☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from ETAP for ETAP Software Annual Maintenance Renewal. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 09/01/2024-09/01/2025.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Center Operations Directorate at NASA Langley Research Center (LARC) has determined that ETAP software, developed and maintained by ETAP, is the only suitable solution for this acquisition.
The software is essential for modeling Langley’s electrical power distribution system and ensuring compliance with Arc Flash safety requirements. ETAP is a proprietary software platform, and as such, only the original developer, Operation Technology, Inc., is authorized to provide updates, maintenance, and technical support. No other vendor or product can fulfill these specific functional and compatibility requirements without compromising system integrity, operational continuity, and safety compliance.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Continued support for ETAP software is essential for the ongoing operation and safety of the electrical distribution system at NASA Langley Research Center. Under the current agreement, ETAP provides critical user support and software updates, which will be required for the foreseeable future to maintain and enhance the existing electrical system model. ETAP is used to perform detailed electrical network analysis, enabling engineers to evaluate new and replacement power equipment for proper ratings and design. It also supports the accurate configuration of protective device settings to ensure system coordination and reliability. In addition, the software is vital for conducting Arc Flash studies, including calculating incident energy levels at thousands of panels and switching devices across the Center. These calculations are necessary to maintain compliance with National Electrical Code (NEC) and Occupational Safety and Health Administration (OSHA) regulations regarding Arc Flash hazards.
Network analysis, Arc Flash evaluations, and coordination studies must be updated with every significant change to the power system. The purpose of this procurement is to maintain uninterrupted support and updates for the existing ETAP licenses that underpin these critical functions. Discontinuing ETAP would compromise the operational efficiency, regulatory compliance, and safety of LaRC’s electrical infrastructure, while incurring unnecessary costs and delays. Maintaining the existing ETAP software and support agreement is essential to mitigate these risks.
