THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS
PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-
STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR
COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION
INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY
SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE
WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS
BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE
AUTHORITY OF FAR 13.5.
This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-77.
The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size of 38.5 million dollars. This is a 100% small business set aside.

Offerors must submit all questions concerning this solicitation in writing to
Lynda.Roark@nist.gov. Questions should be received no later than 10 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation.

BACKGROUND
The National Voluntary Laboratory Accreditation Program (NVLAP) provides third-party accreditation to testing and calibration laboratories in response to legislative actions or requests from government agencies or private-sector organizations.
NVLAP laboratories are assessed against the management and technical requirements published in the International Standard, ISO/IEC 17025:2005. Currently, NVLAP uses an in-house and obsolete software system to conduct accreditation services. A versatile, sensitive, and easy to use web-based accreditation management system software product is required to assist NVLAP to manage over 700 accredited laboratories.
PURPOSE
The National Institute of Standards and Technology (NIST) NVLAP has a requirement for a
Commercial Off the Shelf (COTS) product that provides an online, web-based accreditation management system to provide accreditation services to government agencies and private-sector testing and calibration laboratories. The system shall have the capability to provide a web based portal for customers that are renewing or changing their current accreditation and provide a web mailto:Lynda.Roark@nist.gov mailto:Donald.Graham@nist.gov based internal accreditation management system for multiple users.
REQUIREMENTS:
Minimum IT Security Requirements:
Software must meet NIST IT Security and Standard operating configuration requirements as follows:
The Government will perform security assessments for authorization (A&A) and continuous monitoring, to include web, database, and operating system vulnerability scanning (as applicable) and will inform the Contractor of identified risks associated with missing patches and/or configuration settings. The Government will determine the risk rating of identified vulnerabilities.
The Government requires that the Contractor provide an action plan, and a schedule for implementing the action plan, post award, and provide an updated version of the software at no cost to the Government, to mitigate security risks found during A&A and continuous monitoring activities not later than 90 days of NIST’s notification of security risks. The software cannot be officially used until the Government has completed its A&A and the vendor has addressed all action items.
Post contract award, the Government will perform ongoing security assessments for continuous monitoring and will inform the Contractor of identified risks. The Government will determine the risk rating of identified vulnerabilities. The Contractor shall respond to the Government with an action plan and schedule to mitigate security risks found within 30 days of notification of security risks. The Government will notify the Contractor if the action plan and schedule is acceptable.
The Government will perform assessments during installation and immediately prior to use of the system.
The Contractor shall implement the action plan on schedule.
Internet Protocol Version 6 (IPv6):
The Contractor shall have its services be accessible through both Internet Protocol Version 6
(IPv6) and IPv4. If not already compliant, the Contractor must provide the Government with a statement regarding its plans to implement IPv6, including timeframe.
Section 508:
The Contractor shall create and maintain a website with content and links that comply with
Section 508 of the Rehabilitation Act.
Two-Factor Authentication:
The Contractor shall configure its system or application to accept the Personal Identity
Verification (PIV) Card for user authentication, in accordance with the Homeland Security
Presidential Directive 12 (HSPD-12): Policy for a Common Identification Standard for Federal
Employees and Contractors. The Contractor must be available to work with the Government in implementing steps towards implementation of this requirement. The Contractor’s application shall implement PIV authentication through integration with the NIST operated Active Directory
Federation Services (ADFS) infrastructure. The ADFS service allows integration via SAML 2.0 and provides end-user authentication via PIV and NIST approved alternate authentication methods. Applications that cannot integrate with ADFS will implement PIV (certificate based authentication). Alternatives to PIV authentication must also be supported to allow access by users when their PIV card is not available. Alternative authentication mechanisms shall be consistent with NIST Special Publication 800-63 and the system’s accessed Level of Assurance
(LOA). The LOA of this solution is anticipated to be 2.

