Statement of Work: Replace leaking drainpipes at Cliff House
1.0 Background
The Cliff House is a neo-classical style building perched on the headland above the cliffs just north of Ocean Beach, in the Outer Richmond neighborhood of San Francisco, California. The building overlooks the site of the Sutro Baths ruins, Seal Rocks, and is part of the Golden Gate
National Recreation Area, operated by the National Park Service (NPS). For most of the Cliff
House's history, since 1863, the building's main draw has been restaurants and bars where patrons could enjoy the Pacific Ocean views. Since 1977, these restaurants and bars have been run by a private operator under contract with the National Park Service.
2.0 Scope of Work
2.1 General Information
The contractor shall provide all necessary personnel, equipment, tools, materials, training, supervision and other items necessary to replace leaking pipes or fittings. There are at least 13 sections of leaking pipes or fittings. The work shall be performed when Cliff House is closed to the public on Monday, Tuesday, or Wednesday. Contractor shall submit a site-specific safety plan before work commences to the Contracting Officer (CO) for approval.
2.2 Description
Replace all cracked or leaking drainpipes, P-traps, and fittings identified by Park Service
Maintenance. Must remove/replace suspended ceiling tiles to gain access to some pipes. All work will be done inside the Cliff House
3.0 Tasks
The following is a list of items that need to be replaced.
2nd floor:
•Replace One 4-inch diameter wye fitting near reception desk.
•Replace One four-inch diameter pipe partially extending over stairs.
• Replace four-inch roof vent pipe and necessary bend fittings. Use a reducer and smaller pipe to fit through 4 inch roof vent, attach rain cap.
1st floor - former banquet room
•Replace one 3-inch diameter P-trap.
•Replace approx. 1ft.X 3-inch diameter pipe from P-trap up to floor sink.
Ground floor- all pipes are 4-inch diameter.
•Replace two pipes from wall towards beer cooler, 7 foot each.
•Replace six 1/16 bend fittings.
•Replace one 10-foot pipe above cooler.
•Replace one 1/8 bend fitting I *think* - I can't get to this one
•Replace two pipes from above beer cooler into air handler room. Again, I can't get to where these are above the cooler. I think they're about 3 feet long, maybe 4.
•Replace three 1/4 bend fittings in air handler room.
•Replace one 3-foot pipe in boiler room.
All replaced pipes shall have the proper supports and drain to waste slope to function properly.

4.0 Delivery
4.1 Inspections and installation of the system provided by contractor will be during the business hours of 8:30am-4:00pm Monday through Wednesday, excluding Federal holidays. Following the signed contract date, the contractor will communicate with the Contracting Officer
Representative to schedule any site visit necessary and establish a written timeline for the completion of the work. The contract work shall be completed and invoiced by June 3, 2022.
4.2 The following plans shall be provided to the National Park Service Contracting Officer prior to receiving a Notice to Proceed but no later than four weeks after contract award.
A. Health and Safety Plan. The Contractor must provide a Health and Safety Plan that will ensure that the procedures, methods and materials used in the fabrication and installation are compliant with OSHA standards and best practices for employee and site safety. This plan must include site specific safety plan.
4.3 Contractor Employees
The contractor must verify to the Contracting Officer that all employees of the contractor are US citizens or have documentation showing legal standings to be in the United States and have all valid and current licenses and certifications to perform the work described in the contract.

4.4 Emergencies and Safety
In the event of an emergency, the contractor must contact US Park Police Emergency dispatch immediately (1-415-561-5656) and the Contracting Officer as soon as possible. Outside of an emergency, any hazardous or unsafe conditions must be reported to the Contracting Officer as soon as possible. All hazardous or unsafe conditions shall be red tagged immediately to ensure a safe environment for park staff and visitors. A follow up report to the Contracting Officer shall be made within 24 hours.
