Internet of Things (IoT) based M2M Network Testbed Implementation for Smart
Grid
Statement of Work
I. BACKGROUND
The Advanced Network Technology Division (ANTD) at the National Institute of Standards and
Technology (NIST) is currently working on developing a wireless network for wide area measurement in power grid monitoring systems. So far, much of our effort has been concentrated on implementing a combined grid-communication network testbed based on an emulation platform using sensory devices, including commercial Phasor Measurement Units (PMUs), at the application layer. The next step is to extend the testbed by developing a wireless network infrastructure that is based on emerging wireless access technologies, such as Narrow-Band Internet of Things (NB-IoT) and IEEE 802.11ah. The main objective is to implement an Machine to Machine (M2M) communication network that can support wide ranging sensory data. The network shall be capable of handling a large number of sensors and actuators as well as Phasor Measurement Units (PMUs) that can seamlessly communicate with the control center.
II. SCOPE OF WORK:
The Contractor shall expand the existing NIST Emulab-based network to include distributed grid networking at the application layer. A scalable network testbed has recently been developed to access various wireless network configurations under real-world conditions (further information about the testbed can be found in the following paper): H. The contractor shall develop and evaluate the suitability of the emerging IEEE 802.11ah standard by exploiting its important features, such as classifying sensory data into different categories according to their traffic characteristics.
III. SPECIFIC TASKS
The Contractor shall be responsible for project oversight, equipment, administration, and technical execution of this contract. The Contractor shall deliver a fully functional combined grid-communication network testbed, which includes designing Virtual PMU (VPMU) that can be deployed in large numbers to test and verify various wireless communication networking protocols with the following specific tasks:
1. Develop an M2M communication network that can support wide ranging sensory information, including synchrophasor data for real-time communication. PMU data streaming, which is built on top of the user datagram protocol over internet protocol (UDP/IP), needs to be transported to the PDC via a wireless network. The main task therefore, is to find a suitable network architecture that can support not only the synchrophasor data in real-time, but also other sensory data throughout the grid system.

2. Implement the emerging IEEE 802.11ah standard. While the emerging 5G has envisioned a cellular-based network for IoT applications, a new wireless local area network (WLAN) standard, referred to as
IEEE 802.11ah, is being introduced. The main task is to implement and then verify the performance of the emerging IEEE 802.11ah standard under 900 MHz transmission environments.
3. Implement the Narrow Band Internet of Things (NB-IoT) that is based on the 5G Radio Access
Network (RAN) specifications. The Third-Generation Partnership Project’s (3GPP’s) have proposed a new radio access technology known as narrowband (NB) Internet of Things
(IoT). The new radio technology has provided requirements for future fifth generation (5G) IoT standards. The main objective is to develop a high speed software package based on the specifications defined in the LTE Release 13.
4. Investigate the suitability of the 5G NB-IoT and IEEE 802.11ah for M2M communication and compare performances in real-time. Upon completion of tasks 2 and 3, the developed software of both IEEE 802.11ah and NB-IoT shall be imported into the NIST testbed, which is a combination of a grid network (consisting of a large number of Virtual PMUs) and an Emulab-based communication network.
5. Develop robust power grid classification algorithms for grid protection. This task will require developing new algorithms capable of real-time power quality assessment using phasor measurement units (PMUs). These algorithms shall be capable of classifying power quality into different categories, including fault detection and protection which may require a formation of a joint space and time observation vector.
6. Test and demonstrate the functionality of the testbed in real-time and evaluate the performance of the new power quality monitoring algorithms, as well the developed IEEE 802.11ah and NB-IoT technologies.

Standards for Acceptance of Deliverables: The Technical Point of Contact (TPOC) will provide comments on each deliverable within 14 calendars days from receipt of a given deliverable. The contractor shall make any needed changes to the deliverables within 14 calendar days from receipt of electronic or written comments from the TPOC.
V. PERIOD OF PERFORMANCE
Period of Performance is 28 April, 2018 through 27 April, 2019.
VI. PLACE OF PERFORMANCE
All tasks specified in Section III shall be accomplished at NIST, Gaithersburg, Maryland. Contractor shall work Monday through Friday with the exception of Federal holidays or other official closures.
The contractor is required to go through NIST security procedures for badge/ID.
VII. GOVERNMENT FURNISHED PROPERTY, DATA AND/OR INFORMATION
All property, data and information provided by the Government in the performance of this requirement remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement. Likewise all deliverables remain property of the Government.

