Attachment I – Combined Synopsis/Solicitation THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-83, effective August 3, 2015.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541990 – All Other Professional, Scientific, and Technical Services. The small business size standard is $15M. This acquisition is 100% set-aside for small businesses.

Background Information The National Institute of Standards and Technology (NIST) has entered into a three-year agreement with the National Aeronautics and Space Administration (NASA) to participate in the NASA Panel for Data Evaluation and to provide evaluated data for inclusion in the report of the panel, “Chemical Kinetics and Photochemical Data for Use in Atmospheric Studies”. The entire scientific community involved into atmospheric studies across the world has come to rely on the kinetic and photochemical data recommended by the NASA Panel for atmospheric modeling. In particular, the major international scientific assessments by the World Meteorological Organization on climate change and ozone depletion accept these NASA recommendations as the kinetic and photochemical basis for the atmospheric studies. In recent years, the focus of the panel has expanded somewhat to include the upper troposphere, necessitating an expansion in the types of data included in the Report. Much of the work in the agreement between NIST and NASA is associated with this expansion. The present version of the Panel report can be obtained at http://jpldataeval.jpl.nasa.gov.

As part of the agreement, NIST is responsible for carrying out a number of data evaluation activities and laboratory kinetics studies. The data evaluation activities include: 1.) An expansion of the table of thermodynamic properties; 2.) Reactions in the aqueous solution; 3.) Physical and chemical properties of nitrogen, oxygen, and halogen radicals in aqueous solution ozone-alkene reactions; 4.) Data on solubility of organic compounds at low temperatures; 5.) Equilibrium constants of nitrogen oxides; and 6.) Other processes of possible importance to the chemistry of the upper troposphere.

NIST requires Contractor support in each of the aforementioned data evaluation activities so that NASA Data Evaluation “Chemical Kinetics and Photochemical Data for Use in Atmospheric Studies” can provide the atmospheric science community with updated and new recommendations for photochemical parameters thus improving modeling results, which are utilized by policy makers in making decisions relating to anthropogenic effects on the environment.

The objective of the work provided herein is to provide NIST and the NASA Panel with tables of new and updated recommendations, notes, and a list of referenced publications, for inclusion in the Data Panel report and detailed plans for the expansion of the data tables.

Responsible quoters shall provide pricing for the following line items:

LINE ITEM 0001: Quantity twelve (12) months – The Contractor shall provide support services in accordance with Attachment II – Statement of Work.

OPTION LINE ITEM 0002: Quantity twelve (12) months – The Contractor shall provide support services in accordance with Attachment II – Statement of Work.

OPTION LINE ITEM 0003: Quantity twelve (12) months – The Contractor shall provide support services in accordance with Attachment II – Statement of Work.

REQUIRED SUBMISSIONS

All quoters shall submit the following:

1. For the purpose of evaluation of Technical Capability:

Documentation and literature, which clearly demonstrates that the services being quoted meets or exceeds the specifications, identified within Attachment II – Statement of Work;

Documentation and literature that clearly demonstrates the proposed Contractor personnel possesses the Contractor qualifications identified within Attachment II – Statement of Work.

2. For the purpose of evaluation of Price:

A firm-fixed price, FOB Destination price quotation for each identified line item;

3. Quoters shall include a completed copy of the attached provision – Attachment III, “Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law (Class Deviation) (March 2015)” with their quotation in order to be considered for award.

4. This is an small business set-aside open-market combined synopsis/solicitation for Contractor support as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and conditions herein as follows:

a. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

OR

b. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:…”

Offeror shall list exception(s) and rationale for the exception(s)

Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.

5. The DUNS # for the quoter’s active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award.

DUE DATE FOR QUOTATIONS

E-mail quotations are required. All quotations must be submitted, via e-mail, to Adam Powell at adam.powell@nist.gov.

Submission must be received not later than 1:00 p.m. Eastern Time on September 9, 2015. An e-mail quotation shall be considered received when it is received in the electronic inbox of Adam Powell.

EVALUATION CRITERIA AND BASIS FOR AWARD

The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest price technically acceptable quotation.

Technically acceptable means that the quoted services meet all required requirements identified herein.

Price will be evaluated for reasonableness.

The following CAR provision applies to this acquisition:

· Offerors must submit all questions concerning this solicitation in writing to Adam Powell, via e-mail adam.powell@nist.gov. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.

· The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within any time prior to expiration of the contract.

52.217-9 Option to Extend the Term of the Contract

(a) The Government may extend the term of this contract by written notice to the Contractor within any time prior to expiration of the contract provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 15 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years 52.237-2 Protection of Government Building, Equipment, and Vegetation;
