This is a Statement of Work for the purchase and installation of a Teledyne Isco Signature LaserFlow System at outfall 001 at Lewis Field, dated April 16, 2026. Additional required components include a permanent wall mount (60-4364-003), 8-foot power cord with grip fitting (60-4304-044), internal seven-digit mechanical totalizer with factory installation recommended (60-4304-15), TIENet Network Expansion Box with Desiccator (60-4357-018), and TIENet Bulk Cable 120 feet (60-4304-050). Task 2 requires an installation field service package including removal of the current system from storm manhole 01-1000 (approximately 34 feet deep), installation of the new LaserFlow sensor requiring confined space entry, cable routing through existing conduit to a small outbuilding, installation of the base station, and system start-up with training for NASA GRC EMO personnel. The contractor must provide proper training, equipment, and medical clearance for confined space entry and is responsible for developing and submitting a Health and Safety Plan (HASP) for NASA GRC Safety Office approval. Deliverables include the installed Teledyne Isco Signature LaserFlow System, removal of legacy equipment, and vendor-provided training for GRC personnel.

Statement Of Work Purchase and install flow meter and sensor for outfall 001
Background:
The Environmental Management Office utilizes a flow meter and sensor at outfall 001at Lewis Field to measure daily water flow as required by the National Pollutant Discharge Elimination System (NPDES) permit issued by the Ohio Environmental Protection Agency. Flow readings are reported to the Ohio EPA each month. We are replacing an older model Teledyne Isco flow meter and sensor model that is no longer available from the company with a newer, lower maintenance model of Teledyne Isco flow meter that will provide more accurate readings and lower maintenance costs utilizing a non-contact laser sensor.
Task 1 Purchase a Teledyne Isco Signature LaserFlow System (part 68-4360-060) that includes the base station (624350013), TIENet 360 LaserFlow sensor with built-in ultrasonic level sensor, 32.8 ft (10 meter) cable and user manual. Additional components that also need to be purchased:
• Permanent wall mount for TIENet 360 LaserFlow sensor (60-4364-003)
• Power cord, 8 ft. (2.5 meter) with cord grip fitting (60-4304-044)
• Internal seven-digit mechanical totalizer, factory installation recommended (60-4304-15)
• TIENet Network Expansion Box with Desiccator (60-4357-018)
• TIENet Bulk Cable, 120 ft. (60-4304-050)
Task 2 Purchase installation field service package, which includes:
• Removal of current Teledyne Isco 2150 flow meter, quick disconnect box, and area velocity sensor. The quick disconnect box is mounted on the wall of storm manhole 01- 1000 (roughly 6 feet down from manhole rim) and the area velocity sensor is mounted to a u-shaped metal plate which is drilled into the concrete at the bottom of the channel in the referenced storm manhole. Storm manhole 01-1000 is approximately 34 feet deep and will require confined space entry to remove existing equipment. A task specific Health and Safety Plan (HASP) will be required to be submitted to and approved by the NASA GRC Safety Office.
• Installation of LaserFlow sensor near the bottom of storm manhole 01-1000, which is approximately 34 ft. deep. This installation will require a confined space entry and
HASP.
o Run cable to quick disconnect box, then cable through existing conduit to small outbuilding.
• Install Signature flow meter base station in small outbuilding near storm manhole 01- 1000.
• Start-up of Signature Laser Flow system and training of NASA GRC EMO personnel on system use and maintenance mailto:216-433-6468/stacey.m.yanetta@nasa.gov
• Contractor must have proper training, equipment, and medical clearance for confined space entry to remove current area velocity flow sensor and install the new LaserFlow sensor. Contractor will be responsible for developing a HASP for current equipment removal and new equipment installation tasks.
Deliverables:
Teledyne Isco Signature LaserFlow System installed at outfall 001 at LF. Removal of current Teleydne Isco 2150 Flow meter, area velocity sensor, and quick disconnect (expansion) box.
Training provided by vendor for GRC EMO personnel.
