This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This procurement supports the Larkworks MakerSpace at Langley Research Center, where hundreds of users annually produce thousands of 3D-printed parts requiring rapid, accurate dimensional verification.

Because printed components are susceptible to warping from material, process, and environmental variables, users need a turnkey, NIST-traceable (±0.01 mm) 3D scanning solution that enables automated full-shape capture, CAD comparison, mesh repair, and common file exports—without fiducials, recurring licensing costs, or extensive training. Requirements were informed by user surveys and consultation with Langley metrologists who certify NASA flight hardware. Following market research and user evaluation, including an on-site demonstration, the Keyence VL-870 proved to be the only system meeting all technical criteria while allowing new users to operate it independently within 30–45 minutes, making it uniquely suited to Larkworks’ operational needs.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Purchasing an alternative scanner that does not meet our requirements would result in either a user-friendly device that lacks the necessary accuracy or an accurate scanner that our users would be unable to operate without extensive training, potentially taking multiple days. To achieve precise scans without the VL-870, our users would need to incur additional costs by engaging professional NASA metrologists to spend hours scanning parts and generating reports. This would divert them from their primary responsibilities of certifying flight hardware. Additionally, scheduling delays could arise, as users would need to wait for metrologists to find time in their busy schedules to scan Larkworks’ 3D printed plastic prototypes. Currently, the typical turnaround time for professional metrologists to scan non-flight hardware parts ranges from days to weeks.