Upon award of this requirement, NIST will provide on-site office space, workstation, PC, email and
Internet access, telephone, routine office supplies, and access to all facilities needed for the project.
The Contractor shall only access low risk general-purpose IT equipment and common network services available to NIST associates.
VIII. RISK ASSESSMENT
The HSPD-12 Security Risk Level assigned to this contract is IT service low risk.

X. MINIMUM CONTRACTOR/KEY PERSONNEL QUALIFICATIONS
It is estimated that this work will require a minimum of one contractor key personnel with at least 10 years experience in wireless network research, software defined testbed implantation for smart grid applications. The tasks and deliverables defined in this PWS require the Contractor key personnel to possess theoretical knowledge and practical experience in wireless communications, wireless ad hoc networks, and in particular, synchrophasor networks with load balancing capability when the network has multiple gateways (e.g. mesh portal nodes). In addition, the contractor key personnel must be proficient in the use of ns2 network modeling and developing codes for the Emulab-based simulation tool in order to build upon the test tool developed during the course of this project.

(a) Definitions. As used in this provision-- Electronic Funds Transfer (EFT) indicator means a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.
Registered in the System for Award Management (SAM) database means that--
(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into the SAM database;
(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in the SAM database;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and
(4) The Government has marked the record ''Active''.
Unique entity identifier means a number or other identifier used to identify a specific commercial, nonprofit, or Government entity. See www.sam.gov for the designated entity for establishing unique entity identifiers.
(b)
(1) By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
(2) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ''Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address exactly as stated in the offer. The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in the SAM database.
(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. The Offeror should be prepared to provide the following information:
(1) Company legal business name.
(2) Tradestyle, doing business, or other name by which your entity is commonly recognized.
(3) Company physical street address, city, state, and Zip Code.
(4) Company mailing address, city, state and Zip Code (if separate from physical).
(5) Company telephone number.

(d) If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.

(e) Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. . 9 52.227-17 RIGHTS IN DATA--SPECIAL WORKS (DEC 2007)
(a) Definitions. As used in this clause-- "Data" means recorded information, regardless of form or the media on which it may be recorded. The term includes technical data and computer software. The term does not include information incidental to contract administration, such as financial, administrative, cost or pricing, or management information.
"Unlimited rights" means the rights of the Government to use, disclose, reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, in any manner and for any purpose, and to have or permit others to do so.
(b) Allocation of Rights.
(1) The Government shall have--
(i) Unlimited rights in all data delivered under this contract, and in all data first produced in the performance of this contract, except as provided in paragraph (c) of this clause.
(ii) The right to limit assertion of copyright in data first produced in the performance of this contract, and to obtain assignment of copyright in that data, in accordance with paragraph (c)(1) of this clause.
(iii) The right to limit the release and use of certain data in accordance with paragraph (d) of this clause.
(2) The Contractor shall have, to the extent permission is granted in accordance with paragraph (c)(1) of this clause, the right to assert claim to copyright subsisting in data first produced in the performance of this contract.
(c) Copyright--
(1) Data first produced in the performance of this contract.
(i) The Contractor shall not assert or authorize others to assert any claim to copyright subsisting in any data first produced in the performance of this contract without prior written permission of the Contracting Officer. When copyright is asserted, the Contractor shall affix the appropriate copyright notice of 17 U.S.C. 401 or 402 and acknowledgment of Government sponsorship (including contract number) to the data when delivered to the Government, as well as when the data are published or deposited for registration as a published work in the U.S. Copyright Office. The Contractor grants to the Government, and others acting on its behalf, a paid-up, nonexclusive, irrevocable, worldwide license for all delivered data to reproduce, prepare derivative works, distribute copies to the public, and perform publicly and display publicly, by or on behalf of the Government.
(ii) If the Government desires to obtain copyright in data first produced in the performance of this contract and permission has not been granted as set forth in paragraph (c)(1)(i) of this clause, the Contracting Officer shall direct the Contractor to assign (with or without registration), or obtain the assignment of, the copyright to the Government or its designated assignee.
(2) Data not first produced in the performance of this contract. The Contractor shall not, without prior written permission of the Contracting Officer, incorporate in data delivered under this contract any data not first produced in the performance of this contract and that contain the copyright notice of 17 U.S.C. 401 or 402, unless the Contractor identifies such data and grants to the Government, or acquires on its behalf, a license of the same scope as set forth in paragraph (c)
(1) of this clause.
(d) Release and use restrictions. Except as otherwise specifically provided for in this contract, the Contractor shall not use, release, reproduce, distribute, or publish any data first produced in the performance of this contract, nor authorize others to do so, without written permission of the Contracting Officer.
(e) Indemnity. The Contractor shall indemnify the Government and its officers, agents, and employees acting for the Government against any liability, including costs and expenses, incurred as the result of the violation of trade secrets, copyrights, or right of privacy or publicity, arising out of the creation, delivery, publication, or use of any data furnished under this contract; or any libelous or other unlawful matter contained in such data. The provisions of this paragraph do not apply unless the Government provides notice to the Contractor as soon as practicable of any claim or suit, affords the Contractor an opportunity under applicable laws, rules, or regulations to participate in the defense of the claim or suit, and obtains the Contractor?s consent to the settlement of any claim or suit other than as required by final decree of a court of competent jurisdiction; and these provisions do not apply to material furnished to the Contractor by the Government and incorporated in data to which this clause applies.

