About this file
This is a NASA Shared Services Center Sole Source Justification and Determination document dated February 10, 2026. NASA recommends negotiating exclusively with Precision Filters Inc. for Precision Filters Signal Conditioning Chassis Hardware, with an estimated period of performance or lead-time for delivery of 60-90 days after receipt of order (ARO). The total estimated cost is redacted in the document.
The justification for sole source procurement centers on standardization and operational efficiency across all turbomachinery facilities within the Engineering Research Building (ERB). The requested hardware is currently in use throughout these facilities, and personnel have received specialized training specific to this equipment. Procuring identical hardware ensures full interchangeability with existing systems and enables the use of common spare parts for equipment failures. The document notes that transitioning to alternative vendor or brand hardware would require significant additional costs for operator retraining and facility modifications, would reduce operational efficiency, and would increase transition period risk. The acquisition of this hardware from the existing source is determined to be in the best interest of the Government based on lifecycle cost minimization, maintenance of operational continuity, and standardization benefits across all ERB turbomachinery facilities.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☒I recommend that NASA, NASA Shared Services Center negotiate with Precision Filters Inc. only for Precision Filters Signal Conditioning Chassis Hardware . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 60-90 days ARO.
OR
Brand Name Justification:
☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Manufacture Namefor Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The requested hardware is currently in use across all turbomachinery facilities within ERB, and personnel have already received specialized training specific to this equipment. Procuring the same hardware ensures full interchangeability with existing systems and allows for the use of common spare parts in the event of equipment failure.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Transitioning to a different hardware standard would require significant additional costs associated with retraining operators and modifying multiple facilities to accommodate new equipment. Such a change would also reduce operational efficiency and increase the risk of errors during the transition period.
Maintaining standardized hardware across all ERB turbomachinery facilities supports efficient operator training, minimizes lifecycle costs, and ensures continuity of operations. For these reasons, acquisition of this hardware from the existing source is in the best interest of the Government.
