Combined Synopsis/Solicitation
Request for Quotation Number SB1341-15-RQ-0721
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR
COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND
A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED
USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST
PROGRAM FOR CERTAIN COMMERCIAL ITEMS.
This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition
Circular 2005-83 effective July 2, 2015.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is being procured using full and open competition. Simplified acquisition procedures will be utilized.
The National Institute of Standards and Technology (NIST)/Surface and Trace Chemical
Analysis Group conducts research on the chemical and structural properties of matter by applying various ion and photon based microscopies whose resolution range from micrometers to nanometers; Researches the fundamental aspects of the excitation process, quantification, standards development, instrumental improvements, and data analysis challenges associated with these analytical methods; Conducts research on autoradiography and nuclear track methods; Conducts research in generation and size-calibration of particles; Develops and applies methods for the concentration, separation, and isotope measurement of trace atmospheric gases and particles; Researches fundamental aspects of trace detection of explosive and narcotic particles using ion mobility spectrometry;
Applies analytical microscopy methods to problems in materials science, semiconductor technology, bioscience, environmental science, and homeland security.
The Group has a requirement for a High Resolution Mass Spectrometer System to provide critical support to several projects. Specifically, the Group requires a system that has the ability to analyze solid-phase environmental particulates of organic molecules (as molecular ion species) and inorganic salts (as either molecular or component species).
The required system must provide for the removal of such solid particulates from a solid surface, provide for ionization of such particles after removal, provide for transmission of the ionized material into the ambient/vacuum interface of the mass spectrometer, and provide mass analysis at high mass resolution in route to subsequent detection.
OPTION LINE ITEMS
Line items 0005, 0006, 0007, and 0008 are option line items. Quoters must provide a firm-fixed price for all option line items. Prices for option line items shall remain valid for a period of six months from the date of award.
The Government may exercise option line items, at its discretion, at the time of award and/or within six months from the date of award. Options will be exercised by the issuance of a modification (Standard Form 30).
Responsible quoters shall provide pricing for all of the following line items.
LINE ITEM 0001 – BASE LINE ITEM: Quantity one each High Mass Resolution Ambient
Ionization Mass Spectrometer System meeting all of the following required specifications:
1. The system must attain a minimum mass resolution of at least 40,000 m/Δm (mass divided by change in mass) as determined by the full-width half maximum method
(FWHM) for as little as 1 ng of pure solid material species within the 200 m/z to
300 m/z mass range.
Stronger consideration will be given to equipment that can provide this minimum mass resolution for:
a) The larger mass range of 100 m/z to 1000 m/z AND/OR
b) For as little as 0.1 ng of pure solid material.
2. The system must provide tandem mass spectrometry (MS/MS) capabilities and detector gain of at least 1 x 106.
MS/MS capabilities via a quadrupole or similar scanning-type of mass analyzer time-of-flight, and/or a separate collision cell are acceptable. Fourier transform
(FT)-MS systems and magnetic sector systems are not acceptable because of laboratory infrastructure considerations.
Stronger consideration will be given to equipment that can provide detector gain of 1 x 107 or higher.
3. Such small amounts of aforementioned material are generally known to produce transient signals that are a challenge to many mass spectrometers. The technology within the mass spectrometer system must maximize signals and mass resolution for such minute amounts of non-constant signal introductions.
4. The system must be compatible with all of the following sample introduction methods/ion sources: liquid chromatography (LC), electrospray ionization (ESI), atmospheric pressure chemical ionization (APCI), and atmospheric pressure photoionization (APPI).
For the purpose of this solicitation, compatible means that the system is known to be able to produce data from each of these sample introduction methods/ion sources.
Stronger consideration will be given to a system that has additional compatibility with any of the following sample introduction methods/ion sources:
direct inlet probe (DI), laser desorption ionization (LDI), thermal ionization
(TI), laser diode thermal desorption (LDTD), and Liquid Extraction Microanalysis
(LESA) or Liquid-Micro-junction Surface Sampling Probe (LMJ-SSP).
5. The system must have a mass accuracy (which can be at a defined mass by the Contractor) in MS mode of less than 3 parts per million (ppm) for external calibration and less than 1 ppm for internal calibration.
6. Instrument software must be compatible with the Windows 7 operating system to display, analyze, and record data. The delivered instrument computer must come with all current security updates (as of date of delivery) installed on the hard drive.
Instrument software must operate correctly with most recent Microsoft updates and/or patches.
LINE ITEM 0002 – BASE LINE ITEM: Quantity one (1) job Installation and Testing.
The Contractor shall install the mass spectrometer system, hardware and software, according to manufacturer specifications on-site at the NIST Gaithersburg location.
Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook-up of all equipment, start-up, demonstration of all required specifications, and removal of all trash.
NIST will provide the following materials to be used to review system performance as related to the minimum requirements: a) Lead (II) nitrate in aqueous solution containing
0.5% nitric acid at 1000 µg/mL and 10 µg/mL (either can be further diluted with solvent of Contractor choice to determine ultimate detection limits, mass accuracy, and mass fractionation), and b) solid powder of Lead (II) oxide.
The review with these NIST-provided materials is for the determination of optimal values with the assistance of trained Contractor personnel and such additional data beyond that being used by the Contractor to prove compliance with all minimum specifications and will not serve as a means for rejecting the system.
LINE ITEM 0003: BASE LINE ITEM: Qty 1 Job Training
The Contractor shall schedule and facilitate training for three (3) NIST personnel, on-site at NIST Gaithersburg. The training shall provide a thorough demonstration of all equipment functions, equipment operation, methods/instrument modes, and basic troubleshooting. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.
LINE ITEM 0004: BASE LINE ITEM: Qty 1 Year Warranty
The Contractor shall provide, at a minimum, a one year warranty for the equipment. The warranty shall cover all materials and parts for all components delivered with the system, including sample introduction methods and/or ion sources. The warranty shall cover all parts, labor and travel. The warranty shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications.

