Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Teledyne Isco for Signature LaserFlow System to be procured and installed. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4-6 weeks.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Teledyne Isco Signature LaserFlow System is designed to accurately measure the low flow conditions of less than 1 inch water level routinely found at outfall 001. The laser sensor only requires annual calibration, which minimizes maintenance labor time, costs and safety concerns in a storm manhole which requires confined space entry. The Teledyne Isco system also allows for direct data transfer via USB cable instead of wireless transmittal, eliminating the need for a NASA IT Security Plan.

Teledyne Isco is known for their industry standard products for wastewater and surface water flow measurement capabilities.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Utilizing a different brand would incur additional costs in purchasing a new flow management software, potential increased maintenance costs and safety concerns if more frequent system calibration is required, and additional staff training time for a completely new software and flow system platform. A different brand or system may also only transmit data wirelessly, requiring a significant amount of time to develop a NASA IT Security Plan that would require approval by the OCIO.