(a) Upon receipt of accelerated payments from the Government, the Contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all other required documentation from the small business subcontractor.
(b) The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act.
(c) Include the substance of this clause, including this paragraph (c), in all subcontracts with small business concerns, including subcontracts with small business concerns for the acquisition of commercial items.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.

The contractor shall comply with all applicable laws, rules and regulations which deal with or relate to performance in accord with the terms of the contract.
. 13 1352.209-74 ORGANIZATIONAL CONFLICT OF INTEREST (APR 2010)
(a) Purpose. The purpose of this clause is to ensure that the contractor and its subcontractors:
(1) Are not biased because of their financial, contractual, organizational, or other interests which relate to the work under this contract, and
(2) Do not obtain any unfair competitive advantage over other parties by virtue of their performance of this contract.
(b) Scope. The restrictions described herein shall apply to performance or participation by the contractor, its parents, affiliates, divisions and subsidiaries, and successors in interest (hereinafter collectively referred to as "contractor") in the activities covered by this clause as a prime contractor, subcontractor, co-sponsor, joint venturer, consultant, or in any similar capacity.
For the purpose of this clause, affiliation occurs when a business concern is controlled by or has the power to control another or when a third party has the power to control both.
(c) Warrant and Disclosure. The warrant and disclosure requirements of this paragraph apply with full force to both the contractor and all subcontractors. The contractor warrants that, to the best of the contractor?s knowledge and belief, there are no relevant facts or circumstances which would give rise to an organizational conflict of interest, as defined in FAR Subpart 9.5, and that the contractor has disclosed all relevant information regarding any actual or potential conflict. The contractor agrees it shall make an immediate and full disclosure, in writing, to the Contracting Officer of any potential or actual organizational conflict of interest or the existence of any facts that may cause a reasonably prudent person to question the contractor?s impartiality because of the appearance or existence of bias or an unfair competitive advantage. Such disclosure shall include a description of the actions the contractor has taken or proposes to take in order to avoid, neutralize, or mitigate any resulting conflict of interest.
(d) Remedies. The Contracting Officer may terminate this contract for convenience, in whole or in part, if the Contracting Officer deems such termination necessary to avoid, neutralize or mitigate an actual or apparent organizational conflict of interest. If the contractor fails to disclose facts pertaining to the existence of a potential or actual organizational conflict of interest or misrepresents relevant information to the Contracting Officer, the Government may terminate the

contract for default, suspend or debar the contractor from Government contracting, or pursue such other remedies as may be permitted by law or this contract.
(e) Subcontracts. The contractor shall include a clause substantially similar to this clause, including paragraphs (f) and (g), in any subcontract or consultant agreement at any tier expected to exceed the simplified acquisition threshold. The terms "contract," "contractor," and "Contracting Officer" shall be appropriately modified to preserve the Government?s rights.
(f) Prime Contractor Responsibilities. The contractor shall obtain from its subcontractors or consultants the disclosure required in FAR Part 9.507-1, and shall determine in writing whether the interests disclosed present an actual, or significant potential for, an organizational conflict of interest. The contractor shall identify and avoid, neutralize, or mitigate any subcontractor organizational conflict prior to award of the contract to the satisfaction of the Contracting Officer. If the subcontractor?s organizational conflict cannot be avoided, neutralized, or mitigated, the contractor must obtain the written approval of the Contracting Officer prior to entering into the subcontract. If the contractor becomes aware of a subcontractor?s potential or actual organizational conflict of interest after contract award, the contractor agrees that the Contractor may be required to eliminate the subcontractor from its team, at the contractor?s own risk.
(g) Waiver. The parties recognize that this clause has potential effects which will survive the performance of this contract and that it is impossible to foresee each circumstance to which it might be applied in the future. Accordingly, the contractor may at any time seek a waiver from the Head of the Contracting Activity by submitting such waiver request to the Contracting Officer, including a full written description of the requested waiver and the reasons in support thereof.
