U.S. Department of the Interior National Park Service Death Valley National Park Scope of Work for Water Sample Testing

General Project Background and Purpose Death Valley National Park operates a combination of eight (8) public and non-public potable water systems. These systems require laboratory testing of samples on a periodic basis, as set by the State of California Water Control Board. Required sample testing periods vary from monthly for bacteriological samples to yearly or multiple year periods for other analytes, as described below.

Description of Work

1. Provide State of California certified laboratory testing of water samples from Death Valley National Park water systems:

2. Provide all necessary sample containers.

3. Provide California certified testing as identified in Table 1 Price schedule for samples collected by Park staff.

a. OPTION 1: Provide California certified PFAS testing as identified in Table 2 Price schedule.

4. Electronically transmit all results to named representatives of the Park and to the appropriate State of California Point of Contact. Results shall be transmitted within 1 calendar day of results being complete. Results of BACT Presence/Absence testing shall be transmitted within 1 calendar day of results being complete.

5. OPTION 2: Pickup and delivery of samples. Price schedule as below in Table 3.

With arrangements made in advance, lab shall arrange for a courier to pick-up all samples at the Cow Creek Administrative area of Death Valley National Park (Latitude/Longitude: 36.503611, -116.868654) and transport them to the laboratory. Sample pick-up under this option shall be an on-call service. The government shall pre-arrange the service with the lab at least 24 hrs in advance, and pickup shall occur between the hours of 0630 and 1600.

6. This Scope of Work will cover an option year contract with the Period of Performance as below:

Option Year 3September 1, 2025 – August 31, 2026
Option Year 4September 1, 2026 – August 31, 2027

Laboratory Requirements

1. Must provide California state certified testing.

2. Must meet all of California’s testing requirements for water systems.

3. Must accept Next Day Delivery by carriers such as UPS, FedEx, or DHL.

a) Upon award, Next Day delivery address shall be provided to Contracting Officers Representative (COR).

4. Must provide bacteriological testing services 7 days/week including accepting deliveries, testing samples, and reporting results.

5. Laboratory which is performing bacteriological, and any other short-hold tests must be physically located within a 2.5 hour driving radius of the Cow Creek Administrative area (Latitude/Longitude: 36.503611, -116.868654) at Death Valley National Park to ensure allowable sample hold times are not exceeded.
