Scope of Work Pit Toilet Pumping Service

Purpose of this Service Contract is to provide pumping service for all pit toilets located in Zion National Park including Kolob Canyons and Kolob Terrace Road.

Service Period will be April 1st, 2021 through March 31, 2022 – Base Year April 1st, 2022 through March 31, 2023 – Option Year 1 April 1st, 2023 through March 31, 2024 – Option Year 2 April 1st, 2024 through March 31, 2025 – Option Year 3 April 1st, 2025 through March 31, 2026 – Option Year 4

Contractor will provide bid amounts for 4 optional years of service.

The following conditions shall be met:

1. The Provider has 72 hours to complete pumping when requested to do so by an authorized Park representative. (COR, Inspector or CO)

2. Provider will monitor each pit toilet use and recommend frequency of pumping required for each location.

3. Pumping frequency shall ensure toilet reservoirs are kept at acceptable limits of use.

4. Unit pumping and servicing will be performed in low visitation hours, between 6:00 and

9:00 AM or 6:00 and 9:00 PM.

5. Provider will provide a record of servicing throughout the Contract.

13. Provider will provide for visitor safety and adhere to all OSHA Standards throughout contract.

14. Provider will provide a Safety Plan for all operations and a Spill Plan to be reviewed by Park

Safety Officer.

15. Provider will work through NPS Contracting Officer Representative or Contracting Officer.

16. Contract will be monitored randomly by Park Contracting Officer Representative to determine if performance standards are being met. Deficiencies will be documented and brought to the attention of the Provider. Provider will be notified to rectify deficiencies in a reasonable timeframe.

If problem areas are still not rectified Contracting Officer will be notified and monetary adjustments will be made. If problem persists this contract will be terminated.
