Amendment 005 Solicitation SB1341-12-RP-0019
The purposes of this amendment are as follows:
1. To provide responses to questions posed by potential Offerors. The official responses to the questions are posted below.
Questions & Responses
Question #1 Section of RFP: Section II. Requirements Page of RFP Referenced: 28 Paragraph of Page: N/A Description of Questions:
Clarification requested: Does Task 1 correspond to Task Order 1?
Response: No, not necessarily. Please note the paragraph in Section 2 Scope of Work in the Task Order 1 PWS, on page 77 of the RFP. This paragraph explains that the work to be performed under this task order falls under several of the tasks described in the Requirements section of the base contract PWS.
Question #2 Section of RFP: Section 3, Period of Performance Page of RFP Referenced: 77 Paragraph of Page: N/A Description of Questions:
Clarification requested: Please define “this Task Order”, is it Tasks: 1,3,4,9, and 11 referenced in Section 2, Scope of Work (page 77)? Is it the Government’s position that the deadline for completing Tasks: 1,3,4,9, and 11 is six months from the date of task order award?
Response: The Performance Work Statement for Task Order 1 under the resultant IDIQ contract is included on pages 76 – 92 of the RFP document. On page 77, Section 3 Period of Performance, which you referenced in your question, the period of performance described here is for Task Order 1, which is why it is included in the Performance Work Statement for Task Order
1. The work that is to be performed during this period of performance is spelled out in this Performance Work Statement. The base period of this task order is for six months from the date of task order award. “This Task Order” refers to the task order that is defined in the entire Performance Work Statement from pages 76 – 92 of the RFP document. The requirements of this task order are defined throughout the Performance Work Statement on pages 76-92 of the
RFP.
Question #3 Section of RFP: N/A Page of RFP Referenced: N/A Paragraph of Page: n/a Description of Questions:
Is the current incumbent a small business? Is the current incumbent eligible to bid on this solicitation?
Response: As stated in Amendment 004 and previous amendments, the incumbent contractor is Booz Allen Hamilton, a large business. They are not prohibited from competing as a subcontractor in this solicitation, but this is a small business set aside, so the incumbent could not be a prime contractor.
Question #4 Section of RFP: Section L Page of RFP Referenced: 115 of 127 Paragraph of Page: paragraph d
Description of Question: The last paragraph under section d. states “This project plan is limited to 20 pages in length, excluding diagrams, tables and graphics. Any pages after the 20th page will not be evaluated by the Government, excluding diagrams and graphics.” The first 3 sentences in paragraph d. states “The plan shall provide a detailed description of the labor categories proposed by the Offeror for the IDIQ contract. Section B of the RFP provides a list of the required labor categories for the contract, including detailed descriptions of the work to be performed under each labor category, minimum experience requirements, and minimum education requirements. The Offeror’s plan shall propose labor categories that, at a minimum, match the description of the work, minimum experience requirements and minimum education requirements provided in Section B.”
We notice that the page limit for the Project Plan section is 20 pages, but that includes a detailed description of job positions to meet the positions outlined in Section B of the RFP. In Section B of the RFP, the positions were presented in 13 pages, it will likely take 13 or more pages to describe them in our proposal.
Will those 13 pages count against the page count of 20 pages for the section or be treated separately?
Response: The pages required for describing the minimum qualifications and work descriptions for the labor categories is not included in the referenced page limit.
Question #5 Section of RFP: L.7 Inquiries Page of RFP Referenced: 121 Paragraph of Page: 2 Description of Question:
We understand questions must be received no later than 30 calendar days after the issuance date of this solicitation. On page one of the SF33, Item 5 is blank (date issued). The original solicitation was posted to FedBizOpps on April 20, 2012. Are questions due 30 days from this date which would be Sunday, May 20, 2012?
Response: Yes, this is correct.
