About this file
This document outlines requirements for two scanning Doppler wind lidars. NASA Langley Research Center requires the procurement of two identical scanning Doppler wind lidars for wind characterization on open terrain and within urban environments. The lidars must have pulsed lasers for time-of-flight ranging, coherent heterodyne detection for sub-meter per second Doppler velocity resolution, and azimuth/elevation scanning mirrors. Additional requirements include all-weather operation, autonomous execution of scan patterns, data logging and internet control capabilities, air cooling, weight under 100kg, portable dimensions, 120VAC power supply, and UPS backup. The lidars must have ranges over 5km, infrared eye-safe wavelengths, minimum ranges under 60m, adjustable range gates under 20m, overlapped processing to 5m resolution, and real-time display of backscatter and velocity data. Quotes for the two lidars are due by January 31, 2023 to NASA Langley Research Center.

SPECIFICATIONS
NASA LaRC has a requirement to procure two scanning Doppler wind lidars for wind flow characterization on open terrains as well as inside urban environments for Convergent Aeronautics Solutions (CAS) program activities that include Urban Air Mobility Weather-tolerant Operations and micro-weather moderation.
The two wind lidars will have identical features and will meet the following requirements:
• Pulsed laser output for time-of-flight ranging measurements.
• Coherent heterodyne detection of Doppler shift for sub-m/s resolution of line-of-sight velocity
• Az/el mirror all-sky scanner for pointing laser beam in programmed patterns. Angular resolution of both axes to less than 0.02-degrees
• Field deployable with:
o Capability for all-weather operation o Capability for unattended operation o Autonomous execution of scan patterns o Data logging of raw and/or processed wind and backscatter data o Interface over internet for control of lidar settings and retrieval of data o Air cooled (no water cooling involved) o Weight less than 100-kg o Dimensions less than 100 cm x 80 cm x 100 cm, with the handles o Powerable by 120-VAC, 20-A, 60-Hz supply o Uninterruptable power supply (UPS) for powering lidar for more than 3 minutes in the event of power failure
• Range capability of greater than 5-km in average North American atmospheric boundary layer aerosol conditions
• Infrared laser wavelength for eye-safe operation (corresponding to Class 1 laser safety rating)
• Minimum range of less than 60-m
• Range gates adjustable in length, down to length of less than 20-m
• Overlapped range-gate processing to less than 5-m resolution
• Real-time processing and display of line-of-sight backscatter and velocity. Data sampling of 50-MHz or higher
• Leveling capability to less than 0.1-degree
• Calibration of azimuth to north and elevation to horizontal
• Integrated GPS for location and time calibration
