The objective of this webinar is to promote interest and to provide additional clarification to all interested offerors from the Program
Office. In hope of answering your questions, this webinar will also highlight relevant aspects of the Statement of Objectives (SOO) and the initiative.
Note:
• This is not a substitute for questions submitted to the Contracting
Officer. The Contracting Officer will answers questions submitted before, during and after the webinar until July 10, 2015. Answers will be posted in writing on FedBizOpps.gov a few business days after receipt of the questions.

“A cohort is defined as a minimum of 10 small business owners and a maximum of 25 small business owners that will participate in the in-person curriculum delivery together, and meanwhile receive the other three minimum components of the ScaleUp program in the proposed community. This program is asking for a minimum of two cohorts to receive services during the base year.”

/entrepreneur “For the purpose of this announcement, businesses or entrepreneurs eligible to participate in the intensive entrepreneurship curriculum and management support and technical assistance offered by the contractor must meet the following requirements:
• The business must qualify as a small business concern as per the SBA criteria. This qualification depends on the industry in which the business operates but is generally based on the number of employees or the receipts of the business. For more information, please examine the table of small business size standards: http://www.sba.gov/content/small-business-size-standards
• The participants must be executives (e.g., Chief Executive Officer [CEO], Chief Operating
Officer [COO], Chief Financial Officer [CFO]) or key decision makers (e.g., business owner). It is believed that only individuals with this level of responsibility can implement the growth plan they will develop for their businesses;
• The business has annual revenue between $150,000 and $500,000;
• Evidence that small business owner is not in a start-up stage (e.g. 2-3 years of existence); and
• After completing an intake session, the offeror can assess the commitment from, expressed desire of and potential of the owner/entrepreneur to grow their small business.”

Each community’s ScaleUp program plan should include:
1. Entrepreneurship Education Curriculum: Delivery of a proven, existing curriculum for growth-oriented entrepreneurs and small businesses, with the curriculum focused on the unique challenges of scaling established businesses, and which allows participants to develop a growth strategy that addresses topics such as, but not limited to process, strategy, financing, marketing, human resources, leadership, contracting and market/product development plans;
2. Management Assistance & Support: On-going one-on-one support, mentoring and technical assistance, such as, but not limited to providing data-driven market research analysis, business strategy development;

3. Access to Capital: Assistance and connections to growth capital, such as, but not limited to assisting with loan package preparations, organizing matchmaking events with local lenders and funding streams, facilitating business pitch events to angel and venture funds; and
4. Connections: Opportunities to build and strengthen connections and networks, such as, but not limited to instituting CEO roundtables, forming advisory boards, matchmaking events with potential joint venture partners and regional manufacturers/suppliers, local federally funded resource partners, etc.

a) An existing curriculum for growth-oriented entrepreneurs and small businesses — which will include, at a minimum:
• Have participants meet in-person for lessons and progressively develop over several weeks;
• Focus on the unique challenges of growing and scaling established businesses to develop a growth strategy that addresses topics such as, but not limited to process, strategy, financing, marketing, human resources, leadership, contracting and market/product development plans; and,
• Provide online resources and other components/activities that supplement the in-person curriculum.
b) Ensure the graduation of at least two cohorts in a 12 month period per defined community or delivery site, with each cohort consisting of a minimum of 10 and maximum of 25 entrepreneurs; and
c) Track statistics, those requested by SBA and those individually relevant to their ScaleUp community, and be willing to participate in an independent evaluation of the impact of the initiative.

Each proposal must provide a detailed outreach plan that includes the following:
• A description of how the proposed program will collaborate and involve industry, local government, and community group partnerships to both recruit and enhance the entrepreneurial ecosystem for the businesses who will participate in ScaleUp;
• An identification of the specific growth-oriented underrepresented or underserved business owners to be served through ScaleUp;
• Details on how the proposed programming will reach the identified segments of high potential business owners;
• Proposed, measurable benchmarks for evaluating outreach efforts; and
• A corresponding quantitative inclusion strategy with underserved and underrepresented business participation benchmarks per cohort.
required tasks At a minimum, this SOO supports the following goals in each community proposed by the offerors:
• Task One: Planning Period, Selection of Cohorts and Training of
Curriculum Instructors
• Task Two: Community Kick-Off and Graduation Events
• Task Three: Curriculum Delivery
• Task Four: Execution of Management Assistance & Support
• Task Five: Execution of Providing Access to Capital
• Task Six: Execution of Connecting Cohorts with Assets and
Individuals
• Task Seven: Reporting performance work
The offeror shall provide a Performance Work Statement that addresses all the SOO included objectives (Tasks 1-7) and describes how it will accomplish these objectives, what deliverables will be provided and when, and includes the following:
1. The minimum provided outcomes for each objective in their proposed community
2. Post Award Conference Call
3. Quality Control Plan
4. Quality Assurance Plan – a draft that the government will utilize to evaluate the contractor’s performance
5. Management Work Plan
6. The minimum deliverables of their communities’ ScaleUp Program plan, such as, but not limited to quarterly reports and an annual report complete with the listed outcomes from the intensive entrepreneurship curriculum and derived general best practices.
7. Proposed Invoice Plan and Timeline
8. Description of Option Year Requirements
*NOTE: The accepted awardees Performance Work Statement shall be incorporated as part of the award document.

Who can submit proposals for this solicitation?
At the time of award, any entity (for-profit or non-profit) who can meet the requirements outlined in the SOO will be considered for an award. At the time of the award, the entity must be registered in SAM (System for Award
Management) and should have listed the NAICS code of 541611. Each offeror can submit only one proposal.
How will proposals be evaluated?
The proposals will be evaluated based on the criteria described starting on
pg. 53 of the attachment SBAHQ-15-Q-0040.pdf. In general, the Technical
Approach and Performance Work Statement are equal but more important than Prior Experience/Past Performance. These non-priced factors are all more important than price.

• The maximum number of awards resulting from the formal solicitation will not exceed 7.
• This procurement will be competed as a fair and open competition with a partial set aside of two contracts for two communities in accordance with FAR 52.219-7 Notice of Partial Small Business Set-Aside (b).
• The contracts will be awarded as a firm-fixed price (FFP) with a base year of twelve months and four (4) 12-month option periods.
• The award amount of the base year will not exceed $240,000.
• There is not a required match.
