Attachment II – Statement of Work

I. BACKGROUND

The National Institute of Standards and Technology (NIST) has entered into a three-year agreement with the National Aeronautics and Space Administration (NASA) to participate in the NASA Panel for Data Evaluation and to provide evaluated data for inclusion in the report of the panel, “Chemical Kinetics and Photochemical Data for Use in Atmospheric Studies”. The entire scientific community involved into atmospheric studies across the world has come to rely on the kinetic and photochemical data recommended by the NASA Panel for atmospheric modeling. In particular, the major international scientific assessments by the World Meteorological Organization on climate change and ozone depletion accept these NASA recommendations as the kinetic and photochemical basis for the atmospheric studies. In recent years, the focus of the panel has expanded somewhat to include the upper troposphere, necessitating an expansion in the types of data included in the Report. Much of the work in the agreement between NIST and NASA is associated with this expansion. The present version of the Panel report can be obtained at http://jpldataeval.jpl.nasa.gov.

As part of the agreement, NIST is responsible for carrying out a number of data evaluation activities and laboratory kinetics studies. The data evaluation activities include: 1.) An expansion of the table of thermodynamic properties; 2.) Reactions in the aqueous solution; 3.) Physical and chemical properties of nitrogen, oxygen, and halogen radicals in aqueous solution ozone-alkene reactions; 4.) Data on solubility of organic compounds at low temperatures; 5.) Equilibrium constants of nitrogen oxides; and 6.) Other processes of possible importance to the chemistry of the upper troposphere.

II. OBJECTIVE/PURPOSE

NIST requires Contractor support in each of the aforementioned data evaluation activities so that NASA Data Evaluation “Chemical Kinetics and Photochemical Data for Use in Atmospheric Studies” can provide the atmospheric science community with updated and new recommendations for photochemical parameters thus improving modeling results, which are utilized by policy makers in making decisions relating to anthropogenic effects on the environment.

The objective of the work provided below is to provide NIST and the NASA Panel with tables of new and updated recommendations, notes, and a list of referenced publications, for inclusion in the Data Panel report and detailed plans for the expansion of the data tables.

III. SPECIFIC TASKS

The Contractor shall provide all labor, supervision, and materials to complete the following tasks.

The Contractor shall provide all technical recommendations through the NIST Technical Point of Contact (TPOC) and Contracting Officer’s Representative (COR) prior to forwarding and presenting the recommendations to the NASA Panel.

Tasks for Base Year:

1. The Contractor shall draft a report (electronic and written format) containing a table of reactions of halogen compounds in water of possible importance to the activation (conversion to volatile gasses) of halides in atmospheric droplets.

2. The Contractor shall draft a report (electronic and written format), which includes updated tables of Henry’s Law constants. The updated recommendations and suggestions for Henry’s Law constants shall be summarized within the report.

a. Both reports shall include notes with a detailed explanation of the reasoning behind all recommendations and suggestions.

3. The Contractor shall attend up to two meetings to present the recommendations for the Data Panel. The Contractor shall determine the format of the presentation to be presented to the Data Panel. The presentation shall include the recommended values, if possible, as a function of temperature and pressure. The presentation must be submitted to the TPOC and COR at least 2 weeks prior to meeting date. Each meeting is expected to last up to 4 days. All meetings will be held in the Continental U.S. The NIST TPOC and COR will notify the Contractor at least 30 days prior to each meeting of the precise dates, times, and location of the respective meeting(s).

4. The Contractor shall participate in all teleconferences scheduled by the Chair of the Data Panel for the duration of the period of performance.

Tasks for Option Year 1:

1. The Contractor shall draft a report (electronic and written format) containing tables of the nucleophilic substation reactions of halogenated organic compounds in aqueous solutions.

2. The Contractor shall draft a report (electronic and written format), which includes updated tables of Thermochemical Properties for the NASA Data Panel Report. The updated recommendations for thermochemical properties shall be summarized within the report.

a. Both reports shall include notes with a detailed explanation of the reasoning behind all recommendations and suggestions.

3. The Contractor shall attend up to two meetings to present recommendations for the Data Panel. Each meeting shall last up to 4 days.

Tasks for Option Year 2:

1. The Contractor shall draft a report (electronic and written format) on the solubility and thermodynamic properties of highly oxygenated C6 and lower compounds associated with isoprene oxidation. Insert these values into the appropriate Tables of recommendations;

2. The Contractor shall draft a report (electronic and written format) containing kinetic and equilibrium constant data on the dinitrogen oxides.

All meetings will be held in the Continentals U.S. The NIST TPOC and COR will notify the Contractor at least 30 days prior to each meeting of the precise dates, times, and location of the respective meeting(s).
