DESCRIPTION/SPECIFICATIONS/AND WORK STATEMENT
1. BACKGROUND
Sequoia & Kings Canyon National Parks (SEKI) are in the southern Sierra Nevada in California. They protect groves of giant sequoias and the Kings Canyon as well as historic sites, vast tracts of Sierran foothills and high-Sierra wilderness, and diverse habitats ranging from 1300’ in elevation to 14,494’. The two parks were created separately but are now managed jointly as a single entity.
The work under this contract includes features to meet the requirements of Programmatic Accessibility Guidelines for National Park Service Interpretive Media (NPS Access Guide).
2. PURPOSE
The purpose of this contract is to provide for creation of 12 total products: six wall-mounted wayside frames, each with exterior dimension of 34” wide by 42” height, with space to hold one high-pressure laminate panel that is 1/8” thick; and six bulletin case frames with exterior dimensions of 34” wide X 42” height, with a durable, protective clear window that may be exchanged or replaced if damaged or weathered, and a built-in, internal locking mechanism (keys included) for the case door. The bulletin case will open along the left vertical side (the hinge will be along the right vertical side)
The wayside frames and the bulletin cased frame shall be constructed of aluminum with a powder-coated finish of color NPS Dark Brown (alternately referred to as G.I. Charcoal). The frames will be exposed to climate extremes, including deep snow, full sun, high temperatures, high-altitude UV exposure, and falling pine needles and small branches, and should be durable and resistant to weathering and vandalism. The panels to be installed in the frames and bulletin cases will be provided by the NPS.
The frames will have three changes from traditional NPS wall-mount wayside frames:
• The frames will be attached to plywood surface.
• The wall-mounted frames will be installed on a surface with a deep trim piece that creates limited clearance on 3 sides of the frames, including above the tops of the frames, requiring the opening for the panels to be along the vertical edges, with all wayside frames opening along the right side (as viewed by an observer).
• A spacer will be included for the back of the wall-mount frame so that it is raised off the surface on which it is mounted so that the front faces of a wall-mounted wayside frame and a bulletin case frame mounted on the same surface are in the same vertical plane, parallel with the surface they are mounted
on. This will allow panels in the wall-mounted frame to be inserted and removed when a wall-mounted wayside frame is mounted next to a bulletin case frame.
3. SCOPE OF WORK
Independently, and not as an agent of the government, the contractor shall provide all services including frame drawings, labor, materials, equipment, shipping or delivery, and installation instructions and support necessary to complete the project. All work performed under this contract shall be fully compatible with NPS interpretive design standards and production methods according to the standards and procedures in this contract, including the Harpers Ferry Center Wayside Guide and Architectural Barriers Act Accessibility Standards. The park will provide additional specifications on request.
Summary of Specifications for Campground Wall-Mounted Frames
1. Exterior dimensions of 34” wide by 42” height, able to hold a high pressure laminate panel that is up to 1/8” thick.
2. Frames shall have mounting hardware for mounting on a large flat plywood surface, and the mounting hardware is not visible when the frame holds a panel or impede the frame’s ability to hold a panel.
3. Each frame will hold one panel, with a maximum panel thickness of 1/8”.
4. Frames should be made of aluminum and powder-coated in a color similar to NPS Dark Brown or GI Charcoal.
5. Openings to change panels should be along the vertical edge instead of the top of the frame, with all frames opening along the right frame edge.
6. A spacer will be included for the back of the wall-mount frame so that it is raised off the surface on which it is mounted so that the front faces of a wall-mounted wayside frame and a bulletin case frame mounted on the same surface are in the same vertical plane, parallel with the surface they are mounted
on. This will allow panels in the wall-mounted frame to be inserted and removed when a wall-mounted wayside frame is mounted next to a bulletin case frame.
Summary of Specifications for Campground Bulletin Case Frames
1. Exterior dimensions of 34” wide by 42” height.
2. Inside the case, there shall be a backing material for posting bulletins. The backing material shall be composed of ½” thick cork board.
3. The window of the case shall be composed of a durable, protective clear window that may be exchanged or replaced if damaged or weathered.
4. The case door shall have a built-in, internal, keyed-lock mechanism for the case door. At least two sets of keys shall be included.
5. Frames should be made of aluminum and powder-coated in a color similar to NPS Dark Brown or GI Charcoal.
6. The case door shall open along the left vertical edge (the door shall be hinged on the right vertical edge).
7. Hardware to attach the frames to a flat plywood surface, and the hardware shall not be visible.
Specifications
All work under this contract shall be performed in accordance with the most recent version of the referenced attachments:

Frames Fabrication Process
a. Review Phase – The contractor shall provide frame drawings to the COR before finalizing the design.
Frame drawings must be approved by the COR before production begins.
b. Fabrication Phase - The contractor shall shop-fabricate all exhibit elements to the fullest extent possible prior to shipping. If final assembly must take place on-site and be done by the NPS, it must be possible to complete with standard tools and clear instructions must be provided.
c. Installation Phase - Installation will be performed by NPS personnel. The contractor shall provide shipping of all work under the contract and installation guidelines and support so that the exhibits are complete and ready for Installation.
Schedule
a. Frame drawings – The contractor shall provide frame drawings to the COR within 30 days of contract award date.
b. Delivery of frames – The contractor shall deliver frames no later than 30 days upon receipt of approved drawings.
