QUESTION 1: What is the preferred ionization source for the testing of Lead (II) nitrate in aqueous solution containing 0.5% nitric acid at 1000 μg/mL and 10 μg/mL and the preferred ionization source for the testing solid powder of Lead (II) oxide?
RESPONSE 1: NIST will test either or both materials with all sources that are delivered with the instrument, including ESI, APCI, and/or a desorption-based ionization source.
QUESTION 2: Will you allow the contractor to test samples prior to guaranteeing the demonstration of ultimate detection limits, mass accuracy, and mass fractionation if these samples were not analyzed prior to bid submission. Our concern lies in guaranteeing performance on any untested material.
RESPONSE 2: NIST will provide the samples to the successful vendor for testing on their premises prior to delivery of the system, if requested. Sample testing is not a part of the solicitation process.
Performance on these materials shall not be a metric for rejecting the system.
The interest of NIST is to achieve the best-possible data on these materials with trained professionals that can maximize system performance. It is not required to have such data prior to award or at the time of instrument delivery.
QUESTION 3: Have other vendors had the opportunity to analyze the above materials prior to the bid solicitation?
RESPONSE 3: During the market research phase, vendors were offered the opportunity to analyze the aforementioned test materials. Vendor response and vendor data related to that opportunity are not factors that will impact award, nor are they criteria for acceptance of any delivered equipment.
However, the testing data on a delivered system is important to NIST as such maximized performance on these materials will aid in achieving the ultimate utility of the delivered system. To reiterate, the testing material data is separate from criteria that impact award and acceptance.
QUESTION 4: If NIST does not exercise option line item 0005, Liquid Chromatography, how will the salient requirements of the high resolution mass spectrometer system be determined?
RESPONSE 4: Performance on the salient requirements can be determined with NIST-owned syringe pumps. The vendor can provide their own syringes and tubing if desired.
QUESTION 5: I have just begun to review the synopsis and I have a question about
LINE ITEM 0005 – OPTION LINE ITEM: Qty 1 each Sample Introduction
Method/Ion Source: Liquid Chromatography on page 3. I am not sure what is being asked for here. Is this asking for a liquid chromatograph or is it asking for the ability to interface a liquid chromatograph via an ion source, such as electrospray ionization? Or is it something else?
RESPONSE 5: For the referenced Line Item 0005, the vendor must provide a technical and price quotation for an LC system, if not included with their base mass spectrometer system.
Similarly, the vendor must provide a technical and price quotation for an APCI (Line Item 0006), APPI (Line Item 0007), and alternative ion source (Line Item 0008) if these are not included with their base system. Based on market research, it is presumed that all systems will include an ESI source as part of the base mass spectrometer system.
