DESCRIPTION:
The National Institute of Standards and Technology (NIST) Office of Information Systems
Management (OISM) has a requirement for a Prefabricated In-plant module that will be installed at NIST in a high bay area (Building 202 Engineering Mechanics - Room A130). The space will be used to conduct experiments to develop test methods and provide ground truth measurements in support of the Robotic Systems for Smart Manufacturing Program.
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL
ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-
STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION
FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION
INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY
SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE
WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS
BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE
AUTHORITY OF FAR PART 13.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88.
1352.215-72 INQUIRIES (APR 2010)
Offerors must submit all questions concerning this solicitation in writing to
Judith.hicklin@nist.gov. Questions should be received no later than 3 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation.
Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.

All offerors shall provide a firm-fixed price quotation for the CLIN’S per the Statement of
Work detailed below.
Statement of Work (SOW)
Title: Prefabricated In-Plant Module
1. Background / Overview
The Intelligent Systems Division of NIST has a need for a Prefabricated, In-plant module, approximately 36 ft x 36 ft x 23 ft that will be installed in a high bay area (Room A130, Building
202 Engineering Mechanics Building). The space will be used to conduct experiments to help develop test methods and for proof -of-concept and to provide ground truth measurements in support of the Robotic Systems for Smart Manufacturing Program.
Minimum Requirements
The prefabricated module shall meet the technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. See sketch of module layout attached.
Line Item 0001:
1. Prefabricated module size, wall panels, frames and doors
a. The module shall be approximately 36 ft. x 36 ft. x 23 ft. (Height). The maximum exterior height of the module shall not exceed 23 ft.
b. The module shall have four walls.
c. The module walls shall be solid walls that are not transparent.
d. The module shall have one 72 in. double entry door with windows and one 36 in.
single entry door with window. (See Fig. 1 for approximate locations)
e. The module shall have an approximately 10 ft.x10 ft. electric roll up door. (See
Fig. 1 for approximate location).
f. The module frame shall be made from powder coated steel or similar material to provide rigid support.
g. The module shall include provisions for the addition of a one-story, office space
(described in Line Item 003 and see Fig. 1 for the location of this office space).
h. The module shall be constructed of non-combustible materials.
i. The module will be set on a floor that is uneven. The module shall be leveled (e.g., using a leveling kit) and any gaps between the bottom of the module and the floor shall be sealed (e.g., using a soft seal).
2. Ceiling Panels and Lights
a. The ceiling panel size shall be 2 ft. x 4 ft.
b. The lab module shall have fluorescent T-5 wrap around light fixtures based on a lighting level of 75 foot candle..
3. Power and Data Requirement
a. The module shall be prewired for power and data and shall have one point of connection for data and one point of connection for module power, to include convenience receptacles, lighting, HVAC equipment, etc.
- NIST will provide 30A, 480V Disconnect Switch & 100A, 208V
Disconnect Switch on South wall for extending to in-Plant module
Panel/Power Distribution Module.
b. Point of connection for power shall be at a new electrical panel or power distribution module.
c. The electrical panel shall be located on the wall indicated in Fig. 1.
d. The electrical panel shall include extra capacity for supplying power to the optional office module in Line Item 003.
e. The module shall have two sets of convenience receptacles distributed along the four walls - minimum of sixteen 120V duplex outlets with current capacity up to 20 amps each per 4 duplex outlets. One set of receptacles shall be at approximately 36
in. from the floor and the other set shall be approximately 2 ft. to 10 ft. from the ceiling.
f. The module shall have minimum four data jack units, one for each wall to connect to data line for data transfer.
g. Provide 12 in. wide cable tray along the four walls at approximate 12 ft. height from the floor.
h. Provide one 120 V duplex outlet over each entry door for emergency exit signage
i. Provide four 120 V duplex outlets, one in the middle of each wall at 10 ft. from the floor, for emergency lighting.
j. OPTIONAL: The module shall have one 480 VAC outlet (rated for a minimum of
3 KVA) on the wall indicated in Fig. 1. 3P-30A fused at 10A, HD Disconnect
Switch, fed from a 3P-20A 480V panel, mounted on South wall as marked in sketch.
4. Documents
a. Vendor shall provide footprint and facility requirement documentation to NIST
TPOC via an email attachment, NLT seven (7) days ARO.
b. Vendor shall provide all information regarding electrical supply and exhaust requirements to the NIST TPOC in PDF format via an email attachment, NTL seven (7) days ARO.
5. Safety
a. All electrical components inside the module shall be UL listed.
6. Environmental Controls
a. Provide cooling only air-conditioning unit(s) to control the temperature within the module (Temperature Range 68 °F with a + or – 2 °F gradient within the space under all occupied conditions). Preference will be given to vendors that provide a chilled water cooling only air-conditioning unit that will be hooked up to the NIST chilled water system. Air-conditioning equipment shall not raise the temperature of the surrounding space by more than 1 °F.
b. If the vendor provides a chilled water cooling only air-conditioning unit, the unit shall be located, if feasible, on the southeast side of the module roof as indicated in
Fig. 1. Coordinate the location with the TPOC/COR for approval prior to delivery.
If the unit is placed on the roof, the vendor shall provide a ladder on the outside of the module for roof access.
c. Provide any HVAC ducts, registers, and other equipment necessary to achieve the temperature range stated in 6a.
d. The air-conditioning system must have HEPA filters either in the air handling units or as individual units in the ceiling grid.
7. Components of the module shall not interfere with the existing cranes in the high bay and their path(s) of travel.
Warranty
Commercial Warranty of at least one (1) year shall be acceptable and shall start on the date of final acceptance. Contractor shall submit their commercial warranty with their quotation. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the U.S. Government during the warranty period.
Delivery
Delivery shall be FOB DESTINATION and shall take place no later than 2 months ARO unless mutually agreed upon the Government’s ability to receive later.
1. Installation
The prefabricated, in-Plant module shall be installed in A130, building 202 at NIST, Gaithersburg, MD. NIST shall provide all necessary utilities for installation. The module shall be installed within 9 months after delivery Line Item 001.
a. The in-Plant Module shall be installed by the contractor and meet the contract specifications.
b. Vendor shall uncrate/unpack all of the components and provide any rigging and set-up equipment/tools required.
c. Vendor shall provide a demonstration of all module features.
d. Vendor shall be responsible for clean-up and trash removal.
2. Warranty
Commercial Warranty of at least one (1) year shall be acceptable and shall start on the date of final acceptance. Contractor shall submit their commercial warranty with their quotation. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the U.S.
Government during the warranty period.
Line Item0002: Option for additional connected office space
This module will be constructed over a pit that is covered with metal plates with a 500 psf loading capacity. Only one of the 18 ft. walls will be located on the concrete floor that surrounds the metal plates.

