☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from DataDirect Networks (DDN). for FY26 DDN Annual Maintenance. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 1-Year ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA Langley Research Center requests approval to renew support for the DDN hardware and software at the Atmospheric Science Data Center (ASDC), originally purchased under in 2022. For over a decade, DDN has provided continuous support for the ASDC’s use of proprietary storage systems to meet long-term data archiving needs, supporting projects such as Clouds and the Earth's Radiant Energy System (CERES), Multi-angle Imaging SpectroRadiometer (MISR), Multi-Angle Imager for Aerosols (MAIA), Tropospheric Emissions: Monitoring of Pollution (TEMPO), and the Goddard Space Flight Center Earth Science Data and Information System (ESDIS).

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Since DDN engineers possess unique expertise in supporting the ASDC staff to maintain the tape library system in optimal condition under this maintenance contract, purchasing these services from DDN represents the most cost-effective option and provides the best opportunity for ASDC to meet its mission milestones. Engaging any other vendor to provide these services could pose significant risks, including potential delays in achieving critical objectives and challenges in maintaining IT security compliance.

Additionally, employing a different vendor may result in increased costs, as they would need time to familiarize themselves with the ASDC environment and establish effective working relationships with the existing staff managing the DDN hardware systems.