Atmospheric Pressure Photoionization (APPI).
LINE ITEM 0008 – OPTION LINE ITEM: Qty 1 each Sample Introduction Method/Ion Source.
Quoters must quote a quantity of one each of any one of the following sample introduction methods/ion sources:
Direct Inlet Probe (DI) OR
Laser Desorption Ionization (LDI) OR
Thermal Ionization (TI) OR
Laser Diode Thermal Desorption (LDTD) OR
Liquid Extraction Microanalysis (LESA) OR
Liquid Microjunction Surface Sampling Probe (LMJ-SSP).
PERIOD OF PERFORMANCE
Delivery, installation, testing, and training shall be completed not later January 31, 2016.
DELIVERY TERMS
Delivery terms shall be FOB Destination.
FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
PAYMENT SCHEDULE
The successful Contractor shall be paid in one lump sum payment upon successful completion of delivery, installation, testing, training and demonstration of all required specifications. Payment shall not be authorized if the equipment does not meet all required specifications.
EVALUATION CRITERIA AND BASIS FOR AWARD
The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, results in the best value to the Government, price and other factors considered.
The following will be used to evaluate quotations:

Past Performance
Price
Technical Capability and Past Performance, when combined, shall be equal in importance to price.
TECHNICAL CAPABILITY
Technical capability shall be evaluated to determine the Contractor’s ability to successfully deliver the required equipment. Documentation will be evaluated to determine that the quoted equipment meets all required specifications, that installation, testing, and training can be successfully completed and that all option line items can be delivered.
In determining best value, stronger consideration shall be given to equipment that:
1. Can provide the minimum mass resolution in Line Item 0001, specification 1 for
a) The larger mass range of 100 m/z to 1000 m/z and/or
b) For as little as 0.1 ng of pure solid material and/or
2. Can provide detector gain of 1 x 107 or higher; and/or
3. Has additional compatibility with any of the sample introduction methods/ion sources listed in Line Item 0001, Specification 4.
PAST PERFORMANCE
Past Performance shall be evaluated to determine the overall quality of the service provided by the Contractor. Evaluation of Past Performance shall be based on the references provided and/or the quoter’s recent and relevant procurement history with
NIST, its’ affiliates, and/or other relevant references. Past performance evaluation shall determine the overall quality of the services and/or end products provided by the
Contractor.
Quoters with no relevant past performance will receive a neutral rating.
PRICE
Price will be evaluated to determine that the total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the
Government. The Government will evaluate the aggregate price of the base and option line items.
REQUIRED SUBMISSIONS
All quoters shall submit the following within their quotation:
1) A firm-fixed price, F.O.B. Destination price quotation for the base line items and all option line items. The price shall include all requirements of each line item;
2) Two (2) originals of technical description and/or product literature. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the required specifications stated herein. It is the responsibility of the quoter to ensure that all specifications are clearly documented;
3) If product literature does not address any given specification, a discussion of how the Contractor will meet or exceed required specifications. Modifications to the quoted system must be discussed;
4) Past performance information regarding relevant contracts over the past three years with Federal, state, or local governments, and/or commercial customers.
If the quoter intends to subcontract with another firm(s) for part of this requirement, that firm’s past performance information shall also be provided. If the firm has no relevant past performance, it shall include a statement to that effect in its proposal. The Government reserves the right to consider data obtained from sources other than those described by the quoter in their quotation.
The description of each contract described in this section shall not exceed one-half page in length. For each contract, the quoter shall provide the following information:
-Contract number;
-Description and relevance to solicitation requirements include dollar value;
-Period of Performance – indicate by month and year the state and completion (or
“ongoing”) dates for the contract;
-Reference Contact – If a non-Government contract, identify the name and address of the client with current telephone number and email address of a point of contact of the client responsible for the contract;
-Contracting Office – If a Government contract (Federal or state), identify the
Procuring Contracting Officer (PCO), administrative Contracting Officer (ACO), and
Contracting Officer’s Representative (COR), and their names, current telephone numbers and email addresses.
-Problems Encountered – include information regarding information regarding any problems encountered on the contracts described above and corrective actions taken to resolve those problems.
4) A description of the proposed warranty;
5) This is an Open-Market Combined Synopsis/Solicitation for equipment, as defined herein. The Government intends to award a Purchase Order as a result of this Combined
Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows:
a. The quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
b. The quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:”
Quoter’s shall list exception(s) and rationale for the exception(s)
Please note that this procurement IS NOT being conducted under the GSA Federal
Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation;
6) The Dun and Bradstreet Number (DUNS number) for the quoter’s active System for
Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to receive an award;
7) Quoters shall include a completed copy of the attached provision, “Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction
Under Any Federal Law (Class Deviation) (March 2015)” with their quotation.

E-mail quotations are required. All quotations must be submitted via e-mail to Carol A.
Wood, Contract Specialist at Carol.wood@Nist.gov. FAX quotations will not be accepted.
Submission must be received not later than 3:30 p.m. Eastern Time on August 12, 2015. A quotation shall be considered received when it is received in the electronic inbox of
Carol Wood not later than the date and time identified herein.

Conviction Under Any Federal Law (Class Deviation) (March 2015)
(1) In accordance with Sections 744 and 745 of Division E, Title VII, of the
Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), none of the funds made available by the Consolidated and Further Continuing Appropriations Act, 2015 funding may be used to enter into a contract with any corporation that-
(a) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where an awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and has made a determination that this further action is not necessary to protect the interests of the
Government, or
(b) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.