a. The module shall be approximately 18 ft. x 13 ft. x 12 ft. (Height)
b. The module shall have three walls.
c. The module walls shall be solid walls that are not transparent.
d. The module shall be connected to the module in Line Item 001 (See Fig. 1 for approximate location).
e. Frame shall be made from powder coated steel or similar material to provide rigid support.
f. The module shall have a raised floor to span a metal floor that covers a pit.
2. Ceiling Panels and Lights
a. The ceiling panel size shall be 2 ft. x 4 ft.
b. The lab module shall have energy efficient lighting based on a lab lighting level of
75 foot candle.
3. Power and Data Requirement
a. The module shall be prewired for power and data and shall have one point of connection for data and one point of connection for module power, to include convenience receptacles, lighting, HVAC equipment, etc.
b. Point of connection for power shall be at the electrical panel for the module in Line
Item 001.
c. The module shall have set of convenience receptacles distributed along the three walls - minimum of eight 120V duplex outlets with current capacity up to 20 amps per 4 duplex outlets. The set of receptacles shall be at approximately 36 in. from the floor.
d. The module shall have minimum three data jack units, one for each wall to connect to data line for data transfer.
e. Provide one 120 V duplex outlet, in the middle of one wall at 10 ft. from the floor, for emergency lighting.
4. Documents

Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony
Conviction Under Any Federal Law (Class Deviation) (March 2015)
(1) In accordance with Sections 744 and 745 of Division E, Title VII, of the Consolidated and
Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), none of the funds made available by the Consolidated and Further Continuing Appropriations Act, 2015 funding may be used to enter into a contract with any corporation that-
(a) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where an awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and has made a determination that this further action is not necessary to protect the interests of the Government, or
(b) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.

