About this file
This is a Request for Proposals (RFP) from the Hawaii Department of Land and Natural Resources (DLNR), Land Division, for clearing invasive trees, weeds, and vegetation on unencumbered State lands located in Waiakea, Hilo, Hawaii. The project involves creating a 335' x 40' buffer zone along the boundary between State lands (TMK: (3) 2-5-006:142) and five adjacent private parcels (TMKs: (3) 2-5-048:023 to (3) 2-5-048:027). The scope of work requires cutting and dropping all trees, shrubs, and undergrowth within the specified buffer zone, with trees to be cut under the direct supervision of a certified Arborist. Vegetation must be cut close to the ground, cut into 3-foot lengths, removed from the buffer zone, and treated with herbicide to inhibit regrowth.
The contract requires the contractor to have specific insurance coverage, including $1 million per occurrence for Commercial General Liability and $500,000 for Automobile Insurance. The contractor must submit Certificates of Insurance and comply with Hawaii Compliance Express (HCE) registration. Payment will be contingent upon satisfactory completion of the work, and the contractor must provide photos of the completed project area. The project is to begin as soon as possible after the purchase order is processed, with the contractor required to notify the Land Agent within 3 days of project completion for inspection. No specific budget or funding details are provided in the document.
