Scope of Work
Battalion Mass Tactical Week (BMTW) Exercise Support Services
A. The 43 Air Mobility Group (43 AMOG), 43 Operations Support Squadron (43 OSS), requires BMTW Exercise Support Services for scheduled exercises in 2022. Generally, services include the planning, intel, scenario development and coordination with the Mission Planning Cell (MPC), refer to specific requirements below.
B. Services require two contractor personnel for each scheduled exercise. Projected/Estimated level of effort are:
-- Pre-Exercise: 20 hours beforehand dialing into the planning calls and working products with the MPC.
-- Exercise: 10 hours each day, for both contractor personnel.
C. Current BMTW Exercises are scheduled as shown below. Exercise dates may shift due to mission requirements of the military organizations participating.
-- 21-30 July 2022 -- 4-13 August 2022 -- 8-17 September 2022 (Option) -- 1-7 November 2022 (Option) -- 27 Nov – 3 Dec 2022 (Option)
D. 43 AMOG/43 OSS – BMTW Exercise Support Areas and Experience Requirements
1) Air Mobility Command, Pilot / Navigator / Intelligence Professional
a. Desired: WIC Graduate, Non MAF Experience, C-130/C-17 Instructor; OSK Weapons and
Tactics experience
b. Preferred: C-130/C-17 Evaluator/ graduate of USAF Weapons School
2) Prior Pope AAF, Fort Bragg Local area flying experience
a. Experience operating within R-5311
b. Experience operating IAW the Pope Inflight Guide / Range Operations/Ft Bragg’s 350-6
c. Experience working with/supporting 18th Airborne Corp/82nd Airborne Division/Air
Mobility Command exercises
3) Should have knowledge of joint planning, how to lead a mission planning cell
a. Advanced knowledge of All 3-3 and 3-1 series Tactics, Techniques and Procedures
b. Familiarity with C-17/C-130s Tactics and Integration
c. Knowledge of JFERS, JFE/JOAX exercises
4) Experience/knowledge of Mobility Air Force’s (MAF) Tactical Data Link (TDL) systems/setup
a. Experience working with 618th Air Operations Center (Scott AFB, IL) JICC Cell
i. Preferred: Experience working with 18 ASOG and/or Joint Interoperability & Data Link Training Center
b. Experience instructing TDL employment; building TDL threat tracks; pushing updates
c. Experience installing/loading TDL equipment and loading of cryptographic keys;
knowledge of COMSEC procedures, policies and regulations
5) Experience in providing/planning airspace de-confliction for aircraft formations
6) Experience creating Joint Intelligence Operating Picture ISO Exercises (White Cell planner)
a. Experience coordinating/liaising with Army intelligence professionals
7) Experience providing scheduling, flying mission tracking, and related mission support as designated by Mission Planning Cell Chief/squadron
8) Coordinate airdrop operations and any airspace required for the execution of the scheduled flying line
a. Experience creating and using the Joint Coordination Checklist (JCC)
9) Experience utilizing aircraft threat simulation devices
a. Preferred: Experience operating PRC-117G/SADL/MIDS JITRS radios, Tactical Datalink
Communications, / LA-70 launcher / MAST system
10) Knowledge of Air Force and Army organizational structures, functions, and procedures, as well as command relationships and responsibilities
a. Knowledge of 18th Airborne Corp/82nd Airborne Division/Air Mobility Command
11) Proficient working with Microsoft Word, Excel, and SharePoint
12) Secret/TS Clearance
13) Current/valid driver’s license
