the site to comply with the Contractor’s approved safety plan such as the use of hard hats, safety boots, work gloves, protective eye wear, ear protection, safety vests, and other necessary personal protective equipment always.

The contractor shall be responsible for maintaining an effective accident prevention program and providing a safe environment for all personnel and visitors. The contractor shall ensure that work is accomplished in compliance with Federal, State, and local safety and health requirements. The contractor shall comply with all OSHA requirements.

C. Period of Performance

The period of performance for this contract is estimated to be from 8/1/2022 through

7/31/2023 with Options for (4) four additional years.

All work shall be scheduled for weekdays (Monday-Friday) between 8:00 a.m. and 4:00 p.m.

D. Special Considerations

Up to one million visitors annually come to the Santa Monica Mountains NRA including school tours, hikers, joggers, bicyclists, equestrians, etc. Safety is of the utmost importance.

The Contractor must obey all signs and regulations. As well, be aware and courteous of the park visitors and NPS staff. Be alert that there are rattlesnakes in the park. If one found avoid it, do not harm it.

No equipment nor water will be supplied by the government.

Offers will be evaluated for best value for the government, price, and past performance.
