SB1341-15-RQ-0573, Amendment 1

Question #1:

4.1 Machine Size

Is the machine height a facilities height limit?

Answer: Yes.

#2: If yes can the machine be in a pit?

Answer: No, NIST cannot recess the VTL into a pit.

#3: 4.7 Turret Will other tool holding systems be considered if they meet the other requirements in this section?

Answer: No. The proposed VTL must conform to static and live tool requirements.

#4: 4.9 Associated tooling Included Calls for two hydraulic chucks. Is one chuck that covers the full range acceptable?

Answer: No, NIST requires two chucks as a smaller chuck will be used the majority of the time.

#5 The Scope states “Contractor shall manufacture, Deliver, Install and Demonstrate the operation of VTL.” We do not Manufacture…Do I need to take exception to this since we do not manufacture this machine?

Answer: The word manufacture has been changed to provide in the Statement of Work.

#7: Is this machine going into the same building that the Large Boring Mill is going into?

Answer: This machine will be located in the same building as the Boring Mill, but in a separate wing with separate access.

#8: Will there be a site visit scheduled?

Answer: No site visit will be scheduled. The Access point is a 10ft high by 12ft wide door.

#9: Is this machine planned to be installed before or after the Boring Mill? This could impact the rigging costs.

Answer: NIST expects the VTL to be installed before the HBM. Again, the VTL will be located in a different wing of the building.

#10: In the SOW Section 4.5, acceptable controllers are listed at "Fanuc, Mazcontrol, or Heidenhain". I believe that should read Mazatrol since there are multiple machines in the shop that have this control. Our official name for the current controls are "Mazatrol Matrix Nexus 2; or Mazatrol Smart". Can you clarify that these would be acceptable controls.

Answer: Mazatrol is correct. The SOW has been revised accordingly.

#11: In the Synopsis, under "Required Submissions" Section 3 list two statements regarding acceptance and exceptions to the terms and conditions. Is there a place where I can get a copy of the complete terms and conditions that will be included in the award document?

Answer: All terms and conditions are contained in the Solicitation document. The revised Solicitation document includes a Payment Schedule, which was omitted from the original posting. The provisions will be removed from the resultant Purchase Order prior to award.