Violations. (Class Deviation) (March 2015)
(a) In accordance with Section 523 of Division B, Consolidated and Further Continuing
Appropriations Act, 2015, (Pub. L. 113-235) none of the funds made available by the Act may be used to enter into a contract in an amount greater than $5,000,000 unless the prospective contractor certifies in writing to the U.S. Consolidated and Further Continuing that, to the best of its knowledge and belief, the contractor has filed all Federal tax returns required during the three years preceding the certification, has not been convicted of a criminal offense under the Internal
Revenue Code of 1986, and has not, more than 90 days prior to certification, been notified of any unpaid Federal tax assessment for which the liability remains unsatisfied, unless the assessment is the subject of an installment agreement or offer in compromise that has been approved by the
Internal Revenue Service and is not in default, or the assessment is the subject of a non-frivolous administrative or judicial proceeding.

NIST LOCAL 04 BILLING INSTRUCTIONS
(a) NIST prefers electronic Invoice/Voucher submissions and they should be emailed to

INSTRUCTIONS:
System for Award Management
In accordance with FAR 52.204-7, the awardee must be registered in the System for Award
Management (www.sam.gov) prior to award. Refusal to register shall forfeit award.
DUE DATE FOR QUOTATIONS
*** The due date and time for receipt of quotations is June 20, 2016 no later than
12:00 PM EST. The offeror shall hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.
Quotations must be received at judith.hicklin@nist.gov before the due date and time specified in the solicitation. Facsimile quotations will not be accepted. Only information received on or before the due date and time shall be considered for award. Any quotation, or part thereof, received after the due date and time, shall be deemed late and not considered for award.
Addendum to FAR 52.212-1, Quotation Preparation Instructions
All Offerors shall submit all of the following:
1) Price Quotation: Firm-fixed price for each CLIN and discount terms, preferably FOB
Destination, for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due.
2) Technical Quotation / Capability: Offerors shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The offeror must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in the statement of work by providing a citation to the relevant mailto:INVOICE@NIST.GOV http://www.sam.gov/ mailto:judith.hicklin@nist.gov section of its technical description or product literature. If applicable, evidence that the Offeror is authorized by the original equipment manufacturer to provide the item(s) in the quotation should be included. The Offerors shall acknowledge that NIST will not store the equipment onsite before it is installed.
Acceptance of Terms and Conditions: This is an open-market solicitation for software maintenance and support as defined herein. The Government intends to award a Purchase
Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements:
“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:
Offeror shall list exception(s) and rationale for the exception(s)
Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price.
However, the terms and conditions stated herein will be included in any resultant Purchase
Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.
EVALUATION FACTORS: The Government will award a purchase order resulting from this solicitation to the lowest price Offeror meeting technical acceptability requirements. To be technically acceptable, the quotation must clearly demonstrate compliance with the requirements of Line Items as detailed above.
Price: The Government will evaluate price for reasonableness.
1352.233-70 AGENCY PROTESTS (APR 2010)
(a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority. See 64
Fed. Reg. 16,651 (April 6, 1999)
(b) Agency protests filed with the Contracting Officer shall be sent to the following address: NIST/ACQUISITION MANAGEMENT DIVISION

(d) A complete copy of all agency protests, including all attachments, shall be served upon the Contract Law Division of the Office of the General Counsel within one day of filing a protest with either the Contracting Officer or the Protest Decision Authority.

(a) A protest may be filed with either the Government Accountability Office (GAO) or the Court of Federal Claims unless an agency protest has been filed.
(b) A complete copy of all GAO or Court of Federal Claims protests, including all attachments, shall be served upon (i) the Contracting Officer, and (ii) the Contract Law Division of the Office of the General Counsel, within one day of filing a protest with either GAO or the Court of
Federal Claims.
