☒I recommend that NASA, NASA Shared Services Center negotiate with L.N. Curtis & Sons only for Hydrazine emergency response SCBA equipment . The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 40 days after award.

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The current Interspiro SCBA equipment is due for inspection in April 2026; however, continued sustainment is no longer feasible. The only certified west coast inspection facility ceased operations shortly after completing our April 2025 cycle, leaving no authorized vendor capable of providing required service or recertification. This creates a critical sustainment gap and prevents us from meeting mandated inspection intervals.
Transitioning to LN Curtis SCBA equipment will standardize our capability with U.S. Air Force fire departments and provide access to a broader, long‑term support network. The vendor also offers no‑cost equipment training which will ensure personnel proficiency.
This transition enables us to meet the mid‑March compliance deadline and preserves adequate time for pre‑deployment training ahead of the two‑month assignment beginning at the end of March.
2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.
Utilizing an alternative vendor introduces the risk of not acquiring the necessary equipment before the Interspiro certification expires (April 2026). This may also reduce the available time for training and could ultimately affect the planned project deployment in late March.