Line Item 0001, Web-Based Accreditation Management System, meeting or exceeding the following minimum requirements:
a) Must be Web-based, hosted by NIST (not hosted in the Cloud), including web access for public facing customers. Must be compatible with NIST’s Base Platform, Windows 2008 R2 Server, Oracle Database (11g), and Coldfusion Web Application Server.
b) Must be able to assign tasks to defined system users. (ie; reviewing laboratory application;
processing a laboratory invoice; reviewing audit responses)
c) Must have Dashboard Alert capability to notify defined system users when action items are ready for action. (ie: send email notification to external system user when application is due or send notification to internal system user when an application is received from external system user)
d) Must be capable of Multiple Users (approximately 20 internal system users and up to 1000 external system users)
e) Must have capability to configure roles for identified system users (ie: administrative; program management; authorized representative. These configured roles will be part of the system maintenance that a defined internal role will have access to manage. Roles are defined as follows:
Administrative (internal user) – system access to all application document activities; all financial and procurement activities
Program Manager (internal user) – all levels of the system except system security and system maintenance activities
Management (internal user) – all levels of the system
Authorized Representative – no access to internal database; only have the capability to process application and upload documents through web based process
f) Must have capability to process electronic routing of documents and attachments (via email and management file transfer). Examples of file types; word, excel, pdf, jpeg.
g) Must have capability to upload various document types from external system users. Examples of file types: word, excel, pdf, jpeg.
h) Must have capability to collect customer data from external users. Examples of document types:
laboratory applications; audits records, organizational charts.
i) Must have capability of generating pdf documents, such as reports; invoices; refund requests;
audit response forms; on site assessment forms; laboratory certifications and laboratory scopes of accreditation.
j) Must have capability to expose laboratory certifications and laboratory scopes of accreditation in a web based public searchable directory. (current NVLAP Directory of Accredited Laboratories:

k) Must be capable of pdf report generation for internal system users to generate accreditation documents such as; report for open audit responses; report for laboratory payments; report for assessor assignments.
l) Help Desk Requirements: The contractor shall provide a Help Desk to serve as the main gateway for handling bugs and technical support requests. Solution shall permit Help Desk tickets for services to be submitted and updated at any time from the email client or by logging in to the user’s online account. Solution shall also have the ability to review any of the user’s current or previous tickets online. Support shall be provided at minimum from 8:00 AM – 5:00 PM Eastern
Time on Monday-Friday, with a response time of 24 hours or less.
m) Annual license (period of 1 year from date of award acceptance) must be included
n) Must provide an action plan, and a schedule for implementing the action plan. (Refer to IT
Security Requirements above)
Option Periods:
Line Items 0002-0005 are option line items.
The price quotation for Line Items 0002-0005 shall be effective for a period of 5 years from the date of award.
The Government may exercise these option line items, at its discretion.

The delivery and installation of the system shall be completed within 3 months from date of award. Prior to installation there will be installation meetings with all appropriate team members to include but limited to NVLAP staff and the Office of Information Systems Management
(OISM), system server team members, firewall team members, information technology security team members, information technology system officer. Meetings may occur via telecom or in person. Meetings shall be coordinated with the technical representative, TBD after award, immediately following receipt of award.
Due Date for Quotations
Offerors shall submit their quotations so that NIST receives them not later than 5:00 p.m.
Eastern Time on Tuesday December 17, 2014. FAX quotations shall not be accepted. E-mail quotations shall be accepted at lynda.roark@nist.gov. Offeror’s quotations shall not be deemed received by the Government until the quotation is entered into the e-mail address inbox set forth above.
Quotations may also be sent to the National Institute of Standards and Technology, Acquisition
Management Division, Attn: Lynda Roark, 100 Bureau Drive, Stop 1640, Gaithersburg, MD
20899-1640. All Offerors should ensure the RFQ number is visible on the outermost packaging.
Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Lynda Roark, Contract Specialist on 301-975-33725
Addendum to FAR 52.212-1, Quotation Preparation Instructions
1). Price Quotation:
The offeror shall submit an original and one copy of the price quotation. If the quotation is submitted electronically, additional copies are not required. The pricing quotation shall be separate from any other portion of the quotation. The offeror shall propose a firm-fixed-price quotation for each line item. Price quotations shall remain valid for a period of 30 days from the date quotations are due.
2). Technical Quotation:
The offeror shall submit an original and one copy of the technical quotation. If the quotation is submitted electronically, additional copies are not required. The technical quotation shall address the following:
Technical Capability:
The offeror shall submit a technical description or product literature for the system it is proposing, which clearly identifies each requirement listed above. The offeror must demonstrate that its proposed system meets or exceeds each minimum requirement described above by providing a citation to the relevant section of its technical description or product literature. If applicable, evidence that the Offeror is authorized by the original software provider to provide the item(s) in the quotation should be included.
3). Past Performance:
Past Performance Questionnaires. The offeror shall send out Past Performance Questionnaires to no more than five (5) references. The Past Performance Questionnaires must be sent
(Attachment 1) to each of the offeror’s references identified in their quotation along with a request for the reference to complete the questionnaire and return it to the Government by the date specified for receipt of offers. The responsibility to send out the Past Performance Questionnaires rest solely with the offeror; it shall not be delegated to any other entity. Once the questionnaires are completed by your reference points of contact, the information therein shall be considered mailto:lynda.roark@nist.gov procurement sensitive and shall not be released to you, the offeror. 4). Acceptance of Terms and Conditions:
This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein.
The quotation should include one of the following statements:
“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:
Offeror shall list exception(s) and rationale for the exception(s)
Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.
Evaluation Criteria:
The Government intends to award a firm fixed priced purchase order resulting from this solicitation. This acquisition will be conducted as a Best Value, Performance-Price Trade-off
(PPT) source selection IAW FAR Parts 12, 13, and 15.101-1, trade-off process. The objective of the source selection will be to select the offeror that represents the best value to the Government considering price and non-price factors. Under this procurement, Technical Capability will be evaluated on a pass/fail basis in that an offeror’s technical capability will be evaluated as acceptable or unacceptable. Only quotes that offer acceptable technical capability will be considered for award. For quoters with acceptable technical capability, past performance and total evaluated price will be evaluated on a best value basis with past performance being approximately equal to price. Award will be made to the responsible offeror under FAR Part 9 which offers acceptable technical capability and is considered the best value to the Government based upon past performance and total evaluated price. This may result in award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors and is reasonably determined that the superior past performance of the higher priced offeror outweighs the cost difference. However, the Government will not pay a price premium that it considers to be disproportionate to the benefits associated with the proposed margin of service superiority.
The following factors shall be used to evaluate offers: 1) Technical Capability, 2) Past
Performance and 3) Price.
1. Technical Capability:

Each offeror’s Technical quotation will be evaluated on an Acceptable or Unacceptable basis.
Offeror’s quotations must receive an Acceptable rating under the technical capability in order to be considered for award:
Evaluation of Technical Capability will be based on the information provided in the quotation.
Documentation submitted in the quotation shall be evaluated to determine whether the offeror meets or exceeds the minimum requirements stated above.
Quotations that do not demonstrate the proposed system meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed system meets a certain minimum requirement, NIST will determine that it does not.
Rating:
Acceptable: Quotation clearly meets the minimum requirements of the solicitation
Unacceptable: Quotation does not clearly meet the minimum requirements of the solicitation.
2. Past Performance:
Each Offeror will be evaluated as a measure of the Government’s confidence in the offeror’s ability to successfully perform the requirements of the solicitation based on recent past performance efforts. The government will consider recent past performance information identified by each offeror, as well as any additional past performance information obtained by the
Government, in determining an overall past performance confidence assessment rating for each
Offeror. The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated present and past performance. Each Past Performance effort will be evaluated on the basis of recency and relevancy.
The Government will begin its evaluation by first determining the recency and the relevancy of each past performance effort being evaluated.
To be considered a recent effort, the effort must be currently on-going, or have been completed within 5 years of quotation submission.
The following definitions will be utilized to determine the relevancy of each past performance effort:
RATING DESCRIPTION
Very Relevant (VR) Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant (R) Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant (SR) Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant (NR) Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
After the Government has determined the recency and relevancy of each past performance effort being evaluated, one of the following Past Performance Confidence Assessment ratings will be assigned to each offeror:

Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence reasonable expectation that the offeror will
Limited Confidence low expectation that the offeror will
No Confidence performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
Offerors with no recent/relevant performance record shall receive the rating “Unknown
Confidence” meaning the rating is treated neither favorably nor unfavorably.
In evaluating past performance, the government will give greater consideration to information on those contracts deemed most relevant to the requirements described in this RFQ. Relevant performance is defined as having performed similar or same software installation on large server systems with multiple users and technical support for multiple users for the required software.
Performance should be similar in size, scope, and complexity as the work described in this RFQ and may include contracts with the federal government, state and local government agencies, and commercial customers.
“Past performance information shall be obtained from any other sources available to the
Government, to Include, but not limited to, the Past Performance Information Retrieval System
(PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Program Managers, and/or Contracting Officers.
3. Price: The Government will evaluate price for reasonableness.
Past Performance and Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor.

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The
Contracting Officer may exercise the option by written notice to the Contractor within 90 days of the expiration of the period of performance.

52.217-9 -- Option to Extend the Term of the Contract. Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of the expiration of the period of performance; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a
Felony Conviction Under Any Federal Law (Class Deviation) (March 2014)
(1) In accordance with Sections 536 and 537 of Division B of Public Law 113-76 Consolidated
Appropriations Act, 2014, none of the funds made available by Consolidated Appropriations
Act, 2014 funding may be used to enter into a contract with any corporation that-
(a) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and has made a determination that this further action is not necessary to protect the interests of the Government, or
(b) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.
